(Minghui.org) In March 2014, officers from the Domestic Security Division of the Gaokai District Police Police Department in Xingtai City, Hebei Province, circumvented the Qiaodong Procuratorate and took the case of Falun Gong practitioner Mr. Hao Xiangtang directly to Qiaodong Court.

The Xingtai City police blatantly broke the law in dealing with Mr. Hao.

Illegal Arrest and Brutal Torture

On July 14, 2013, Mr. Hao was on the No.101 train from Xingtai to Shahe City. At the last stop, two plainclothes officers arrested him and took him to the Gaokai District Police Department in Xingtai City.

Deputy secretary of the local Party committee Li Jiannong, team leader of the Domestic Security Division Li Dongbo, and other officers slapped him with tree branches and scraped the bottoms of his feet. The next day, guards shocked him with electric batons.

They asked him where he lived, who he was in touch with on a regular basis, and who provided him with financial assistance.

The guards handcuffed Mr. Hao's hands and feet to an iron chair for two days and nights. Deputy team leader of Shahe City Domestic Security Division Hou Shouhong and another person from Shahe City Police Department slapped the bottoms of his feet with tree branches. They pierced the bottoms of his feet with screwdrivers. Wang Huanfang, political instructor of the Gaokai District Domestic Security Division, and Hao Qingbo, team leader of Shahecheng Military Police, then shocked Mr. Hao with electric batons.

On July 17, 2013, guards Wang Huanfang and Liu Dongbo took Mr. Hao to the Shahecheng Military Police Team. To torture a confession out of Mr. Hao, team leader Liu Dongbo shocked Mr. Hao with electric batons again. Mr. Hao was tortured so brutally that he could only sleep on his stomach.

At 11p.m. on July 18, 2013, the president of the Development Zone District Police Department colluded with police officers Liu Dongbo and Wang Huanfang to ransack Mr. Hao's residence. They confiscated three laptops, four printers, 3,000-4,000 yuan, truth-clarification materials, and Dafa books. Then they took Mr. Hao to Dongwang Police Station and held him for 15 days. They deprived him of sleep the entire time.

Mr. Hao was transferred to Xingtai City No.1 Detention Center on August 20, 2013. Gaokai District Domestic Security Division officers gathered fabricated evidence and submitted it to Xingtai City Qiaodong Procuratorate in order to incriminate Mr. Hao.

Case Returned for "Insufficient Evidence" Is Transferred Directly to the Court

On December 27, 2013, the lawyer hired by the Mr. Hao went to the Qiaodong District Procuratorate to ask for his client's file. Procuratorate staff said that there was not enough evidence and returned the file to the Domestic Security Division for further investigation.

The Procuratorate's actions upset the police very much, so instead of going through proper legal procedures, they sent the case file directly to the Xingtai City Qiaodong District. They should have consulted the District Procuratorate. The judge in charge is Ma Junxiao from the Criminal Court.

On March 7, 2014, a Beijing lawyer went to Xingtai City Qiaodong District Court to check on the progress of this case. He was told that the case had not been set up, so the lawyer couldn't see the document. The lawyer then went to the No.1 Detention Center to visit Mr. Hao and discovered that the Procuratorate had never delivered a statement of charges to Mr. Hao while he was in detention.

The Domestic Security Division police tortured Mr. Hao during his arrest and forced a confession. After being handcuffed to an iron chair for a long time; having a screwdriver gouge holes in the bottoms of his feet; and being shocked with electric batons, beaten, and deprived of sleep, Mr. Hao lost consciousness. When he did, they falsified his confession, then ransacked his home. They made up evidence to charge him. Then, when the Procuratorate returned the case, the police went around the Procuratorate and took the case directly to the court to get it on the docket.

Background

Mr. Hao Xiangtang, 48, lives in the Xigequan area in Shahe City. He was a technician working at the former Shahe City Cotton Factory. He was widely recognized by other employees as a good person.

Due to his belief, he was detained and taken to a forced labor camp.

He was later forced to leave home and moved from place to place to avoid arrest. His wife was so frightened that she divorced him.
