  • Clearwisdom Summary: Exposing the Persecution of Falun Gong by Chinese Consulates and Chinese Embassies (Part 1)

Editor's note: according to an incomplete estimate based on Clearwisdom documents, more than 90 Falun Gong practitioners living in 19 countries have had their Chinese passports withheld or were denied extensions of or [additional] visas at Chinese consulates and embassies abroad.

This is the overseas extension of the Chinese Communist Party (CCP) and the Jiang Zemin group's irrational persecution of Falun Gong, and it is a severe violation of human rights, as well as a violation of international agreements and laws. This article contains a few of those cases that have been translated into English.

Falun Gong Practitioner Mr. Wang Hainiu from Xingtai City, Hebei Province Was Persecuted to Death in 2003

Practitioner Mr. Wang Hainiu from Cuilu Village, Nanshimen County, Xingtai City, Hebei province had suffered under the persecution many times. The police broke at times into his home in the middle of the night and arrested him. If Mr. Wang was not there, they would arrest his wife. Mr. Wang Hainiu was forced to become homeless. After being homelessness for three years, he came home at the end of April 2003, and died at the end of the same month.

Mr. Wang Hainiu was 50 years old. In 1998, he fell and hurt his lower back. During his convalescence at home, a practitioner introduced Falun Gong to him. After practicing Falun Gong, he quickly recovered from his injury. His entire family was grateful after experiencing the amazing effect of Falun Gong. Because of practicing Falun Gong, Mr. Wang lived according to the principles of "Truthfulness, Compassion, Forbearance," and taught his children the principles. Falun Gong brought happiness and peace to his family.

After July 20, 1999, however, all the TV stations and newspapers under the control of the Chinese government began to slander Falun Gong, and police officers started to arrest Falun Gong practitioners. Mr. Wang clarified the truth about Falun Gong to his relatives and his fellow villagers. In 2001, during the Conference of the National People's Congress (CNPC) and the Conference of the Chinese People's Political Consultative Conference (CPPCC), as the police knew that Mr. Wang was a practitioner, they frequently harassed him and his family. Eventually, Mr. Wang and his wife were forced to become homeless and go from place to place.

The police also harassed Mr. Wang's relatives and neighbors. His three children (two sons and one daughter) were detained, and the police forced a confession from them or extorted money. After Mr. and Ms. Wang heard that the police persecuted their children, they became very anxious and couldn't eat and sleep well. Mr. Wang became emaciated and coughed a lot. Even under such a difficult situation, Mr. Wang did not neglect his responsibility as a practitioner.

After going from place to place for three years, Mr. Wang was extremely exhausted and suffered both physically and mentally. In April 2003, he came home. His physical condition deteriorated rapidly. At the end of April, he passed away.

The government authorities thus tore apart a happy family. While Mr. Wang's family members were busy with preparations for his funeral, the police brought doctors to their house to harass them and forced them to have Mr. Wang's body cremated. To cover up their crime, the police bought an urn for Mr. Wang's ashes and told everyone that he had died from practicing Falun Gong. They also asked Mr. Wang's wife to write a so-called "guarantee letter." Ms. Wang refused to comply with their wishes. This was the last time the police came to Ms. Wang's house.

Falun Gong Practitioner Li Fengwen of Shuangyashan City, Heilongjiang Province Died as a Result of the Persecution

Mr. Li Fengwen is a Falun Gong practitioner from Shuangyashan City, Heilongjiang Province. After practicing Falun Gong, he became healthy in mind and body. During the six years of persecution by the Chinese Communist Party (CCP), he was imprisoned at Shuangyashan City Detention Center. He was tortured until close to death, and only released after money had been extorted. He died on June 6, 2005.

Mr. Li Fengwen, over 60 years old, lived in the Lingdong District of Shuangyashan City. Because he and his wife had little income, they could not afford medical treatment. They began to practice Falun Gong in 1996 and became healthy. After July 20, 1999, district policeman Cao Zhenzhuang reported them to the public security bureau.

