(Minghui.org) Mr. Han Xi'ao and Mr. Chen Wenduo were arrested by Yinkou City authorities in Liaoning Province in November 2013. When their families repeatedly visited the local police department, asking for the unconditional release of the two Falun Gong practitioners, officers Wang Hongkui and Hui Huaiqi refused to see them.

A staff person told them, “Our supervisors said they would not see anyone concerning the arrest of Falun Gong practitioners.” The police told the family to hire attorneys and lodge complaints with the appeals office and procuratorate. However, they would not even respond to inquiries by the attorneys the families had hired.

The arrests of both practitioners were approved by the Bayuquan District Procuratorate, but neither practitioner signed the arrest documents.

Arrest Details

Mr. Han Xi'ao was arrested at 2 p.m. on November 12, 2013, after he was followed home by the police. His home was ransacked, and they took his computer, DVD writer, and printer. Officer Hui Huaiqi from the Bayuquan District Domestic Security Division sent police to his home the next morning to apprehend his wife who was later released.

Mr. Chen Wenduo and his brother Chen Wenhao were arrested by four plainclothes officers from the Bayuquan Domestic Security Division and four officers from the Haidong Police Station. Without following any legal procedure, the police broke into Mr. Chen Wenduo's home multiple times. They ransacked it, stealing many valuables, including a digital camera, GPS, cell phone, flash drive, hard drive, and memory cards, as well as a receipt for 10,000 yuan that the police extorted from his wife in 2000. The home was left in a mess.

Families Given the Runaround

The families of the two practitioners ran into officer Hui Huaiqi in front of the police department on December 11, 2013. When asked by the family why he arrested innocent people, Hui denied who he was and quickly disappeared into the building.

A staff person at the entrance refused to let the families enter and made them leave the premises. The families filed complaints with the procuratorate, the appeals office, and the commission for discipline inspection, but none would accept responsibility for the matter.

The procuratorate told the family to wait until the case was submitted to the court. The commission of discipline inspection claimed that they had no authority in this and told the family to go to the Political and Legal Affairs Committee. Sometimes they claimed that all the staff were in meetings, so they could not help them.

Attorneys Denied Access

The attorneys hired by the two families asked to see captain Wang Hongkui of the Domestic Security Division on December 9, 2013. At first, Wang told the entrance booth staff to tell the attorneys that the cases had already been transferred to the Procuratorate.

At the Procuratorate, the attorneys were told that the cases had been returned to the Domestic Security Division. When the attorneys returned to the Domestic Security Division, the police claimed that Wang was not there. But he was actually on the 12 th floor. The attorneys asked why Wang would not see them, but there was no reply.

The attorneys then went back to the Procuratorate, but were denied access to the staff person in charge and had to give the documents to clerk.

Mr. Chen Wenduo's Family Threatened

Mr. Chen Wenduo's family went to Wang's home on December 21, to try to clarify the truth of Falun Gong to him. Wang refused to listen and claimed he was not responsible for anything.

At first he claimed that he did not arrest Chen Wenduo. Then he said he was not in charge of the case and the family should follow legal procedures. Then he threatened the family that he would call the police to arrest them if they came to him again, saying, “If you come again, we will break your legs.” He shouted profanities at them.

The family reminded him that as a police officer, he must take responsibility for his cases. Wang replied angrily that he would not take responsibility for what he did, even if it took an entire lifetime. Then he called a taxi and left.
