(Minghui.org) Minghui.org previously reported on the four-year prison sentence of a 71-year-old man in Yingkou City, Liaoning Province. New information has emerged to provide additional details regarding Mr. Sun Wenqing’s prosecution. He was released in October 2024 but rendered unable to file a motion to expunge his sentence because police seized the flash drive that contained a draft of his motion.
Mr. Sun visited fellow villagers Liu Jie, Tian Shufen, and Liu Jianku on April 21, 2020. He talked to them about the Chinese Communist Party’s ongoing persecution of his faith, Falun Gong. They reported him to police.
Chief Dong Changjun and instructor Ji Qiang from the Liushu Town Police Station dispatched three officers to arrest Mr. Sun. They attempted to have him do a COVID-19 test, but failed. They then raided him home and confiscated his Falun Gong books and computer. He was later released on house arrest.
Qi Zhenlong from the Laobian District Domestic Security Office, along with about seven agents from the Liushu Town Police Station, including Dong, Ji, Liu, Xu, and Dong Xu, broke into Mr. Sun’s home on October 10, 2020. Without showing their IDs or an arrest warrant, they took him to the Yingkou City Epidemic Prevention Station for a COVID-19 test.
Mr. Sun shouted, “Falun Dafa is good! I’m not going to cooperate with the police!”
Officer Liu savagely beat him, and yelled, “This old man is a really tough guy!” He and other officers covered Mr. Sun’s nose and pried open his mouth, but still failed to collect a saliva sample for the test. They took him to the Gaizhou City Comprehensive Hospital in the afternoon and managed to have a drip tube inserted into his nostril to do a COVID-19 test. That night they took him to the Gaizhou City Detention Center. Gaizhou is under the administration of Yingkou City.
Mr. Sun refused to sign the detention notice, and chief Dong signed on his behalf. During his arrest, the police never turned on their bodycams, as required by law. They even instructed prosecutor Yang Jun and interim prosecutor Zhang Lin from the Zhanqian District Procuratorate to change the arrest date from October 10, 2020 to October 12, 2020. They also changed the arrest location from Mr. Sun’s home to outside, and claimed that he was seized while talking to people about Falun Gong. They further deceived his son into becoming a prosecution witness against him.
The Zhanqian District Court sentenced Mr. Sun to a four-year prison term with a 10,000-yuan fine around July 2021. Presiding judge Wang Feng, judges You Changli and Yu Huasheng, and clerk Suo Lili signed the verdict.
After Mr. Sun was released from prison on October 10, 2024, he went to the Zhanqian District Court to review his case file. He then filed a motion with the court on October 23 that year to have his already-served prison sentence expunged. Judge Tao Runan took his motion but shared it with captain Qi Zhenlong of the Laobian District Domestic Security Office.
Qi showed up at Mr. Sun’s home on October 25, 2024 and seized the flash drive where he had saved a draft of his motion to the Yingkou City Intermediate Court and the Yingkou City Procuratorate. He was thus unable to seek justice with the two higher agencies.
Past Persecution
Mr. Sun was first arrested on July 7, 2000, for appealing for the right to practice Falun Gong in Beijing. The Yingkou police beat him overnight and gave him one year of forced labor the next day.
Mr. Sun was arrested in the summer of 2010 after being reported for talking to people about Falun Gong. He was given two years at the Benxi Forced Labor Camp.
He was reported for distributing informational materials about Falun Gong, and was arrested by Feng Wenqi, head of the Nanhu Police Station, on June 9, 2014. Feng and other officers ransacked his home and confiscated his Falun Gong books, photo of Falun Gong’s founder, computer, cellphone, and DVD player. He was later sentenced to three and half years in prison.
After being released in 2018, Mr. Sun rented an apartment and lived by himself. On April 18, 2019, the Yingkou Social Security Office ordered him to return all the pension payments he had received while serving time, citing a new policy that Falun Gong practitioners imprisoned for their faith aren’t entitled to any retirement benefits during their terms.
