They are also involved in fabricating evidence and submitting the practitioners’ cases to the procuratorate.

In 2013, Wu Guoqing was promoted to director of the Domestic Security Office under the Jilin Provincial Public Security Department, after taking various roles in the agency. He implemented the brutal persecution policy and mobilized the police forces across the province to participate in it. During his tenure, at least 83 practitioners were persecuted. The police stayed at some practitioners’ homes, waiting to arrest more practitioners if they came to visit.

According to an insider, the police operation was ordered by the Changchun Political and Legal Affairs Committee, the 610 Office and Erdao District Domestic Security Office.