On May 3, 2002, three policemen including Teng Yunlong, the director of Zhongshan Police Station and policeman Zhao Yuying broke into his courtyard and illegally searched their home. They confiscated their Zhuan Falun book, arrested Li Fengwen, detained him and sentenced him to two years of forced labor. At that time, his wife was not at home, so they could not arrest her. The police subsequently harassed their son constantly, and he could no longer live in peace. The residential committee then withdrew Li Fengwen's guaranteed low living expenses and his wife's pension was confiscated by committee chief Chen. At that time, Yu Jiaying of the Lingdong Organization Department told the person who collected wages on behalf of others, "No wages for Falun Gong." Yu Jiaying pocketed the money.

The couple lost their living expenses and became poverty stricken. Li Fengwen's wife worked as a nanny to keep them above water. To make matters worse, their daughter-in-law and two-month-old grandson depended on them. Local policeman Cao Zhenzhuang confiscated the identification card of Li Fengwen's wife. In April 2003, this ID card was required for community labor insurance. His daughter-in-law requested its return, but the police refused to give it back.

As of September 2003, Li Fengwen had been illegally jailed for 16 months. He was tortured cruelly, became muddle-headed, lost the ability to talk and his life was in danger. His family had to pay 350 yuan for his medical check-up in a hospital and over 5,000 yuan for meals and medical treatment. Li Fengwen was on his last breath from the torture at Shuangyashan City Detention Center. He was released after the police had extorted lots of money.

The already poor family suffered more hardships after being repeatedly persecuted. After Li Fengwen had grown healthier again, he had to work to support the impoverished family. At the end of May 2005, he suffered burn injuries from molten steel at work. Also, one of his eyes was injured by sheet metal. His family had no money for medical treatment. He left the hospital on June 5 and died on June 6.

Family Members Appeal for Practitioner Ms. Li Baojie, Who was Persecuted to Death

Thirty-two-year-old Falun Gong practitioner Ms. Li Baojie, from Panjin City, Liaoning Province, was illegally imprisoned at the Masanjia Forced Labor Camp for practicing Falun Gong. Her family members had tried legal appeals on her behalf, but on April 8, 2005, Ms. Li died as a result of persecution.

On April 12, 2005, four days after Li Baojie passed away, her family members went to the Masanjia Forced Labor Camp to meet with a male director whose last name is Xie. They requested financial compensation for Li Baojie's death. After a half-day of negotiation, Xie agreed to reimburse the family 8,000 to 10,000 yuan for funeral expenses after the cremation. Li's family asked Xie to sign an agreement as acknowledgment. Xie refused to do so. When Li's families again made the request, Xie threatened them with orders from the head of the labor camp and said that if they disturbed his plans, he would take action against them. Li Baojie's family members were very sad and indignant, and had to return home without the signature.

After Li's funeral was held on April 15, 2005, her family went to the Masanjia Forced Labor Camp to show them the funeral expenses, which amounted to almost 20,000 yuan. Xie said that the head of the labor camp, Su Jing, went to a meeting in the provincial capital city and told them to go back home and wait. On April 27, Li's family called Xie. This time, Xie told them that the labor camp could only reimburse 3,000 to 4,000 yuan. The family members realized that they had been tricked. The 8,000 to 10,000 yuan reimbursement Xie had promised was just a lie.

Two days later, they again went to the labor camp. Xie didn't want to face them and asked Cui Yang, a labor camp staff member in her twenties, to talk to them. The head of the labor camp Su Jing also dared not meet with them. Under her orders, Li's family members were asked to write a financial aid application letter, in which they were supposed to say that Li Baojie had been released on medical parole. In fact, Li Baojie was never granted medical parole. The family members were also asked to thank the labor camp in the application for the financial compensation. Because of the outrageous requests, they refused to write the application letter. At around noon, they finally received 4,000 yuan from the labor camp.

Li's family told people their experience with the camp. People were sympathetic about their situation and encouraged them to appeal to higher authorities.

