An Appeal Letter From The Family Of Zhang Shengfan, A Falun Gong Practitioner In Shuangcheng City, Heilongjiang Province, Addressed To Related Provincial Department(S) And Government Officials:

Zhang Shengfan was forcibly taken away by police from Shuangcheng City on June 9, 2001, and within three days he was brutally beaten to death. We hope related government departments and government officials will severely punish the murderer and give justice to the victim and compensate the victim's family.

Police At Bailou Labor Camp, Pingdingshan City, Henan Province, Brutally Torture Practitioners With All Kinds Of Means:

The police bound practitioners with ropes, detained them in solitary confinement, whipped them with rubber tubes, forced them to sit on an ice-cold cement floor in the winter for days at a time. Dafa practitioner Sun Yuemin was hung up by the hands for more than ten hours every day, for two months. Practitioner Wei Junfeng was tortured to the verge of death and he became deaf. Practitioner Wei Kunfeng's head was swollen and in pain from beating. The vicious police reluctantly sent him to a hospital.

Xu Zhiyuan, the teacher at a school for the blind in Qingdao City lost his job and his brother Xu Zhiguang, a Ph. D. student at Tsinghua University was expelled from school, only because they held firm to their belief in Truth, Compassion, Tolerance. Xu Zhiyuan was illegally detained at the Qingdao City Labor Camp, and Xu Zhiguang was kidnapped and sent to a brainwashing center. In order to avoid persecution, the two brothers were forced to leave home. In April 2002, Xu Zhiguang was arrested and sent to the Tuanhe Labor Camp and is currently illegally detained at the Haiding District Police Detention Center in Beijing.

Police forcibly took away Dafa practitioner Wang Xueming from Chengdu City, Sichuan Province on December 12, 2001 and ransacked his home. He was detained at the Longquan Detention Center and brutally tortured. Because he refused to write the "reform statement," he was sentenced to three years in prison on August 5, 2002. On August 31, he was transferred to Chengdu City's Detention Center and was incarcerated in Yaan Prison in Sichuan Province since mid September until now.

Meng Tongyin, a retired worker from the Hongqi Hat Factory in Shijiazhuang City, Hebei Province, along with his wife, son, daughter-in-law and older daughter all practice Falun Gong and they lived a happy life. After Jiang began the persecution against Falun Gong on July 20, 1999, his son, daughter-in-law and daughter were illegally detained. Faced with a broken family and pressure, Meng Tongyin didn't dare to practice Falun Gong anymore and he suddenly suffered cerebral hemorrhage and could not speak. He passed away in January 2003.

A few evil, jealous and selfish people in the Party cracked down on hundreds of unarmed Falun Gong practitioners with the powerful government machinery, with the intention to destroy them. The draft provisions of Article 23 have become even worse. The recently published National Security (Legislative Provisions) Bill again received strong criticism from the media and people in society. The government rejected public demands and insisted on their stubborn position of not going through the White Bill process of further public consultation. The Hong Kong SAR government follows orders from Beijing in determing its treatment of public opinion. The source of the law's provisions is Beijing.
