Anyone who is arrested in China for any reason is at risk of being tortured (with beating being the most common form), but those most at risk are individuals such as Falun Gong practitioners who have been declared enemies of the state. When Jiang Zemin issued his famous edict, "It is not a crime to beat a Falun Gong practitioner to death. If a Falun Gong practitioner is beaten to death, it is counted as a suicide."-- the police knew what it was they were supposed to do. Jiang made it clear to all that no abuse of any Falun Gong practitioner would be considered too extreme, and no abuse would be punished.
