(Minghui.org) Officers from the Xiong County Domestic Security Division in Hebei Province illegally arrested Ms. Bai Ailou, the wife of Falun Gong practitioner Mr. Han Hongzhi, on December 17, 2013. The police told Ms. Bai's attorney that if Mr. Han turned himself in, his wife would be released; otherwise she would be sentenced to prison.
The Xiong County Procuratorate turned the case against Ms. Bai over to the Xiong County Police Station because of insufficient evidence. However, the police refused to release Ms. Bai, claiming that they needed more time to investigate and resubmit the case—a delaying tactic to buy time for their blatantly illegal actions.
Sequence of Events
Zhang Baozhong from the Xiong County Police Department Domestic Security Division, along with several other officers, broke into Mr. Han's home in Hutai Village on December 17, 2013. Mr. Han was not home, so the police arrested his wife instead. They detained her at the Xiaobu Village Police Station and then transferred her to the Baoding Detention Center the next day.
Su Shiliang, deputy chief of the Xiong County Police Department, told Ms. Bai's family: “Have Han come to us, then we will release Bai. Otherwise she will go to prison.”
On February 10, 2014, the Xiong County Police Department and the Procuratorate planned to approve Ms. Bai's arrest, and she finally met with her attorney at the Baoding Detention Center a month later. According to Ms. Bai, officers from the Xiong County Police Department interrogated her twice to make her admit to illegal activity. When she refused, the officers said that she would be released as soon as her husband arrived.
After Ms. Bai's attorney went to the Xiong County Procuratorate and read the details of the case, he requested that Ms. Bai be released due to insufficient evidence.
Meanwhile, Mr. Han has been homeless and destitute for the past three months while avoiding persecution. Moreover, the couple's two young children have been without parental care.
