(Minghui.org) Ms. Zhang Yi, a single mother of a five-year-old child from Shanghai, was illegally arrested by officers claiming to be from the Changning District Police Department. She has been detained for over a month.

Ms. Zhang's family hired a lawyer, who has been working on her case for over three weeks. The Changning District Police Department blocked the lawyer from seeing Ms. Zhang, with the excuse that her case had already been submitted to the Procuratorate. According to the law, lawyers have the right to meet with their clients and should not be denied this right. Ms. Zhang's parents are very concerned about the safety of their daughter; they worry that she may be tortured.

Wang Jue from the Changning District Police Department has been in charge of persecuting Ms. Zhang and other Falun Gong practitioners. Under Wang's order, at least other three Falun Gong practitioners were tortured: Mr. He Binggang, a graduate student from Fudan University, was tortured to the extent that he is now disabled; Mr. Fang Guoping, 60, became unconscious after being hung up for three days and nights; and Ms. Zhang Ying lost consciousness after her hands were tightly handcuffed behind her back for an extended period of time.

With this knowledge, Ms. Zhang's parents have good reason to fear that their daughter may also be tortured. They are calling for the international community to pay attention to this case and to help them ensure that their daughter's basic human rights are not infringed.

Details of the Case

On February 1, 2012, Ms. Zhang, who lives on Ganquan Road in Putuo District, was arrested on her doorstep when she returned home from work by police officers who were waiting for her in a black sedan. Neighbors say they heard someone shouting for help. A while after the shouting, several dozen people, some claiming to be undercover police officers from the Changning District but without showing their identifications, rushed up the stairs to enter Ms. Zhang's house. Ms. Zhang's elderly parents, who were home at the time, told the agents that they couldn't open the door because their daughter was not home. However, the officers had tools and threatened to break in if they didn't open the door. Several people witnessed the incident.

Once inside, the officers behaved like common robbers in the night, ransacking the entire house and confiscating many items, including a computer, a cell phone, cash, and other items. They placed the items in bags and forced the elderly parents to sign a blank piece of paper, saying that they did not have time to register all of the belongings they were taking with them.

On February 2, Ms. Zhang's friend Hu Zhongtian went to Ms. Zhang's house for a visit. However, she was arrested by police. The officers pushed her to the ground, took away her purse, handcuffed her, and took her into the police car. Her hands were hurt and bleeding.

Ms. Zhang's parents were distraught by how the police officers, who had clearly violated the law, treated their daughter. Thus, they went to the Changning District Police Department in Shanghai to file a complaint, stating that the officers had not shown any identification before attempting to force the door open. They also complained about their daughter's friend, who had just come for a visit but was arrested. The personnel in the police department said they would pass the complaint to the Procuratorate. When Ms. Zhang' father went to the Procuratorate Office, the receptionist rudely said, "We only look at the results. The door was not broken, so there is no need for further action."

Ms. Zhang, 34 , started to practice Falun Gong in January 2007. On November 22, 2007, while handing out CDs in Yangpo District to clarify the facts about the persecution of Falun Gong, she was arrested by officers from the Yangpo Police Station and subsequently sent to the Women's Labor Camp in Shanghai, where she was tortured for a year. Her daughter was just one year old at the time. Following the arrest, officers from the Yangpo Police Station also ransacked her home and confiscated her printer, computer and other personal belongings, which still have not been returned. Once Ms. Zhang was released from the labor camp, officers from the Gangquan Police Station, the local 610 Office and the Residential Committee continued to persecute her and her family. Officials frequently went to the family's home to harass and threaten them, especially Ms. Zhang's elderly parents. The police also often listened in on Ms. Zhang's cell and home phones.

In February 2010, without giving any reasons or following legal procedures, several male police officers forcibly dragged Ms. Zhang out of her house. She was only wearing her pajamas and a pair of slippers. Her neighbors witnessed the entire incident. She was detained for a day. The people who were involved in her persecution included Director Gu from the Zichang Residential Committee, Xu Defang from the local 610 Office and police officer Wang Huizhong. They said that they had spent over 20,000 yuan to follow and monitor Ms. Zhang. They also attempted to send her to a brainwashing center.

In 2011, agents from the 610 Office in Putuo District again sent someone to monitor and follow Ms. Zhang. They also harassed her family, asking if they had a computer at home and inquiring as to where they worked.

Ms. Zhang's daughter is now five years old. Ms. Zhang's parents are in poor health, and they also care for another grandchild. They worry they may not have the ability to care for their young granddaughter and live in fear because of the long-term intimidation they have endured from the police and related agencies.

We call on kind and just people of the world to pay attention to the persecution that this family has suffered at the hands of the Chinese communist regime.
