Mr. He was arrested on January 16, 2001, and held in the Morin Banner Detention Center for 15 days.
He and his wife, Ms. Kong Qiaoyun, were arrested again in March 2001 and detained for 45 days. They were forced to write statements to renounce Falun Gong and pay 300 yuan each for their living expenses while in detention.
Mr. He’s next arrest was in July 2001 after the police suspected him of going to Beijing to appeal for the right to practice. They beat him until his nose and mouth bled and he fainted.
Mr. He and Ms. Kong were arrested again on April 25, 2002, and detained for 25 days. The police attempted to extend Mr. He’s detention but had to release him after he was diagnosed with Hepatitis B.
Several officers raided Mr. He’s home in October 2009 and confiscated two copies of Zhuan Falun, the main text of Falun Gong. They extorted 200 yuan from Ms. Kong and left without arresting Mr. He.
The couple filed a criminal complaint on July 7, 2015, against Jiang Zemin, the former head of the Chinese communist regime who ordered the persecution of Falun Gong. The police harassed them in 2016 in retaliation.
Succumbing to the mental pressure from the persecution, Mr. He passed away on August 5, 2017.
