(Minghui.org) Before Human Rights Day, December 10, 2024, Falun Gong practitioners in 45 countries submitted to their individual governments another list of Chinese Communist Party (CCP) officials who have been involved in the persecution of Falun Gong. Because these officials have participated in the now 25-year persecution, practitioners have requested that they, along with their family members, be barred entry to their respective countries and that their assets be frozen.

The 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas and include: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay. This was the first time Paraguay has joined the list.

The CCP’s persecution of Falun Gong has continued for 25 years and the regime recently escalated its offensive overseas. According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted the following goal in a May 2024 meeting organized by the Ministry of Public Security: “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”

Among the perpetrators listed by Falun Gong practitioners was Liu Guojun, former director of the Inner Mongolia 610 Office.

Main Crimes

Since the CCP began to persecute Falun Gong on July 20, 1999, the Political and Legal Affairs Committee (PLAC) of the Inner Mongolia Autonomous Region and the 610 Office have been actively implementing the eradication policy of “ruin their reputations, bankrupt them financially, and destroy them physically.” Inner Mongolia ranks 14th in the country in terms of confirmed persecution death cases and is the worst among all of the five autonomous regions in China. 

Liu Guojun has long held leadership positions in the PLAC system. He is not only responsible for various defamatory propaganda activities against Falun Gong, but also personally wrote articles to slander Falun Gong and directed the arrests and harassment of practitioners in his jurisdiction. A total of 17 practitioners passed away as a result of the persecution during his tenure in Inner Mongolia.

Publishing Articles and Attending Events to Slander Falun Gong

In November 2013, Liu, as a member of the Inner Mongolia Autonomous Region PLAC and deputy director of the Office of the Autonomous Region Social Management Comprehensive Governance Committee, published an article demanding that the entire region “severely crack down on Falun Gong.” 

In March 2014, Liu published an article titled “Improving the Level of Comprehensive Governance and Peace Construction to Build a Solid, Secure and Stable Barrier in the Northern Border of the Motherland,” proposing strict prevention measures and severe suppression of Falun Gong. 

On November 11, 2016, Liu held an “anti-cult” special work lecture in Bayannur City. The directors of various 610 Office, county and district level residential committees and street offices attended the lecture to discuss the persecution of Falun Gong at the grassroots level. 

From July to September 2017, Liu held “anti-cult” conventions in many universities in Inner Mongolia, including Inner Mongolia University, Inner Mongolia Normal University, Inner Mongolia Agricultural University, Inner Mongolia University of Technology, and Inner Mongolia University of Finance and Economics. At these gatherings, he spread misinformation, slandered and defamed Falun Gong among the teachers and students.

Since Liu became the chairman of the Inner Mongolia Autonomous Region Anti-Cult Association in 2019, he has continued to promote propaganda campaigns against Falun Gong and manipulate public opinion. 

On July 10, 2020, Liu attended the second meeting of the third council of the Autonomous Region Anti-Cult Association as chairman of the Autonomous Region Anti-Cult Association. He delivered the keynote speech and made assignments for the “anti-cult” work for the year. 

On July 12 and 18, 2022, Liu went to Xilinhot City and Holingol City to inspect the work of the local Anti-Cult Association and encouraged the group to do its best in their “anti-cult” efforts.

On July 19, 2022, Liu went to Tongliao Vocational College to inspect the “anti-cult” work at the school. He not only listened to their report, but also gave specific guidance and requirements for the “anti-cult” duties of the school. 

Persecution of Falun Gong Practitioners in Inner Mongolia (2014 – 2018) 

In 2014, 104 practitioners and their families were arrested in Inner Mongolia, 22 were sentenced, and one was persecuted to death. Persecution cases occurred in all areas, regions, and districts of Inner Mongolia. The areas with the most severe persecution were Chifeng City and Tongliao City.

In 2015, 441 practitioners were arrested and harassed, and 26 were sentenced; in 2016, 233 practitioners were arrested, harassed, and detained; in 2017, 179 practitioners were arrested and harassed, and 27 were sentenced; and in 2018, 39 practitioners were sentenced, 59 were arrested, and 38 harassed. 

Selected Death Cases

Case 1: “If I Die, It Will Be the Result of Torture”

Ms. Ji Yunzhi, a 66-year-old Falun Gong practitioner, was arrested at home on February 1, 2022. The officers took Ms. Ji to the Balin Zuoqi No. 2 Hospital and forced her to undergo a medical examination. 

During the examination, Ms. Ji began to have convulsions. She was no longer able to stand or speak, and she kept vomiting. Despite these conditions, she was taken to the detention center and arbitrarily held there. 

Ms. Ji went on a hunger strike to protest her arrest. In retaliation, she was beaten and tortured by Gao Yonggang, the director of the detention center, and Tian Zhijun, a forensic doctor, along with various police officers and inmates. The physical abuse left Ms. Ji in critical condition.

On March 21, Ms. Ji’s family was notified that she had passed away. Her family asked to go into her hospital room to see Ms. Ji one last time, but the Public Security Bureau would not let them. From outside the room, her family could see that Ms. Ji’s trachea had been cut open, and there was blood on her face and shoulders. 

Many police officers were stationed in the hallway of the hospital when the family came to visit. They proceeded to kick the family out of that floor of the hospital and closed the hospital elevator so that nobody could access the floor that Ms. Ji was on.

