Ningxia Autonomous Region: 38 Still in Detention for Their Faith in Falun Gong

(Minghui.org) As of the end of May 2023, a total of 38 residents of Ningxia Autonomous Region remain in detention for refusing to give up their faith in Falun Gong, a mind-body practice that has been persecuted by the Chinese Communist Party since July 1999. Except for one practitioner who was still awaiting prosecution, all the others are serving prison sentences ranging from 2 to 14 years.

Shizuishan Prison in Ningxia (9)

Mr. Wang Desheng of Shizuishan City was arrested at home on November 20, 2015, and sentenced to 13 years in prison by the Dawukou District Court of Shizuishan City in November 2016. His term is set to expire in November 2028.

Mr. Luan Ning, 64, of Yinchuan City was arrested on August 27, 2017, and sentenced to 10 years by Yinchuan City Intermediate Court on April 16, 2019. He was also fined 100,000 yuan. His term in up in August 2027.

Mr. Sun Jianfeng, 51, of Zhongning County was arrested on December 31, 2018, and sentenced to 6 years and 4 months by the Shapotou District Court on January 15, 2020. He will be released in April 2025.

Mr. Ma Zhiwu, a 50-year-old resident of Yinchuna City, was arrested on June 5, 2020, and sentenced to 14 years in prison by the Guyuan City Intermediate Court on December 25, 2020. His prison term runs through June 2034.

Mr. Li Xuejun of Lingwu City was arrested in April 2021 and sentenced to six years in prison around June 2021. His sentence will end in April 2026.

Mr. Zhang Xingzeng of Yinchuan City, in his 60s, was sentenced around June 2021. His exact prison term remains to be investigated.

Mr. Gao Bing, 43, of Yanchi County was arrested on June 18, 2021, and sentenced to prison around September 2021. It is unclear how long his sentence is.

Mr. Zhao Hengde, 67, of Yinchuan City was arrested on November 26, 2021, and sentenced to three years in prison by the Xixia District Court. He is set to be released in November 2024.

Mr. Liu Sizu, a 71-year-old resident of Longde County, was arrested on December 30, 2021, and sentenced to three years in prison by the Xixia District Court in mid-September 2022. His prison term will end in December 2024.

Ningxia Women’s Prison (16)

Ms. Jiang Hongying, 78, of Yinchuan City was arrested on July 18, 2019, and sentenced to four years by the Xixia District Court around January 2020. Her prison term will end in July 2023.

The following six women are all residents of Yongning County. They were arrested on September 19, 2019, and sentenced to prison by the Xixia District Court on December 25, 2020.

Ms. Na Qin, of Hui ethnicity, was sentenced to five and a half years and fined 35,000 yuan. She is set to be released in March 2025.

Ms. Zhu Haiyan, 49, was sentenced to five years and fined 30,000 yuan. Her prison term is set to end in September 2024.

Ms. Jiang Chunmei was sentenced to five years and fined 30,000 yuan. She will be released in September 2024.

Ms. Sun Fanghong was sentenced to five years and fined 30,000 yuan. Her prison term is set to end in September 2024.

Ms. Sun Fanghui, around 66, was sentenced to four years with a 25,000-yuan fine. Her prison term is set to end in September 2023.

Ms. Chen Bo was sentenced to four years and fined 25,000 yuan. Her prison term is set to end in September 2023.

Ms. Luo Xinping, 68, of Yinchuan City was arrested on August 18, 2020. She was sentenced to four years and fined 20,000 yuan by the Xixia District Court on August 18, 2020. Her term is set to expire in August 2024.

The following three Shizuishan City residents were arrested on May 16, 2021, and sentenced to prison by the Dawukou District Court on April 22, 2021:

Ms. Yu Dezhen was given four years. Her prison term will expire in May 2024.

Ms. Shi Meilan was given three years and two months. She will finish serving time in July 2023.

Ms. Liu Cuimei was sentenced to three years and her prison sentence will end in May 2023. (It remains to be verified whether she has been released.)

