(Minghui.org) Falun Gong practitioner Mr. Wang Haisheng from Baoding City, Hebei Province, has been held in a detention center since his arrest on January 3, 2017.

The police were not in uniform and did not show any identification when they arrested him and his lawyer was not given access to his case file.

Mr. Wang's family decided to sue chief Liu Wenjun and political instructor Wang Hongen of the Baoding Domestic Security Division for their involvement in the persecution of Mr. Wang.

Arrest

Mr. Wang was on his way to pick up his wife from work when someone who was later identified as political instructor Zhang Hui from the Tang County Domestic Security Division smashed his car window. The director of the Nanguan Police Station and other officers were also present.

None of them were in uniform or showed any identification. They then arrested Mr. Wang.

Over 10 officers later ransacked his home and confiscated his personal belongings. When Mr. Wang's wife returned home, she was taken to the Tang County Detention Center and held for 15 days.

Mr. Wang's family has never received any arrest documents.

Lawyer Denied Access

Mr. Wang was taken first to the Shunping Detention Center and later to the Tang County Detention Center, where he has been held ever since. His arrest was approved on February 21.

Mr. Wang's family hired a lawyer from Baoding to represent him. The lawyer went to the detention center to see him on January 25, but Zhang Hui and Liu Wenjun refused to allow them to meet.

The family then hired a lawyer from Beijing who tried to see Mr. Wang on February 6, but Zhang Hui once again prevented the lawyer from seeing his client.

The lawyer complained to the Tang County Procuratorate, the appeals office, justice department, and the superintendent's office at the police department. He was later able to visit Mr. Wang.

The lawyer followed the required procedures to view Mr. Wang's case file on February 7, but Zhang Hui demanded that the lawyer provide a certificate saying that he did not practice Falun Gong before he would brief the lawyer on the case. The lawyer protested, saying that Zhang was violating the law.

Zhang said, “I don't care about the law. Our superiors set the rules.”

The lawyer called Liu Wenjun, Zhang’s superior, who seconded Zhang's decision.
