(Minghui.org) Falun Gong practitioner Mr. Liu Haitao of Qingyuan County, Liaoning Province, was arrested by Fushun City and Qingyuan County police on September 25, 2012. His parents visited the police department and the Procuratorate eight times to demand their son’s unconditional release. Officials from the Procuratorate in the Dongzhou District advised them that there was not enough evidence to charge him, and the case was returned to the police. When the parents visited Fushun Domestic Security Division, deputy head Jin Dafeng told them, “We must sentence him to a few years even though he is innocent.” Jin Dafeng’s boss, police chief Peng Yue, made no effort to hide the facts and claimed, “The Fushun City Political and Legal Affairs Committee is responsible for charging him.”

Arrested from Home

On September 25, 2012, Fushun Police Department deputy head Yang Wenjun, Domestic Security Division head Peng Yue, and more than 40 plainclothes officers conducted a mass arrest in Qingyuan County. After leaving the police headquarters at 3 a.m., within three hours they had arrested 21 people, 15 of them Falun Gong practitioners.

Mr. Liu Haitao was arrested at 6 a.m. that day. Early that morning, when his father answered the door, he saw two police cars outside. Six officers forced their way into their house. They asked for the father's name, age, and ID. After Mr. Liu’s mother appeared to see what was going on, the police forced the couple to stay outside.

A moment later, Mr. Liu appeared, “Who are you and what are you here for?” Four officers pushed him back into the room, saying, “We are looking for you.” The police shoved him to the floor and began punching and kicking him. The assault left Mr. Liu bleeding and with a black eye. His father yelled, “Help! Help!” Two officers immediately muffled his mouth.

Without showing any ID or even offering any explanation, the police handcuffed Mr. Liu behind his back, shrouded his head, and pushed him into a car. Not much later the police returned and began their search, leaving the home a total mess. They left with a computer, a cell phone, books, and other personal belongings that filled three bags. They also took an unknown amount of cash in addition to another 110 yuan from Mr. Liu’s father.

Legal authorities insisted on persecution despite parents’ repeated pleas

Liu Haitao has been in detention for five months. His parents went to Fushun legal agencies (the police, the court, and the procuratorate) eight times to appeal for their son’s release, but they were not even allowed to see him once.

At the end of 2012, on the parents’ fourth visit, an officer from Dongzhou District Procuratorate told them, “Due to lack of evidence, the case was returned to the police. Your son can be released if Fushun Domestic Security Division agrees.”

On January 21, 2013, Fushun Domestic Security Division head Peng Yue called Mr. Liu Haitao’s father, encouraging him to visit Fushun. According to Peng Yue, Mr. Liu’s case has been submitted to Dongzhou District Procuratorate under the direction of Fushun City Political and Legal Affairs Committee.

On February 5, 2013, on their seventh appeal for their son, his elderly parents paid a visit to the Fushun City Police. When they asked Domestic Security Division political head Geng Dan when their son would be released, Geng Dan advised them that their son would not be released because he broke the law. When Mr. Liu's father told Geng that Falun Gong teaches people to follow Truthfulness-Compassion-Forbearance and that there is nothing wrong with that, Geng Dan replied, “I am the top boss in Fushun City. Go ahead and sue me anywhere you want.”

On February 7, the parents made their eighth visit to Fushun Police. When they asked Domestic Security Division deputy head Jin Dafeng when their son would be released. Jin replied, “There is no way to release him unconditionally. We must sentence him to several years despite his innocence.” Jin also warned the father, “Don’t you dare to report me on the Internet.”

The parents are planning to file a lawsuit against those who have been involved in persecuting Mr. Liu Haito for illegal arrest, beatings, violation of civil rights, breaking and entering, and taking personal property. They demand that compensation be made to cover all losses suffered by Liu Haitao.
