Ms. Chai Weiping, a resident of Xishui County, Hubei Province, was arrested in May 2003. Chief Chen Shen of the Guankou Police Station led more than ten officers and broke into her home. They confiscated her Falun Gong books and bank cards before taking her to a location for interrogation. They cuffed her hands behind her back and slapped her in the face. She managed to escape and went into hiding.

After another arrest (exact time unknown), Ms. Chai was abused to the point of developing a mental disorder. Her family was forced to pay at least 900 yuan before securing her release. Her condition never improved. She fell into a pond and drowned at an unknown time.
