(Minghui.org) The Gongjiawan Brainwashing Center in Lanzhou City specializes in detaining and persecuting Falun Gong practitioners. In July, the Chinese Communist Party (CCP) dispatched a group of six people to Beijing, Hubei, Jinan, Zhejiang, and Sichuan to summon so-called “experts” to the Gongjiawan Brainwashing Center to persecute practitioners.
Those summoned include: Gansu Provincial Political and Legal Affairs Committee (PLAC) director Luo Xiaohu, deputy director Ma Xiangxian, Gansu Provincial 610 Office officials Dong and Huang, Gansu Provincial Justice Bureau director Wang Luwei, Gansu Provincial Prison Administration Bureau director Guo Jianmin, Lanzhou City Justice Bureau director Gao Xiaoyong, deputy director Li Ying, Lanzhou Police Department deputy director Li Wuping, Chengguan District 610 Office head Gao Lina and clerk Wang Guilan, Xigu District PLAC Chen Shaoqing, and three officers from Lanzhou City National Security Division. They also summoned personnel at the provincial level, including Li Jianping from Qingyang City, Wang from Zhangye City, and psychologists and law experts from Tianshui City.
They were divided into six groups, each led by an “expert.” Lanzhou Prison and the forced labor camp provided each group a police officer. One group was led by Liu Hong from Beijing, another was led by Xu Yanhong from the Ziyang City Brainwashing Center in Sichuan Province. The leaders of the other groups were not clear. Every day they were taken to the Gongjiawan Brainwashing Center in a shuttle provided by Lanzhou Justice Bureau to brainwash practitioners that hadn't “transformed.”
The Gansu PLAC and the 610 Office allocated 100,000 yuan (~16,000 USD) to purchase TV sets and other equipment for the brainwashing center. They also dispatched security guards from the Qilihe Security Company, a subsidiary of Qilihei Police Department, to the camp. They assigned three guards for each practitioner, whom they took turns to supervise and “deal with.”
The contract between the security company and the brainwashing center set the monthly salary at 1,600 yuan, but each guard only got 1,200 yuan. Captain Gong of the security company was in charge. Every day the “experts,” police officers, and security guards made the practitioners watch videos that slandered Falun Gong. The guards recorded what each practitioner did and said daily, and the records were reviewed by the PLAC directors, police officers, and “experts.” They would meet with those who were “transformed” and take their pictures, and visit periodically those who had been released.
The “experts” stayed in Gongjiawan Brainwashing Center during the day and drank and partied at night. On weekends they would be bussed to Jiuquan, Yinchuan, Qingyang, and Huining to go sightseeing. They also visited the PLAC and 610 Offices at each location and went to Lanzhou Women’s Prison, Lanzhou Prison, and the detention centers in Anning and Jiuzhou to “lecture” on how to “transform” Falun Gong practitioners. They also participated in practitioners' trials in Huining.
In mid-August, Lanzhou City PLAC director Jin Xiangming, accompanied by all the district PLAC directors, went to the Gongjiawan Brainwashing Center in person to see how the “transformations” were going.
As of early this year, practitioners who have been illegally detained in the center include: Yue Puling, Chen Jianru, Li Taohua, Li Ping, Niu Xiaoqin, Jin Jilin, Zhang Luchan, Zhang Xiaoping, Zhang Ailing, Niu Wanjiang, Zhang Zhenmin, Liu Juhua, He Jianzhong, Wang Caixia, Sun Lanping, Fu Julan, Zhang Xiuli, Zhao Shu'e from Baiyin City, and a practitioner from Linxia Prefecture.
