(Minghui.org) Falun Gong practitioner Mr. Shi Mengwen from Jiansanjiang, Heilongjiang Province was arrested on March 21, 2014 by police outside of the Qinglongshan Brainwashing Center. He was then indicted under fabricated charges by the Jiansanjiang Procuratorate.
On three occasions, Mr. Shi's lawyer tried to review the case to defend his client, but the procuratorate clerk blocked his efforts each time using various excuses. Mr. Shi's lawyer has filed a complaint with a higher court against the procurator, Sun Xiaobo.

On July 3, 2014, Mr. Shi's lawyer, Mr. Tang Tianhao from Chongqing City, and his family went to the Jiansanjiang Procuratorate to review Mr. Shi's case. A clerk informed them that the procurator in charge of Mr. Shi's case, Sun Xiaobo, went to a hearing in Jiamusu City and hadn't returned yet. So they were advised to come back the next day.
The next day Mr. Shi's family and Mr. Tang again went to Jiansanjiang to request a case review. However, they were told that Sun Xiaobo was still busy with other cases and they should come back in the afternoon. At 2 p.m., they returned, but the clerk deliberately made things difficult by telling them to come back the following Wednesday.
At this point, Mr. Tang warned the clerk. “According to China's Criminal Procedural Law, Article 38, and China's Counsels' Law, Article 34, the appointed lawyer has the right to access, extract, or copy any documents related to his defendant's case of litigation.”
Mr. Tang continued, “I am not here to go against you or make trouble for you. I only wish to communicate properly with you to avoid anything that may break the law. If you insist in hampering my preparations for this case, I will sue you. So why would you act this way?”
That night, Mr. Tang prepared a complaint and sent it to the procuratorate at the next level and to provincial departments, demanding Sun Xiaobo comply with the law in Articles 38 and 34, which protect a lawyer's right to review defendants' cases.
On July 4, Mr. Shi's family and Mr. Tang also tried to see Mr. Shi at the Jiansanjiang Detention Center. Detention center officials would allow only Mr. Tang to enter and not Mr. Shi's family. They were told to wait for Mr. Tang in the back. The day was extremely hot, and Mr. Shi's 80-year-old mother was suffering in the hot weather. After much pleading with the guards, they allowed her to wait in the main hall.
