Overview of the Persecution in Jixi City
During the 24 years of persecution, some practitioners in Jixi were disabled due to being tortured or had their organs harvested. Many had their personal belongings confiscated and some were forced to live away from home to avoid further persecution. Some were forced to divorce and others were shot by the police. Some went missing and no one knows their whereabouts.

Sentencing Cases
Mr. Fang Qicai
Mr. Fang Qicai, 50, went to another practitioner’s home in Hengshan District on February 7, 2002. When he knocked on the door, he suspected someone was hiding in the house and quickly fled down the stairs. The police shot him from behind and then took him to Yongchanglu Police Station. He was tortured and beaten.
He was held in the detention center for one year and eight months, and put on trial three times before being sentenced to 15 years. He was later imprisoned in Mudanjiang Prison.
Mr. Jiang Honglu, 65, was a former worker of the Taiping Section, Mishan City Road Administration. He went out on the first day of the 2002 Chinese New Year, February 12, to put up Falun Gong materials and was discovered by officer Meng Qingqi. Meng shot him in the left leg, and fractured a bone in his lower leg.
When he fell down after being shot, officers Meng and Du Yongshan ran up to him and kicked him in the head. Mr. Jiang fainted. Due to the ferocious beating, he had a two-inch-long wound on his head, his face was disfigured, his left eye was swollen, and his eyes were bloodshot. He was detained for nine months and then sentenced to 14 years. When his family questioned the authorities about Mr. Jiang’s injuries, they responded that it was due to orders from the top.
Mr. Cheng Peiming, who lives in Jixi City, was sentenced to eight years on February 18, 2002, by Jixi Court, and was detained in the Harbin City Prison. He was transferred to the Daqing Prison on July 1, 2004.
He escaped from the Longnan Hospital on March 3, 2006. Wanting desperately to arrest Mr. Cheng, Daqing Police Department officials issued wanted warrants on Baidu, a Chinese website, stating that anyone who sees Mr. Cheng could shoot him.

Jidong County: 6 people
Liu Guihua, Liu Yanchen, Lin Baocai, Zhang Shiqing, Yang Fenglian, and Xu Caitian.
Mishan City: 11 people
Zhang Hong, Zhang Jian, Zhang Yulan, Zhang Chenghua, Zhong Guoquan, Yao Chengda, Liu Meizhang, Liu Guiying, Yu Tianyong, Wei Xiaodong, and Dai Jun.
Hulin City: 9 people
Ma Rongqing, Wang Zhongxin, Xia Debao, Liu Guixiang, Zhao Bixu, Gao Xizhen, Lin Shiying, Guo Haitang, and Luo Jingshan.
Ms. Zhao Chunying of Hengshan District, Jixi City, was persecuted to death while being held in the detention center. She was 54.
Ms. Zhao was arrested on April 17, 2003, by police from Hengshanjie Police Station. She went on a hunger strike to protest her detention and was forced-fed on May 7. At 4 a.m. on May 10, a dozen policemen tied Ms. Zhao's body to a stretcher and took her away.
Two hours later, Ms. Zhao’s husband was notified of her death. He requested an autopsy to determine the cause of her death and found that three of her internal organs had been removed. After two autopsies, the results confirmed that Ms. Zhao had four fractured ribs, purple bruises were found all over her body, and there was a bloody injury on her head.
Criminal Complaints Against Jiang Zemin
More than 3,000 people in Jixi City have filed criminal complaints against Jiang Zemin, former head of the Chinese Communist Party (CCP), for launching the brutal persecution of Falun Gong. Among them are cadres, teachers, workers, farmers, and the self-employed. Many kind-hearted people have also signed petitions to show their support.
More than 3,000 people filed criminal complaints against Jiang Zemin.
One supporter said, “Jiang Zemin is a very bad person. He should be sued.”
Others who were persecuted said, “I have long wanted to sue him!”
One farmer said, “People have suffered too much under Jiang Zemin. He should have been sued long ago.”
An elderly person, who had signed his name, told his son who lives in another city about it. The son asked him to write his name on his behalf.
Relatives of Falun Gong practitioners also shared their persecution experience.
“I was only eight years old when the persecution started”
My family and I heard about Falun Gong in May 1998. After practicing Falun Gong, I never catch a cold even during the flu season. I was only eight when the persecution started a year later. My family was sent to a forced labor camp and prisons many times. My mother was sent to a forced labor camp. I took care of my grandmother at home but the police monitored me and called my school. I was forced to drop out of school and had to leave home to avoid further persecution.
My uncle suffered an illness when he was on his way to visit my father in the labor camp. He passed away shortly after. My grandmother also died in 2012. Despite my young age, I had already experienced many sorrows. Nothing could express our family’s suffering.
Wife Died in Prison
Ms. Zhao Bixu was persecuted to death in prison after being given unknown drugs. Her husband filed a criminal complaint, demanding an answer from the procuratorate.
Woman Filed Criminal Complaint After Husband's Death
Mr. Xia Debao was taken to a forced labor camp for one year in December 2002. When he was released, he suffered from edema all over his body and boils covering his limbs. Mr. Xia’s health continued to deteriorate over the next few years, and he died on December 23, 2008. His wife filed the criminal complaint against Jiang Zemin.
Mother Filed Criminal Complaint After Daughter’s Death
After Ms. Yang Hailing was persecuted to death, her mother, Ms. Dou Yanfen, filed a criminal complaint against Jiang Zemin, demanding that her reputation be restored and her 12-year sentence be withdrawn. Ms. Dou also requested to be compensated for her daughter’s death.
Husband Filed Criminal Complaint for Wife
Mr. Xue Chengyu and his wife began to practice Falun Gong in 1998. He could not bear the threat and intimidation and stopped practicing after the practice was banned in 1999. When the couple was arrested in 2000, Mr. Xue was tortured and threatened. He developed heart disease and high blood pressure. Officials extorted over 2,000 yuan, and their car valued at more than 25,000 yuan, was confiscated. His wife was given two years of forced labor, and he was forced to leave home to work in another city.
