(Minghui.org) Mr. Zhou Fa from Baoqing County, Heilongjiang Province was seized from his home on December 23, 2015 after filing a criminal complaint against Jiang Zemin, the former Chinese leader, who launched the persecution of Falun Gong. Since then attorney, Mr. Ren Quanniu, hired by Mr. Zhou's family, was repeatedly denied visitation with Mr. Zhou until March 21, 2016.
Attorney Ren went to Baoqing County Detention Center on the morning of March 21, 2016 and talked to Mr. Zhou for about one-and-a-half hours. He then went to Baoqing County Procuratorate that afternoon to read the case records.
He found that many of the so-called items of “evidence” were unconvincing. The typical ones were the inquiry records from Mr. Zhou's son and daughter-in-law. Both inquiry records were identical word for word.
The lawyer asked Mr. Zhou's son, Zhou Chunfeng, about the inquiry records. Mr. Zhou's son told the lawyer, “That day when the police arrested my parents, they also arrested my wife, my 10-month-old child, and me. Qi Wen, head of Baoding County Domestic Security Division, forced us to sign the papers they prepared, otherwise they would detain me as well. Therefore, my wife and I had no option but to do what they asked, against our conscience.”
The lawyer went back to the detention center in the afternoon to talk to Mr. Zhou Fa again. Mr. Zhou confirmed that these testimonies were unwarranted. The lawyer and Mr. Zhou's family visited Hong Xu in Baoqing County Procuratorate, who was in charge of the case. The lawyer proposed to release Mr. Zhou Fa since the so-called items of “evidence” were false. The lawyer also suggested that Mr. Zhou's son and daughter-in-law prepare statements indicating the situation in which they were forced to sign the so-called “testimonies.”
Mr. Zhou's son visited Hong Xu in Baoqing County Procuratorate on the morning of March 24 and handed him the factual testimonies. However, Hong refused to accept them. He turned around and asked if the lawyer was a Falun Gong practitioner.
He told Mr. Zhou's son: “Such a testimony is of no use. As long as your father practices Falun Gong, he has violated the law and is against the Chinese Communist Party.”
He then told Mr. Zhou's son to contact the lawyer and directly tell him the same. Then he walked away abruptly, avoiding further discussion.
Background
Police officer Zhang Peng from Fushan Township Police Station and Qi Wen, head of Baoqing County Domestic Security Division, went to Mr. Zhou Fa's home on December 23, 2015 around 6:00 a.m. to inquire about his lawsuit against Jiang Zemin. When they saw the Falun Gong founder's picture in his home, they called four or five officers from the local police station and from the county domestic division. They arrested Mr. Zhou, his wife Qu Fengzhen, his son, his daughter-in-law, and the young couple's daughter who was just 10 months old.
His son's family was released around 3:00 p.m. that day. However, Mr. Zhou and his wife were sent to Baoqing County Detention Center.
The lawyer Mr. Ren Quanniu was hired by Mr. Zhou's family. He went to the detention center to meet with his client, but was denied. Feng Jian, Vice Secretary of the Chinese Communist Party Secretary of Baoqing County Police Department, and Qi Wen, head of the county domestic security division, instructed the detention center to deny Mr. Zhou visitation rights by his lawyer and to tell the lawyer to meet them first. Feng, however, gave various excuses to not meet with Mr. Ren.
Mr. Ren visited Baoqing County Procuratorate before the February 8, 2016 Chinese New Year to file a complaint about the legal procedure violation. However, when he visited the detention center again on February 25, 2016, he was still denied to meet with Mr. Zhou.
Mr. Ren and Mr. Zhou's son went to various agencies on March 26, including Shuangyashan City Appeals Office, Shuangyashan City Police Department, and Shuangyashan Procuratorate, to complain about the legal procedure violations committed by Feng Jian, Qi Wen, and the detention center in Baoqing County. The Shuangyashan Procuratorate finally accepted his complaint.
