(Minghui.org) Police arrested at least 99 Falun Gong practitioners in Hebei, Liaoning, and Shandong Provinces on February 25, 2012, for their involvement in manufacturing DVD cases used to package Shen Yun Show DVDs. Fifteen cities and counties were involved, including Shijiazhuang, Jinzhou, Tangshan, Baoding, Cangzhou, Botou, Xuanhua, and Handan in Hebei Province; Liaocheng and Gaotang in Shandong Province; and Huludao in Liaoning Province. The practitioners' families were harassed and their homes ransacked. 32 practitioners are still detained. 11 are being detained in forced labor camps while 21 were arrested, sued and sentenced. The longest term is 12 years.
Ms. Qiu Liying was a quality inspector for Shijiazhuang Oil Refinery Factory. She is being detained in the Shijiazhuang Second Detention Center. Chinese Communist Party (CCP) officials first charged her with “utilizing cult organizations to undermine the law,” but were forced to release her for lack of evidence. She was then transferred to a brainwashing center. After May 1, 2012, the CCP officials arrested Ms. Qiu again and charged her with “illegally holding secret state documents and property.”
On December 27, 2012, the Changan District Court in Shijiazhuang tried Ms. Qiu in a secret session, and did not admit her family. Zheng Jianhua, chief of the Sifang Police Station, treated Ms. Qiu's family and the people around them poorly. He forced a person who was standing next to Ms. Qiu's family to take off his/her mask, asked who he/she was, and threatened an arrest. Du Conglin, who fabricated Ms. Qiu's written record, and five other police officers wandered around near the courthouse entrance taking photographs of passersby.
The session started at 9:30 a.m. and lasted about two hours. Ms. Qiu's attorney entered a “not-guilty” plea on her behalf and called the so-called “disclosing secrets” a trap. Ms. Qiu accused Du Conglin and other officers from the Sifang Police Station of abusing their authority, framing her, and illegally detaining her. She asked the court to find her innocent and release her.
Ms. Qiu's 80-year-old mother is paralyzed and bedridden. Ms. Qiu shared the care of her mother with her three sisters, and she often stayed with her mother. Ms. Qiu worked part-time to clean the offices for the neighborhood committee. The police claimed they found a secret document on her computer. Ms. Qiu explained many times that the computer did not belong to her, and that another person stored it at her home. She seldom stayed at home and there was no connection between her and what was stored on that computer.
Sifang Police Station prevented Ms. Qiu's attorney from visiting her several times. Her attorney went to the detention center four times to see her, but was denied. He did not see her until July 23, 2012, five months after she was arrested. After her case was submitted to the Procuratorate, her attorney was not allowed to read the case files. During the trial phase, the attorney was informed that the court had set the date for December 27, 2012, right after he went through the legal procedure on December 24.
Ms. Qiu Liying had been detained in forced labor camps twice before. The reason for the first detention was “unsuccessful appeal.” Falun Gong was illegally banned in 1999, after which Ms. Qiu had gone to Tiananmen Square. A plainclothes police officer asked her if she practiced Falun Gong. She said she did. The officer asked if she had come to Beijing to appeal. She said she was thinking. He then took her away and charged her with “unsuccessful appeal.” She was subsequently detained in a forced labor camp for three years, and the term was later extended by three months. Ms. Qiu was then transferred to a brainwashing center and detained for one year. She was held for a total of four years and three months. She was detained a second time for attending the trial of another Falun Gong practitioner, Ms. Li Xiumin. Ms. Li's parents were in their seventies, and they had poor hearing and vision. They worried that they would not be able to hear clearly, so Ms. Qiu agreed to accompany them. The next day she was arrested and detained in a forced labor camp for one year. After hearing what happened, Ms. Li's parents were very sorry. Their daughter was sentenced to prison, and the parents passed away.
