(Minghui.org) Falun Gong practitioner Mr. Luo Guolong, from Shenyang City, was arrested and detained in September 2015 for filing a criminal complaint against Jiang Zemin, the former Chinese dictator, who initiated the persecution of Falun Gong.

Mr. Luo suffered severe gastric bleeding because of abuse and mistreatment in the detention center and was taken to the Shenyang City 242 Hospital for emergency treatment.

The 242 Hospital is associated with the police department. There is an isolation ward for prisoners in the hospital. Many practitioners who have been tortured have been held here over the years. Their hands and feet are cuffed to the bed frames, and they are watched by special guards.

Mr. Luo is a 62-year-old farmer, from Ciyu Village, Yinjia Township, Shenyang City. Since Jiang Zemin launched the persecution of Falun Gong in 1999, Mr. Luo has been sentenced to forced labor and tortured many times.

Mr. Luo's family is extremely worried. His wife is almost blind and unable to take care of herself. His son is deaf. He is the sole caretaker of his family.

Mr. Luo Guolong filed criminal complaints against Jiang Zemin with the Supreme People's Procuratorate, the Supreme People's Court, the procuratorate, and the court of Liaoning Province, in early July this year. He was arrested on September 8 by the Shenyang domestic security police and illegally detained in the Shenbei Police Department Detention Center.

The lawsuits are mailed to the Supreme People's Court and Supreme People's Procuratorate, which are required to process all criminal complaints filed by citizens, in accordance with a recent ruling by the Supreme People's Court.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other members of the Politburo Standing Committee and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners over the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Communist regime established an extralegal security organization, the 610 Office, on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows its citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