During the following month, Li Baojie's family consulted a lawyer. However, the lawyer accepted payment from them, but did not do anything for them. It is a reflection of the fact that the Communist Party controls the entire country, including the legal system.

On June 1, 2005, the family called the provincial Supreme People's Procurator's Office to see what they could do. On June 2, they went to the Prison Inspection Section of the Liaoning Supreme People's Procurator's Office. They met with a receptionist and described what had happened to them. The receptionist took detailed notes and told them to talk to the Shenyang City Suburban People's Procurator's Office. As instructed by the receptionist, the family went to appeal at the Suburban People's Procurator's office, which has inspection offices in each labor camp to investigate allegations of improper treatment of inmates. Staff at the Suburban People's Procurator's Office told Li's family that they needed to talk to the Judicial Department of Liaoning Province and the Liaoning Province Forced Labor Bureau. So, they went there and told the receptionist about the injustices they suffered. The receptionist asked them to write an appeal letter detailing what happened to them, and the reason and purpose of their appeal, and then to go to the Masanjia Forced Labor Camp and talk to officials at different levels. The so-called Liaoning Ideological Education School (in fact a brutal brainwashing center) is a subsidiary of the Masanjia Forced Labor Camp.

Death of Seven Falun Gong Practitioners in Inner Mongolia, Hunan Province, Jiangxi Province, and Elsewhere

Before her death, Ms. Pang Fengzhi, 56, was a retired high school teacher at the Number 3 High School, Hailar, Inner Mongolia. She started practicing Falun Gong in 1997. In February 2000 and February 2001, Ms. Pang went to appeal for justice for Falun Gong in Beijing. During the second appeal, she was arrested in Beijing and sent back for over a month's detention in the local jail. On March 15, 2001, Ms. Pang was put into a brainwashing camp held by the local 610 Office, and was arrested again in a large-scale arrest around July 19 that year because the authorities found a Falun Gong banner in her home. Later Ms. Pang was jailed for 3 months and developed esophageal cancer in prison. National Security agents Qu Shulin, Gao Feng, and others persecuted her for long time and harmed her health. She died on August 18, 2002, after being released.

Ms. Yu Aiping, 57, is a Falun Gong practitioner in Hengyang, Hunan. She went to appeal for Falun Gong in Beijing several times and was severely persecuted by the local ""610 Office" and police. Ms. Yu passed away suddenly on May 30, 2005.

Ms. Chen Guangping, 43, was a Falun Gong practitioner in Xinjian County, Jiangxi Province. Before she started to practice Falun Gong in 1995, she was a cancer patient. After practicing Falun Gong, the disease miraculously disappeared and she enjoyed a better life. After the persecution began on July 20, 1999, Ms. Chen practiced Falun Gong exercises in public and appealed on behalf of Falun Gong in Beijing. She was detained several times by the authorities. In April 2000, Ms. Chen was sentenced to 3 years in a labor camp, where she suffered a great deal. After she was released on bail, her old health problems returned and she died in November 2003.

Mr. Gao Haiquan, 70, was from Nanchong, Sichuan Province. He started practicing Falun Gong in 1997. After July 20, 1999, the local police, national security office and the "610 Office" often harassed his family. Mr. Gao died in 2002 due to the relapse of old diseases.

Mr. Liu Changtai, 67, was a practitioner in Nongan, Jilin Province. His son Liu Chengjun was persecuted to death on December 26, 2003 and his daughter Liu Lin was arrested in Beijing on December 17, 2004. Mr. Liu was harassed by the local police frequently and died suddenly on March 28, 2005.

Ms. Yu Guilian, 68, was from Daqin Village, Zhaoyuan, Shandong Province. On January 1, 2000, the government detained her for 20 days. She died on April 25, 2003.

Mr. Yang Shaokui, 70, was a retired worker from the Yuntong Mine, Yunnan Province. On three different occasions since 1999, he was persecuted until he was so ill that he had to be hospitalized. Once when Mr. Yang was sent to a brainwashing camp, he declared that a statement he had made against Falun Gong under coercion was invalid. Mr. Yang passed away in November 2004.
