Ms. Peng Guixiang
Ms. Peng Guixiang, 61, lives in the Zhengjuesi Residential Area in Lixia District, Jinan, Shandong Province. On February 10, 2012, she was taken into custody by plainclothes police officers while talking to people about Falun Gong and distributing Falun Gong materials in Wolong Park, Wangguanzhuang, Shizhong District, Jinan. She was detained in the Zhonggong Town Detention Center in Jinan. An arrest warrant was issued after the fact on March 2, 2012. She was released on bail for a trial on March 6, 2012.
On July 27, 2012, Zhang Jun from Shizhong District Domestic Security Division, personnel from the Shizhong Procuratorate, Wang Yang from the Qilishan Police Station in Shizhong District, and another officer went to Ms. Peng's home to harass and threaten her. In order to avoid being persecuted by the Chinese Communist Party (CCP) personnel, Ms. Peng was forced to become homeless and destitute. Her home was monitored and her cell phone was tapped. On October 18, 2012, when Ms. Peng returned to her home about 20 police officers from the Lixia District Domestic Security Division, the Shizhong District Domestic Security Division, and the Qilishan Police Station rushed in and took her to the Jinan Detention Center.
The Shizhong District Political and Legal Affairs Committee, the Shizhong District 610 Office, the Shizhong Domestic Security Division, and the Qilishan Police Station colluded with the Shizhong Procuratorate to prosecute Ms. Peng. On November 17, 2012, the Shizhong Procuratorate asked to postpone her case in order to gather false evidence. On November 27, 2012, the Shizhong District Court held a session for Ms. Peng's case without notifying her family. Ms. Peng was then sentenced to four years in prison. Ms. Peng's family did not know about her sentence until the detention center called them. Her family asked Judge Wang Limin of the Shizhong District Court why the court did not inform the family. Judge Wang said, "It was not necessary." Lu Qing from the Shizhong District Court refused to answer phone calls from Ms. Peng's family. She also ordered court security to prevent Ms. Peng's family from entering the court to see her.
Ms. Peng was sent to the Shandong No. 1 Women's Forced Labor Camp in March 2003 by officers from the Lixia District Domestic Security Division, and Instructor Pan and Ren Jun from the Botuquan Police Station. She was detained in the forced labor camp for three years. In order to force her to give up her belief, guards force-fed her, injected unknown drugs into her, hung and handcuffed her, forced her to do hard labor, and prevented her from using the bathroom. As a result of torture, she bled internally and became critically ill.
