(Minghui.org) Ms. Chen Liyan is a teacher in Yingkou City, Liaoning Province. Both she and Ms. Wei Guirong were arrested for speaking about Falun Gong to Jiang Xingye, the secretary of the Political and Legal Affairs Committee, on March 1, 2013.

Ms. Chen, born on December 9, 1971, lives in Bojizhai Village, Lutun Town in the Bayuquan District of Yingkou City. She began practicing Falun Dafa on May 9, 1997. Before the persecution of Falun Gong began in 1999, she worked as a contractor, teaching English in the Career School of Northeast University of Finance and Economics in Dalian. At the school's English Public Speaking Competition in December 1997, her students won three first prizes, several second prizes, and many awards of excellence.

Ms. Chen has been illegally imprisoned for nine years and has been tortured in unimaginable ways. Imprisoned in Masanjia Forced Labor Camp from October 1999 to January 2003 and in Liaoning Women's Prison from May 2005 to October 2010, she barely escaped death. On innumerable occasions, she was shocked with electric batons or violently beaten. The beatings caused her deafness and made her almost blind. She was repeatedly locked in small cells, subjected to solitary confinement, forced to work as a slave laborer, abused physically, etc. As a result of many years of mental and physical abuse, she experienced severe dizziness and muscle atrophy in her arms and legs. She was not able to walk and was restricted to a wheelchair for many years. Someone told her family in private that she had myasthenia gravis, myocardial ischemia, general muscle atrophy, systemic organ failure, etc., and might not survive another six months. Even so, she was kept imprisoned until she was in critical condition on October 20, 2010. When she was released in a wheelchair, she jerked repeatedly, and her face was pale. She would often collapse. Her husband carried her away.

Ms. Chen and Ms. Wei Guirong went to the Bayuquan District government on March 1, 2013. They presented truth clarification materials to the secretary of the Political and Legal Affairs Committee, Jiang Xingye, and to the director of the 610 Office, Zuo Yang. Instead of listening to the two women, Jiang and Zuo called the police to surround the building. A dozen officers intercepted Ms. Chen and Ms. Wei in the hall of the second floor and took their purses and cell phones.

Officer Song (ID # 703799), who worked for the chief of the Domestic Security Division, drove them to the second squadron of the criminal division. Ms. Chen and Ms. Wei were taken to the second and third interrogation rooms. Female officers searched them and took their pictures.

They were held without food till 7:30 p.m. Ms. Chen had a convulsion and collapsed. She could not even walk to the restroom.

Despite her condition, Jiang Xingye and the director of the police department, Niu Siqun, ordered chief Guan Fengxing of the criminal division and officers to take the women for a physical exam in a hospital certified by the Yingkou Police Department, then to the Yingkou Detention Center at around 10:25 p.m.

In the detention center, Ms. Chen was unable to walk and became paralyzed again. She did the Falun Gong meditation and was able to walk again in an hour. Guards and detainees witnessed this and were astonished.

Ms. Chen was detained for 15 days and missed March 1, which was the date for her English after-school program. This was a huge financial loss for her.
