[Minghui Net] Since July 1999, ruffians in the Guyue Township government and the police station in Pingshan County, Hebei Province, have been closely following the "Human Rights Scoundrel" Jiang Zemin's methods in persecuting Falun Gong. Among the ruffians, Han Shigui, Deputy Secretary of Guyue Town Government, and Qi XX, Deputy Director of Guyue Town Police Station, are the ones who have taken the lead in cruelly beating and inhumanly torturing Falun Dafa practitioners.
The following is what a Guyue Town practitioner experienced: One day in August 2000, under the command of Fan Yanmin, mayor of Guyue Town, policemen sent a practitioner, Mr. Yang, to the police station. Deputy Director Qi XX handcuffed Yang's hands behind him to a tree for five hours. The next day they didn't release Yang until they had extorted Yang's parents of 300 Yuan for a deposit.
One day in October 2000, Mr. Yang traveled to Beijing to make a legal appeal. He was arrested together with four other practitioners when they were unfolding banners in Tiananmen Square. Early the next morning, Guyue Town police escorted them back to the town government offices. The Deputy Director of the police station Qi XX, along with two gangsters, Li Yong and Shi Xibo, tore off Yang's clothes and beat him with a rubber baton. When they got tired, they switched to an electric baton to shock him. Finally they handcuffed him to a tree. They also illegally ransacked Yang's home.
On April 26, 2001, the thugs threw practitioner Yang into Pingshan County Detention Center and extorted 1,000 Yuan RMB plus another 200 Yuan RMB from him for "living expenses" and other fees. They kept detaining Yang until he was jailed for an additional 33 days. During these two years, the thugs of Guyue Town government and police station often harassed Yang's family.
We hereby seriously warn the thugs of the Guyue Town government and the police station: Immediately stop persecuting Falun Dafa practitioners! It will be too late to regret when retribution comes to you.
