(Minghui.org) Officers from the Chang’an Police Department and Sifang Police Station in Shijiazhuang, Hebei Province, illegally arrested Falun Gong practitioner Ms. Qiu Liying in February, 2012, then fabricated charges against Ms. Qiu in an attempt to have her prosecuted.

Ms. Qiu is currently detained in prison cell 304 in the city's No. 2 Detention Center. She has refused to do forced labor and has been tortured by being handcuffed to a metal shelf in her prison cell for many days.

According to sources, this kind of torture shelf is set up in every prison cell. Each cell contains a large and a small common bed, and the shelf is normally against the wall by the small bed with two one-meter-wide long handrails. The prison guards use iron chains to handcuff the victim's hands. Hence, eating and drinking has to be done on the bed, and when sleeping at night, they have to lie flat with both arms up without being able to change position. They can't take off their clothes, change or wash their clothes, or take a shower. They have to rely on other people's help to urinate, have bowel movements, and during menstruation. There is a monitor over the small common bed and this completely deprives one of human dignity.

Ms. Qiu was arrested on the morning of February 25, 2012. Between the hours of 6 a.m. and 7 a.m., police from more than 10 cities in Hebei Province arrested over 50 Falun Gong practitioners under the direction of the 610 Office.

Ms. Qiu had been taking care of her more than 80-year-old paralyzed mother overnight and so hadn’t had any sleep. She was arrested by the National Security police and police in plain clothes when she went downstairs to go to work. She was taken to the city's No. 2 Detention Center. The police failed to find any evidence against her and she was due to be released on April 10, having been given a “certificate of release.” However, instead she was taken to the Education and Training Center of Hebei Province, in effect a brainwashing center, for further detention. The police informed her family that she would be released before May 1.

However, on May 4, Ms. Qiu was taken by police to the Sifang Police Station for video recording and note taking, claiming that they had found “confidential documents” on the computer that was confiscated from her home. They arrested Ms. Qiu under suspicion of illegal possession of “a national top-secret confidential document and crime-related data items”, and transferred her back to the city's No. 2 Detention Center.

On June 28, Ms. Qiu's attorney requested to meet with Ms. Qiu but his request was denied for the fourth time. At present, the Chang’an Police Department and the Sifang Police Station are fabricating further charges against Ms. Qiu and trying to have her prosecuted by the Chang’an District Procuratorate.
