Mr. Shi Guoliang, a practitioner from Jiutai City, Jilin Province, was illegally arrested in May 2007. He was sentenced to a nine-year prison term in April, 2008. He was first detained in the Shiling Prison in Siping City where he was tortured until he developed symptoms of myocarditis and pleural effusion. Once when he was shocked with an electric baton, his whole body twitched. He was in so much pain that he almost bit off his tongue. Mr. Shi was later transferred to the Gongzhuling City Prison.

Mr. Shi's mother and sister filed a lawsuit against the prison guards at the Shiling Prison. Below is a summary of the indictment:

Mr. Shi Guoliang, 39, is a resident of Dayushu Village, Jilin Province. He was arrested in May 2007 and was sentenced to a nine-year prison term. He was transferred to the Gongzhuling City Prison and is being detained there.

Prison guard Zhao Jianping ordered inmates Yuan Youzhi and Qiu Shaoquan to torture him on his first day at the Shiling Prison on August 15, 2008. While Yuan grabbed his neck and Qiu grabbed his testicles, he was beaten. When he tried to free himself, his head bumped into the steel frame of a television cart and his head bled. However, they continued to beat him. Prison guard Liu Zhaohui beat his back with an electric baton. He had bruises and cuts all over his body, and he passed out several times.

The prison officials had to take him to the hospital for emergency treatment. The beating was witnessed by a dozen inmates. After he was transferred back to the prison, Zhao put handcuffs and shackles on him and held him in a confinement cell for more than 15 days.

Torture Re-enactment: Beating

The inmates were shocked to witness such violence, but nobody dared to say a word. Other prison guards also remained silent. Zhao asked his family to come and see Mr. Shi claiming that he had suicidal intentions. When they saw him, he was very thin and his mind was not clear. He wanted to say something to his family, but stopped. They were really sad.

Mr. Shi Guoliang displayed symptoms of myocarditis and pleural effusion in 2009 after long-term torture. He had difficulty breathing while walking. The prison doctor suggested that he have open-chest surgery. However, he was still forced to perform hard labor.

Prison guard Wang Hexun beat and cursed him when he was slow at work. Inmates Yu Yongfu and Jiang Changwei also often beat him. Once when he lost consciousness from the beating and was on the verge of death, he was taken to the hospital for emergency treatment. Several police guards witnessed this incident. He was transferred back to the prison even though the treatment was not finished and he was still very weak. On his return, he had to sit on a small stool for a long period of time.

The deputy chief of the 11th Division of the prison, Zhou Jijia ordered prison guard Li Cheng, Li Jun and inmates Yan Dequan and Zheng Wei to bring Mr. Shi to his office on July 6, 2012, since his office did not have any CCTV camera. After Li Cheng handcuffed him, Yan Dequan and Zheng Wei pushed him to the ground and stepped on him. Li Cheng shocked his neck and back with electric batons and Zheng Wei poured cold water all over him. The water intensified the pain of the electric shocks and caused Mr. Shi's body to twitch. He was in so much pain that he almost bit off his tongue.

However, they did not stop the beating until they had to take him to the hospital. He had nine stitches and stayed in the hospital for more than 15 days. He also had trouble speaking.

His family is in deep sorrow for Mr. Shi's current condition. They tried to report the violent crimes of the prison guards and inmates of the Shiling Prison to the Jilin Province Prison Management Bureau but were told that no such crimes happened there and that Ms. Shi's condition was his own doing.

We wish to know who ordered the prison guards to beat detainees? Is there such a law to permit the prison guards to instigate inmates to torture detainees? These are crimes and must not be allowed.

On behalf of Mr. Shi's family, we demand that an investigation commence concerning these crimes, along with:

1. The release of Mr. Shi Guoliang's on medial parole. 2. Legal action against prison guards Zhou Jijia, Liu Zhaohui, Li Jun, Li Cheng, Wang Hexun and Zhao Jianping. 3. Take action against inmates Yuan Youzhi, Jiang Changwei, Yu Yongfu, Qiu Shaoquan, Yan Dequan and Zheng Wei.