Without prior consent from her family, the authorities cremated Ms. Ji’s body on the morning of April 8. 

Before Ms. Ji died, she told the people in her cell, “If I die, it will be the result of torture.”

Case 2: Inner Mongolia Man Dies One Day after Being Tried for His Faith

Mr. Guo Zhenfang of Chifeng City, Inner Mongolia, died one day after he and his wife stood trial on June 8, 2021, for their faith in Falun Gong.

Mr. Guo’s family received a call from the police on the evening of June 9, 2021, and was told that he had died. They rushed to the hospital and saw dozens of plainclothes officers guarding his body. They noted that his lower back was purple, there were injuries on the inner side of one of his knees, and his nose had blood on it. They tried to look more carefully, but the police barred them from getting any closer to the body.

A doctor at the hospital revealed that Mr. Guo had no vital signs when the police brought him in. Without his family’s consent, the police had Mr. Guo’s body taken to the Songshan District Funeral Home shortly after.

Just one day before his death, Mr. Guo and his wife Ms. Feng Yuhua were tried in the Songshan District Court. According to his family members who attended the hearing, they saw him jump out of the police car and walk into the courtroom. He appeared to be very healthy.

While the authorities didn’t provide any explanation for his death, his family strongly suspects that he was tortured to death in the Songshan District Detention Center.

Mr. Guo and his wife were arrested on the morning of November 25, 2020. This was the second time that they had appeared in court, following an earlier hearing two months prior, on April 8, 2021.

Case 3: Inner Mongolia Man Tortured to Death in Prison

Mr. Fang Qingchang from Horqin Right Front Banner, Hinggan League was tortured to death on June 25 at Baoanzhao Prison in Inner Mongolia, while serving a four-year term for practicing Falun Gong.

When his wife visited him two months before, he was already emaciated and appeared to be very weak. According to insiders, he was subjected to brutal beatings and extra workloads four days before his death.

His family noted that there was blood in his nose and on the back of his head. They questioned what could have happened that led to the bleeding, and were told by the prison that this was “normal.”

The prison claimed that Mr. Fang died from a “heart ailment” and refused to provide assistance to the private medical examiner hired by Mr. Fang’s family to investigate the cause of death.

According to insiders, a team leader named Li Changjiang had several inmates shock Mr. Fang with electric batons and hit him in the chest and abdomen. Mr. Fang had trouble swallowing food that night and he began walking unsteadily the next day. He was sent to a hospital on the third day, but the doctors there claimed he was perfectly fine. The next evening, he fell into a coma and was moved to a different cell to receive IV drips. He passed away on the fifth day and the prison didn’t notify his family until the following day.

Selected Sentencing Cases

Case 1: Ms. Zhao Guichun Sentenced to 3 Years in Prison 12 Hours After Her Arrest

Ms. Zhao Guichun, 52, a resident of Chifeng City, Inner Mongolia, was arrested on May 18, 2018. Witnesses reported seeing police yank her by her hair out of the small hotel where she was staying. She was so traumatized that she went into shock. Her family was able to see her in the hospital that morning, but they were not allowed to go near her in the afternoon.

Two police officers and an official from the Harqin Banner Court arrived at around 5 p.m. to announce that Ms. Zhao had been sentenced to 3 years in prison. She was admitted to Inner Mongolia Women’s Prison around 8 p.m.

Case 2: Five Practitioners Sentenced

Five residents of Chifeng, City, Inner Mongolia, including Mr. Qu Yazhong, Mr. Wei Guoyu, Ms. Wang Jinrong, Ms. Zhang Chunyan and Mr. Qi Hongshu, were arrested on the evening of July 21, 2015. They were taken to the Songshan District Police Department by officer Xu Guofeng and others from the Songshan District Domestic Security Division. They were sentenced to prison by the Songshan District Court in the first half of 2016: Mr. Qi was handed a 6.5-year sentence with a 20,000-yuan fine, Ms. Wang was sentenced to 5.5 years, Ms. Zhang and Mr. Qu were each given 3.5 years, and Mr. Wei received 3 years.

Case 3: Ms. Liu Ruiqin and Her Daughter, Ms. Zhao Yanmin Sentenced Together

Ms. Liu Ruiqin and her daughter, Ms. Zhao Yanmin, of Chifeng City, Inner Mongolia, were arrested on November 4, 2015. The Kalaqin Banner Court held a secret hearing of their case on February 25, 2016. Ms. Liu was sentenced to two years and Ms. Zhao was given four years. Both were transferred from the Kalaqin Banner Detention Center to the Inner Mongolia Women’s Prison in Hohhot on April 10, 2016. 

Case 4: Mr. Xu Dianlin and His Wife, Ms. Zhang Yuefang Sentenced

Mr. Xu Dianlin and his wife, Ms. Zhang Yuefang, of Chifeng City, Inner Mongolia, were arrested at home in late September 2015. Their home was also ransacked. The couple appeared in the Songshan District Court on March 25, 2016. Mr. Xu was sentenced to five years and Ms. Zhang was given four years. 

Case 5: Ms. Pan Lijuan Sentenced to Seven Years in Prison

Ms. Pan Lijuan, also of Chifeng City, was arrested at home on October 18, 2015, by the Yuanbaoshan District police. Her home was also searched. She was tried by the Yuanbaoshan District Court on March 15, 2016 and later sentenced to seven years in prison.
