(Minghui.org) A 70-year-old man serving six years for practicing Falun Gong was hospitalized again in December 2025 and is in critical condition.
Mr. Liu Wansheng, born in January 1955, from Jinzhou City, Liaoning Province, was arrested on April 23, 2020, sentenced to six years in prison, and fined 10,000 yuan on September 30 that year. He was admitted to the Panjin City Prison on March 19, 2021. His health gradually declined due to abuse.
The prison guards first took Mr. Liu to the Jinzhou City Hospital on November 23, 2025. He was discharged at 3 p.m. on November 27, only to be rushed to the same hospital’s emergency room (ER) three hours later. He was returned to the prison late that night. His family was notified of his inpatient care and ER visit but was not allowed to visit him.
Mr. Liu was rushed to the Jinzhou City Hospital again on December 12, 2025, and remains hospitalized at the time of this writing. It is unclear whether his family has been allowed to see him. An insider revealed that Mr. Liu is in critical condition.
Mr. Liu took up Falun Gong in July 1996. Prior to his latest sentencing, he was arrested seven times and given one labor camp term. Related reports list the details of his past persecution. His wife, Ms. Zhou Hua, was also repeatedly targeted for practicing Falun Gong. She died not long ago. Their son was so grief-stricken that he fell ill and can no longer work.
More About the Prison
Jinzhou City Prison is the largest prison in western Liaoning Province, and is administered by the Liaoning Judicial Bureau’s Prison Administration Office. The prison officials and guards have actively participated in the persecution of Falun Gong for the past 23 years. The Ministry of Justice awarded the prison the title of “Modern Civilized Prison” in 2018, and gave the prison “First-Class Merit” on July 22, 2013.
Nearly 100 guards have taken part in the persecution. The torture methods used on practitioners include beatings, long-term standing or sitting, sleep deprivation, and solitary confinement. Mr. Han Chunlong, who is serving a four-year term, was put in solitary confinement multiple times.
At least four practitioners were confirmed to have died from torture while still held in the Jinzhou City Prison. Mr. Cui Zhilin, 43, died on August 5, 2004, while serving serving an 11-year term. Mr. Xin Minze, 33, died on September 1, 2006, while serving an 11-year term. Mr. Zhang Litan, 36, died on November 17, 2008, while serving a five-year term. Mr. Zhao Jiyuan, 71, died on July 4, 2025, while serving a 7.5-year term.
Many more practitioners have been injured or maimed in the prison, including Mr. Tian Baochang, Mr. Yin Guozhi (later passed away after being transferred to Shenyang City First Prison), Mr. Ma Wanlin, Mr. Sui Yongyan, Mr. Li Jiechun (later passed away after being transferred to Dalian Prison), Mr. Lyu Kaili, Mr. Zhang Jihong, Mr. Pan Yufeng, Mr. Deng Yulin, Mr. Li Kai, Mr. Ju Shimiao, Mr. Zhao Liang, Mr. Zhang Kunshan, Mr. Wu Chengjun, Mr. Hu Zhanting, and Mr. Zhang Chengjie.