Ms. Chen Shuqin, 59, a physician in Longde County, was arrested in June 2020 and sentenced to four and a half years by the Longde County Court in March 2021. Her prison term will end in December 2024.

Ms. Shan Jining, 56, was arrested on August 23, 2021, and sentenced to four years with a 20,000-yuan fine by the Xixia District Court on February 25, 2021. Her term is set to end in August 2024.

Ms. Yao Xiaoyan, a 43-year-old resident of Yinchuan City, was arrested on December 2, 2021, and sentenced to four and a half years with a 20,000-yuan fine by the Xixia District Court on August 4, 2022. She will be released in June 2026.

Ms. Xu Runye, 67,  of Yinchuan City was arrested on January 16, 2022, and sentenced to three years by the Xixia District Court in September 2022. Her prison term will end in January 2025.

Ms. Yan Ying, a 60-year-old resident of Lingwu City, was arrested at home on June 7, 2022, and sentenced to two years by the Litong District Court of Wuzhong City. She is set to be released in June 2024.

Zhongwei City Detention Center (8)

Eight Falun Gong practitioners in Zhongwei City were sentenced to prison and ordered to serve time in the Zhongwei City Detention Center.

Seven of them were arrested on October 24, 2020, and sentenced to prison by the Shapotou District Court on May 6, 2023, including:

Ms. Yang Jie, 53, was sentenced to six years and fined 20,000 yuan. Her prison term will end in October 2026.

Mr. Zheng Yongxin, 67, was sentenced to five years and ten months with a fine of 15,000 yuan. His prison term will end in August 2026.

Ms. Chang Xiu’e was sentenced to four years and two months with a fine of 7,000 yuan. Her term will end in December 2024.

Ms. Jing Yuling, 57, was sentenced to three years and ten months with a fine of 6,000 yuan. Her term will end in August 2024.

Ms. Huang Yuxia was sentenced to three and a half years and fined 5,000 yuan. Her term will end in April 2024.

Ms. Wang Shunqin was sentenced to two years and ten months with a fine of 4,000 yuan. Her term will end on August 23, 2023.

Ms. Wen Jing was sentenced to two years and eight months with a fine of 3,500 yuan. Her term will end on June 23, 2023.

Mr. You Haijun was arrested on May 16, 2021, and sentenced to five years with a fine of 10,000 yuan on April 13, 2023. His term will end in May 2026.

Shaanxi Province Women’s Prison (1)

Ms. Chen Xiuping of Shizuishan City, Ningxia Autonomous Region, was arrested on May 16, 2020, and sentenced to three and a half years in prison and fined 25,000 yuan on April 22, 2021. She was transferred to Shaanxi Province Women’s Prison in September 2021 to serve the rest of her term, which is set to expire in November 2023. Ms. Chen is a native of Shaanxi Province.

Wuzhong City Detention Center (1)

Mr. Ding Qian of Yinchuan City was arrested in Qingtongxia City on May 24, 2023. He has since been held in the Wuzhong City Detention Center. Qingtongxia City is under the administration of Wuzhong City, which borders Yinchuan City.

Unknown Detention Locations (3)

Ms. Yu Runcai of Lingwu City was arrested in April 2021 and sentenced to five and a half years around June 2021. Her prison term will end in October 2025. It is unclear where she is serving time.

Mr. Zhao Lin, a 56-year-old resident of Yinchuan City, was arrested in early November 2021 and admitted to Yinchuan City Detention Center. He was indicted by the Xixia District Procuratorate around March 2022. He has been sentenced to three years with a release date in November 2024. It is unclear where he is being held.

Mr. Chu Jidong, 48, of Tianjin moved to Ningxia to avoid being persecuted for his faith. He was arrested around January 2022 and admitted to Yinchuan City Detention Center. He was sentenced to 13 years in April 2022 and is set to be released in January 2035. It is unclear where he is being held.
