Political commissar Dong Huaqing, deputy chief Xia Junliang, and other officers from the Jizhou Police Department forced their way into Mr. Shi Wenjie's home without a warrant. They claimed that Mr. Shi had national secrets on his computer and attempted to arrest him.
Dong Huaqing, Xia Junliang, and over 30 officers went to the home of Mr. Shi on the afternoon of September 5, 2013. When they arrived they announced that they were from the Beijing Security Bureau. They told Mr. Shi and his family not to move and then attempted to arrest Mr. Shi and confiscate his computer.
Stand-off with the Police
Mr. Shi asked, “Did I break any law? Why are you arresting me and taking my personal belongings?” The police replied, “There are national secrets on your computer.” Mr. Shi said, “You may check out my computer to see if it contains anything illegal!” The stand-off lasted until after midnight. The police copied the files from Mr. Shi's computer onto their disks and left.
The next day, Mr. Shi's two sons were called to the Criminal Police Division. The sons were told that their father would be better off giving up his computer. If not, Mr. Shi would be sentenced to at least three years in prison for the information about Falun Gong he had posted on the Internet.
Sentenced to Forced Labor and Prison in 1999 and 2002
Mr. Shi, a Falun Gong practitioner, had been previously arrested when the Chinese government started the persecution of Falun Gong in 1999. He was sentenced to forced labor and was tortured.
Mr. Shi has some physical disabilities as a result of having polio years ago. He was sentenced to three years in a labor camp by the Jizhou Police Department in November 1999, for practicing Falun Gong. The Jizhou Court sentenced him to another five years, this time in prison, in 2002.
To make Mr. Shi give up practicing Falun Gong, the guards in Baoding Prison kept him awake for several days in a row. About 24 criminal inmates took shifts torturing him. They hit him with hammers and poked him with needles. Mr. Shi nearly died. His family did not recognize him by the time he was released. His time in the labor camp and prison left him with many physical complaints.

Mr. Shi's family lives in fear. His ailing wife was so traumatized by the recent incident on September 5 that she was admitted to the hospital. His father passed away while he was in prison.
Since his release, he has been closely monitored and regularly checked on by the local police.
