(Minghui.org) Cao Shuwen, a former police chief, is currently a staff member of the Changyi City 610 Office in Shandong Province. He has often harassed local Falun Dafa practitioners, broken into their homes without showing an ID or a search warrant, conducted illegal arrests of practitioners, and sent them to forced labor camps or jails.

The following are some of the known persecution cases that Cao has been involved in. In none of these cases was due process followed, and law-abiding citizens were indiscriminately harassed, robbed, arrested and imprisoned.

1. Twelve Falun Dafa Practitioners Arrested

Cao Shuwen, Ma Jiantang from the Changyi Domestic Security Division, and officers from the Beimeng Town Police Station broke into Mr. Li Shulian's home in Beimeng Town on December 25, 2012. They didn't show any IDs or a search warrant. They arrested 12 practitioners who had gathered in Mr. Li’s home to share their cultivation experiences. Falun Gong books, exercise music tapes, cash, and practitioners' house keys were confiscated.

All of the practitioners were taken to the Beimeng Town Police Station.

Ms. Zhao Yumei was detained in the Changyi City Police Department for two days and one night. She was released after her husband paid 7,000 yuan.

Ms. Guo Lianjun was sent to a detention center and held for 30 days. Ms. Zhang Meijin and Ms. Chen Sufang were detained in a detention center for 10 days. Their families each paid 980 yuan to gain their release. Cao beat Chen Sufang for calling out “Falun Dafa is good.”

2. Ms. Feng Yuhua

Ms. Feng Yuhua was arrested on the morning of May 16, 2017, when someone reported that she was talking to people about Falun Gong at a local farmer's market. Cao and Liu Wei, head of the Shibu Police Station, led police in searching her home. They took away 200 yuan in bills that had information about Falun Dafa written on them and 9 Falun Dafa amulets. Ms. Feng was released at around 8 p.m. that evening.

3. Xiao Mingfen and Pan Ruifen

Ms. Xiao Mingfen and Ms. Pan Ruifen were cooking breakfast at home on April 25, 2017, when Cao and Wang Wenqiang from the Domestic Security Division led officers in breaking into the women's home. The women were taken to the Domestic Security Division where they were photographed and fingerprinted. They were then sent to the hospital for a medical exam. They were allowed to go home after the exams.

4. Zhang Airong

Cao, Song Faxin from the Yinma Police Station, and another officer broke into Ms. Zhang Airong's home on April 14, 2017. Song Faxin walked around videotaping the house while Cao and the other officer searched the house. They took away a set of Master Li Hongzhi’s lectures, one copy of Zhuan Falun, about 800 blank CDs, approximately 300 CD cases, some Falun Dafa informational materials, a laminator, and some amulets. The officers didn't provide any receipts for the confiscated goods.

5. Wei Yunqing

Cao and three officers from the Longchi Town Police Station broke into Ms. Wei Yunqing's home in Longchi Town on the afternoon of July 28, 2015. They didn't show IDs or a search warrant. They searched the house and seized Dafa books and informational materials. Ms. Wei was taken to the local police station and detained for one day.

6. Ma Jinzhen

Cao broke into Ms. Ma Jinzhen's home in Zuoshan Town, Xiashan District, Weifang City on June 3, 2015. Without showing his ID or a search warrant, he searched her home and intentionally damaged a picture of Falun Dafa's founder Mr. Li Hongzhi.

7. Yang Meinu

Ms. Yang Meinu was reported to police while she was talking to people about the persecution of Falun Dafa in the eyewear shop she owned. Cao arrested her without showing an ID on the morning of April 29, 2015. He forced Ms. Yang's child to search for truth-clarifying materials and took 500 yuan in cash that had Falun Dafa information written on the paper bills.

He returned to Ms. Yang's shop and residence in the afternoon and searched the house again and sent Ms. Yang to a detention center.

Cao went to Ms. Yang's shop and home for a third time on the following morning and searched the premises again.

8. Li Xueshu

Ms. Li Xueshu, 79, was reported to police when she was distributing Shen Yun CDs at the local farmer's market in Changyi City. She was arrested there. During her release upon a pending bail hearing, two practitioners visited her home. Cao and several police officers broke into Ms. Li's home and arrested the three women. They were released at midnight.

Later Ms. Li was tried in the Changyi City Court on September 16 and sentenced to three years in prison and four years' probation on November 25, 2014.

9. Zhu Fengqi and Gao Jinzhi

Cao and officers from the Kuiqi Police Station broke into Ms. Zhu Fengqi's home around 4 p.m. on July 25, 2013. They didn't show any IDs or a search warrant. They arrested Ms. Zhu and Ms. Gao Jinzhi, a friend who was visiting Ms. Zhu. The officers took many personal belongings from Ms. Zhu's home.

10. Meng Jingyao

Cao and Chen Xiadong from the Changyi City 610 Office and officers from the Qingxiang Town Police Station arrested Mr. Meng Qingyao on November 20, 2000. Mr. Meng was sentenced to three years of forced labor. He suffered through three years of harsh treatment in Changle Forced Labor Camp.

In October 2005, Chen Xiaodong instructed Cao to raid Mr. Meng's home again. Mr. Meng was not at home, so they arrested his wife instead. After that, they went to Mr. Meng's home every day to arrest him, which forced him to leave his hometown for more than six months.

Cao and officers from the Liutong Town Police Station arrested Mr. Meng from his home in the spring of 2006. Mr. Meng was held in the Changyi Detention Center for one month, followed by another year of forced labor. After the authorities extorted 5,000 yuan from his family, Mr. Meng was allowed to return home and live under house arrest for the remainder of the term.

Cao and officers from the Liutong Town Police Station broke into Mr. Meng's home and arrested him again in July 2009. He was released the next day.

11. Liu Weiqing and Gao Suhua

On June 8, 2001, Cao led police officers to break into the home of Mr. Liu Weiqing and his wife Gao Shuhua. They didn't show IDs or a search warrant. They raided the home and took five copies of Zhuan Falun, an MP3 player, a DVD player, a picture of Falun Dafa’s founder, and DVDs containing information about Falun Dafa and the persecution.

On October 25, 2011, Cao and several other officers went to the couple's home to harass them.

On November 3, 2011, Cao returned with other officers to the couple's home and took a copy of Zhuan Falun, two MP3 players, truth-clarifying DVDs, and a package of Falun Dafa amulets.

12. Liang Qingxi

More than ten officers including Cao, three officers from the Changyi Domestic Security Division, and an unknown number of officers from the Puzhuang Town Police Station and from the town government broke into Mr. Liang Qingxi's home. They took away a desktop computer, a photocopy machine, a DVD player, a cell phone, a set of Falun Dafa books, and a set of Falun Dafa informational CDs.

Mr. Liang was sent to a detention center. A month later, he was sent to the Jinan Forced Labor Camp but was not admitted due to the results of his medical exam. He was allowed to go home after police extorted 6,500 yuan from his family.
