(Minghui.org) Falun Gong practitioners Mr. Tan Fengjiang and Mr. Dong Guangwen, both from Heilongjiang Province, were supposed to be released from Jiamusi Prison on April 20, 2013. Officials from the prison and the Yichun City and Suihua City 610 Office teamed up to persecute the practitioners as well as their family members who came to the prison to pick them up.

Mr. Tan Fengjiang from Wuxing Township in the Wuying District in Yichun City was arrested in 2006 and sentenced to seven years in prison. He had been subjected to all kinds of torture in Jiamusi Prison. As a result, he lost his hearing in his left ear.

Mr. Dong Guangwen from Qingan County, Suihua City, used to live in the Suizezhou District, Yanqing County, Beijing. He was arrested on April 21, 2009, and sentenced to four years. He was transferred from Beijing to Jiamusi Prison.

1. Driving family away, videotaping them

Prisoners are normally released at 8 a.m. when the police start their day in the prison. However, on April 20, a Saturday, Jiamusi Prison moved the time of Mr. Tan and Mr. Dong's release to 5 a.m. The intent was to work with the 610 Offices in Yichun City and Suihua City to continue detaining Mr. Tan and Mr. Dong. Authorities from the prison also pressured practitioner detainees to sign a release document. If they refused, they would not be released.

At around 4:50 a.m., Zhao Jinhua, the person in charge of Jiamusi Prison Criminal Penalization Department, and Dong Daquan from the prison’s 610 Office came out in uniform from the office on the west side of the prison. As they passed the reception room, they saw the practitioners' family members, relatives, and friends waiting inside and began to kick them out. When an older lady, over 80 years old, told them to stop, Dong Daquan said that she was "crazy."

Dong Daquan and two other officers quickly changed from their police uniforms and put on plainclothes. They then used a hand-held video-camera to tape the relatives and friends. They followed them to the west entrance where the prisoners were supposed to be released. When one senior family member walked up to them to try to stop them, they pushed her down and swore at her.

Dong Daquan was one of them, and Zhao Jinhua, the person in charge of the Criminal Penalization Department, was most likely the second. When the practitioners were released, one family member lit a string of fireworks and was apprehended. The other relatives secured his released.

2. 610 Office in Yichun City fails to take Mr. Tan into custody

a. Vehicle license plates illegally replaced

On April 20 at 5 a.m., three cars arrived at the main entrance of the prison. Li, the driver from Jiamusi Police Bureau, was in the first car, a Toyota Jeep, license plate: HF0306#. The next two cars were from the 610 Office in Yichun City. The second was a silver Hyundai, license plate: HeiF01013 (later, Mr. Tan's car was followed by this car). The third car was a black van, with a license plate from Jiamusi City. There were six people, including the driver, only one of them in police uniform, the other five in plainclothes.

When people from the 610 Office in Yichun City saw that the practitioners would be released soon, they turned and ran away. They were afraid that their acts would be exposed. People in the three cars headed to the office building on the south side of the prison. A police officer in uniform got out of the car parked in front of the van and asked to borrow a tool from the cab driver. He then took his license plate off. He changed the license plate on the silver Hyundai from HeiF01013 to HeiF07322. After they made the switch, they drove back to the main entrance.

b. Plot to re-arrest Mr. Tan

Yichun City 610 Office agents lied to Mr. Tan's family, saying that they would take him into custody and put him in a “very nice place” for a couple of months and then send him home. Mr. Tan's family was taken in by what they said and agreed.

On the morning of April 20, as soon as Mr. Tan walked out of the prison, the 610 Office agents began to drag him into their vehicle. His relatives stopped them. Mr. Tan got away and quickly got into his relatives' car. Someone from the 610 Office desperately tried to grab him, but the crowd stopped him. As the car left, people from the 610 Office were saying: "Didn't they agree to our plan? How come they changed their mind?" They still wanted to chase them but couldn't get through the crowd.

Later, at the intersection of Lianjiangkou Middle School where one must pass when leaving Jiamusi Prison, someone saw the Toyota police vehicle with no license plate. A police officer was still looking for practitioners.

That same day, Mr. Dong Guangwen, whose term was also up, was picked up by 610 Office agents. Before that, Suihua City 610 Office agents forced Mr. Dong's relatives to write a so-called guarantee statement. Not only that, they extorted 20,000 yuan from him.

3. Plot by 610 Offices to seize practitioners whose terms were up

Jiamusi Prison and different 610 Offices teamed up to persecute practitioners whose terms were due to end.

The practitioners included Mr. Li Zhigang, Mr. Liu Zhenchang, Mr. Zhao Fuqiang from Hegang City, Mr. Wu Baoku, Mr. Zhang Yuzeng, Mr. Xiang Hongfu, Mr. Wang Lansheng from Jixi City, and Mr. Liu Yanchang from Tongjiang City in Jiamusi City. Mr. Shi Mengwen, and Mr. Zhang Puhe from Jiansanjiang Agriculture Administration Bureau were also picked up by their local 610 Office.

Among them, Mr. Liu Zhenchang from Hegang City was taken directly to a brainwashing center. They also attempted to take Mr. Wu Baoku from Jixi City to a brainwashing center but were not successful.

4. Communist Party members plotted to persecute friends and family of Falun Gong practitioners

After April 20, different CCP members attempted to check up on those who passed by Jiamusi Prison and their vehicles to persecute practitioners’ family members. On the afternoon of May 3, officers from the Domestic Security Department in Jiamusi City Rural District Police Sub-Bureau went to Lanjiakou Farm in the rural area in Jiamusi City to look for a practitioner whose surname is Zhong. They had taped him on the morning of April 20. When they didn't find him, they went to look for his daughter and asked her how her father found out about the timing of Mr. Tan’s and Mr. Dong’s release. They also said that they'd come to look for Mr. Zhong again.

On April 20, a vehicle from Hengtoushan Township in Huachuan County, Jiamusi City passed by Jiamusi Prison. Soon, the previous owner of this vehicle got a phone call from Wang Xunjie, head of Hengshantou Township Police Office. He lied to him, saying that the vehicle was involved in an accident and telling him to get in touch with the current owner to ask for information.

It was also said that the 610 Office teamed up with the Jiamusi Police Bureau. Through the video-surveillance system on the road, they had detected the vehicle type. Currently they are investigating vehicle license plates. Vehicles passing by Jiamusi Prison from Qitaihe City were also investigated.
