Personal Account of Most Recent Injustice

Lieutenant Wang recalled: "The police used force to extort confessions from us. I was tied on the tiger bench for three days and nights, and they interrogated me around the clock. A high wattage light was directed right in my eyes. They showed me the detention warrant three days after I was detained. My blood pressure went up to 220/130 mmHg.

"At 7:00 in the morning on November 24, 2012, Chengguan District Court personnel came to the detention center and took Mr. Ge Qingchun, a Falun Gong practitioner from Gangsu, and me to the courthouse. Arriving at the court gate, we noticed the tight security and many plainclothes officers outside the courthouse. Those who wanted to go in were questioned. I saw officers from the Domestic Security Division of the Chengguan District Police Department guarding the gate, too.

"An audience was prearranged by the court to fill the seats inside the courtroom. I did not see anyone from my family nor anyone I knew. The hearing proceeded very quickly, and we were not given much opportunity to speak. From the beginning, the public prosecutor announced us guilty of practicing Falun Gong. We were questioned as to whether or not we were involved in posting messages. The judge constantly interrupted us when we attempted to speak up and defend ourselves. The entire hearing went as what the court had planned. According to the bailiff, there were over 200 policemen guarding the courthouse that day.”

Prior Arrests and Harassment

Lieutenant Wang graduated from the Zhangjiakou Communications Institute and worked at the Communication Headquarters of the Lanzhou Military Region. He started practicing Falun Gong in 1998. When the Chinese Communist Party (CCP) started persecuting Falun Gong on July 20, 1999, he went to Beijing on January 3, 2000, to appeal for the right to practice. He was detained at the military base of his employment for two months and was considered a “priority case.” To spare his superiors from taking the blame because of him, Lieutenant Wang volunteered to transfer his employment. Before that could happen, officers from the Lanzhou Police Department arrested him on January 6, 2001.

Lieutenant Wang was sentenced to 10 years in Lanzhou Prison. After 10 years of abuse, this once handsome and vital young man could no longer take care of himself. Lieutenant Wang went back to his hometown in Yongdeng County after he was released on January 9, 2011. During the year he was home, he was constantly visited by officers from local Political and Legal Affairs Committee and 610 Office. Officers from the Lanzhou City Political and Legal Affairs Committee, 610 Office, and Lanzhou Prison invaded his home on April 26, 2012, and harassed him. Lieutenant Wang was unable to live a peaceful and undisturbed life.

Details of Current Situation

In mid-June 2012, Lieutenant Wang went to Lanzhou to seek employment. He was arrested on June 30. His family was not notified about his arrest until August 16. By that time, he had already been taken to Lanzhou No. 2 Detention Center. The Chengguan Procuratorate approved the arrest because Lieutenant Wang was involved with "an illegal organization to undermine the implementation of law.”

Toward the end of October, Lieutenant Wang received the indictment from Chengguan District Court of Lanzhou that he would be tried again. Lieutenant Wang called on public for assistance and sent out updates on his situation twice through many helping hands. He hoped his family and friends could hire a lawyer for him. His family did hire a lawyer from Beijing to defend Lieutenant Wang and another Falun Gong practitioner, Mr. Chen Jie. Mr. Chen and Lieutenant Wang were arrested together, but Mr. Chen was taken to the Lanzhou No. 1 Detention Center.

The lawyer arrived in Lanzhou on November 13. However, Lanzhou judicial authorities did not permit the lawyer to work on Lieutenant Wang's case by not allowing him to talk to Lieutenant Wang or Mr. Chen. Lieutenant Wang's family made multiple visits to local judicial authorities and the Chengguan District Court. They also met with the presiding judge of the criminal court, Wei Gongxin; Liu Dongyu; and other court officials. These officials not only did not follow legal procedures with regard to his case but also gave his family the wrong information.

Without notifying their families or lawyers, Chengguan District Court brought Lieutenant Wang, Mr. Chen Jie, and Mr. Ge Qingchun to trial.

Family Files Suit against the Court

Practicing Falun Gong and believing in Truthfulness-Compassion-Forbearance is not a crime. Articles 35 and 36 in the Constitution of the People's Republic of China state that citizens have the “freedom to speak, publish and believe in their religion.”

Lieutenant Wang's family gathered information regarding the Chengguan District Court's secret hearing, decided to sue the court, and submitted the lawsuit to Lanzhou Intermediate Court on January 14, 2013. Inspector Liu Xiaoming received the case.

Lieutenant Wang is now in the Lanzhou No. 2 Detention Center. Chengguan District Court agents have been interrogating him using torture. Lieutenant Wang's blood pressure went up to 220 mmHg again.
