(Minghui.org) Even though Hailin Court recently sent Falun Gong practitioner Ms. Qu Lihua's case back to the Hailin Procuratorate due to insufficient evidence, Ms. Qu is still being detained. The Domestic Security Division of Hailin Police Department should release her immediately.
Ding Yuhua, Wang Wei, and Jin Haizhu from the Domestic Security Division arrested her on July 29, 2013. She is being held in Mudanjiang Detention Center.
Prior Arrest and Harassment
When the Chinese regime began to persecute Falun Gong in 1999, Ms. Qu went to officials at Heilongjiang Provincial Government to explain the truth about Falun Gong.
The police arrested her, extorted money from her, and prevented her from working for three months. Her supervisors, Wang Jinwan and Yu Hongkui, fired her and revoked her insurance benefits in September 2000 because she refused to give up Falun Dafa.
Detained and Tortured
The authorities put her in Hailin City Detention Center, where guards Zhao Fuping and Li Guobin put shackles on her and beat her with plastic pipes. She was later sent to the Harbin Woman's Drug Rehab Forced Labor Camp for a year.

Ms. Qu was released in November 2001. Police officers Wang Qiang, Zhou Xuesheng, and Zhou Jie frequently went to her house to harass her. Three months later, director of the 610 Office Zhang Zhenqi and police officer Wu Wei took her to the Hailin City Detention Center. Shan Chengqiang, director of the detention center, wore heavy boots and kicked Ms. Qu in the head.
Ms. Qu went on a hunger strike to protest the persecution. Police carrying wooden batons dragged her out of her cell. A prison doctor immobilized her on a chair with handcuffs. While two prisoners held her down, the doctor pried open her clenched teeth and force-fed her.

Officers from the Domestic Security Divisions of Mudanjiang Public Safety Bureau and Hailin Police Department again arrested Ms. Qu in Mudanjiang City and locked her in the Hailin City Detention Center in April 2013. During her detention, the Hailin City Domestic Security Division interrogated her many times and made up false depositions. Ms. Qu was released on April 3, 2013.
Ms. Qu, 49, lived on a farm near Hailin in Heilongjiang Province. Before she practiced Falun Dafa, she suffered from many ailments, especially severe heart problems, and couldn't care for herself. After she became a practitioner, her ailments disappeared.
Mr. Fu Pengchong Also in Hailin Detention Center
Falun Gong practitioner Mr. Fu Pengchong is also incarcerated in Hailin Detention Center. Ding Yuhua, Wang Wei, and Jin Haizhu from the Domestic Security Division arrested Mr. Fu at home on June 19, 2013.
The police confiscated his computer, Falun Dafa books, and his bankbook containing deposits of 10,000 yuan. To torture Mr. Fu, police interrogated him repeatedly and forced him to do hard labor day and night.
