(Minghui.org) A 52-year-old woman has been hospitalized since she was beaten unconscious by police more than three years ago. She has slurred speech and is paralyzed from the waist down. The officers responsible for her beatings have never been charged, and the local government has refused to cover her full medical expenses. A scheduled surgery to repair her skull has been indefinitely postponed for a lack of funds.
Ms. Shi Yunlan is a resident of Huoshui Village, Wu’an City. She was arrested on October 9, 2014, for refusing to renounce Falun Gong, a spiritual discipline being persecuted by the Chinese communist regime.
Chief Guo Hongjie and deputy chief Li Xinshao of Huoshui Village Police Station punched Ms. Shi hard in the head during interrogation. In no time she threw up and passed out. Unable to wake her up, Guo and Li rushed her to Wu’an City First Hospital the following day. They did a craniotomy, but her speech was permanently impaired and she was disabled because her brain had been bleeding for too long.
Ms. Shi’s diagnosis (which stated in Chinese that she suddenly lost speech, had a stroke and extremely high blood pressure, and warned her family she was not out of danger.)
The police paid 1,000 yuan for the surgery. They later paid a few hundred yuan more before completely stopping covering Ms. Shi’s medical expenses.
Ms. Shi’s family filed complaints against Guo, Li, and Huoshui Village Police Station to Handan City Procuratorate, Hebei Province Procuratorate, and Hebei Province Public Security Bureau. The higher government agencies ordered Huoshui Village Government to pay Ms. Shi 5,000 yuan, though the family requested that the responsible parties cover her more than 250,000 yuan of medical bills.
The Handan City Discipline Committee sent representatives to Huoshui Village to investigate the incident on four occasions and interviewed Ms. Liu Kaofeng, another Falun Gong practitioner arrested together with Ms. Shi and also beaten by police.
As of today, no charges have been filed against Guo and Li. Ms. Shi’s astronomical medical expenses remain unpaid.
