(Clearwisdom.net) Liu Jingkui is currently the head of Foyedong Town Police Station in Lingyuan City. According to incomplete statistics, since the Chinese Communist Party (CCP) started persecuting Falun Dafa in 1999, Liu has been directly involved in orchestrating the arrests of Falun Gong practitioners over 100 times. As a result, two practitioners have died, a number of them have been sent to forced labor camps, and many others were forced to leave their homes to avoid persecution. In addition, Liu has extorted at least 136,400 yuan from practitioners and their families.
The following are some of the details of Liu's persecution of practitioners.
Police Officers at Hekanzi Town Police Station
In 1999, Liu and Li Bin, both officers from Hekanzi Town Police Station, arrested Mr. Ji Wen from Hekanzi and ransacked his house. They kicked and punched him, smashed his head against the wall, poured boiling water on the back of his hand, and threatened to send him to a detention center. They also repeatedly went to Mr. Ji's house to harass him. Mr. Ji died on October 15, 1999, due to severe physical and mental torture.
Liu and Li also arrested Mr. Ji's wife, Ms. Ni Shuqin, and incarcerated her in Dabei Prison in Shenyang City. Ms. Ni also died as a result of persecution shortly after returning home from prison.
Instructor at Wanyuandian Town Police Station
When Liu was stationed at Wanyuandian Town Police Station as an instructor, he took some of his colleagues with him and repeatedly ransacked practitioners' houses and extorted money from them. On November 28, 2000, Ms. Ma Suying from Wanyuandian was taken to the police station, where she was brutally beaten by him and Liu Lihui, head of the police station. When she was taken to the detention center in Lingyuan, Liu violently beat her with a broom until it broke. Ms. Ma was detained there for six months before she was released. Liu then repeatedly went to her house to harass her. On July 12, 2001, Liu followed Ms. Ma to her cousin's house. When he found a copy of Zhuan Falun there, he took her to the police station and detained her there for two weeks.
Liu arrested many practitioners while he was stationed at Wanyuandian Police Station, including Ms. Ma Suying, Qiao Guirong, Wang Xinrong, Wu Guimin, Lou Guizhen, Wang Guifang, Wang Lijuan, Qiao Yanhua, and Zhu Yalian. Liu also ransacked their houses, threatened their families, and tried to extort money from them to get the practitioners released. He also tortured practitioners by thrusting his hands into their armpits, causing excruciating pain and leaving no signs of injuries on their bodies.
Instructor at Goumenzi Town Police Station
While an instructor at Goumenzi Town Police Station, Liu arrested over a dozen practitioners during May 2009.
Mr. Han Ping, a middle school teacher in Goumenzi, was arrested twice in 10 days. Liu forced him to pay 9,000 yuan and detained him for two weeks.
When Mr. Chen Dianzhong from Shuangmiao Village was arrested, Liu extorted 3,000 yuan from him before he was released.
Ms. Wang Yuzhen from Tagou Village was arrested while at work. She was held in a detention center for two weeks and had over 2,000 yuan extorted from her before she was released.
Ms. Xiao Yuhua and her sister, Ms. Xiao Yuhong, from Goumenzi had 3,600 yuan extorted from them before they were released.
When Mr. Li Lin from Erangou Village in Goumenzi was taken to the detention center in Lingyuan, Liu extorted over 600 yuan from his family.
Liu took five officers with him and attempted to arrest Li Xijiu (69) and Hu Cuilian (70) at their homes.
Liu extorted 4,000 yuan from Ma Jun when they arrested his wife.
In June 2005, the police used tear gas in the process of arresting Mr. Li Rushan, Wang Hanjie, and Li Zhixiang. Liu struck Mr. Li Rushan in the face with a shoe while he was in the detention center. Mr. Li Rushan and Li Zhixiang were each sentenced to forced labor or one year.
Head of Foyedong Police Station
According to insider information, Liu paid 100,000 yuan to get promoted to head of the police station. In July 2010, as head of Foyedong Police Station, he harassed, arrested, and extorted money from many practitioners.
Gao Guixia was arrested and taken to Masanjia Forced Labor Camp.
Liu led officers to break into the home of Ms. Shi Cuie from Caojiagou Village. She was handcuffed, and Liu dragged her to the police car by her hair. She was only released after she paid 3,000 yuan. Liu also extorted money from Chai Yuchun.
When Ms. Wang Xiaohua was asleep at night, Liu broke into her home, confiscated 2,600 yuan, and then took her to the detention center.
Ms. Shi Fengxia's house was broken into and Liu confiscated 7,000 yuan. When her husband, who is not a practitioner, went to the police station to demand the money back, he was arrested. Ms. Shi was later transferred to Lingyuan Detention Center.
Liu arrested many other practitioners and extorted money from them. Liu Yuzhi was forced to pay 2,000 yuan; Ms. Yu He and her husband were forced to pay 2,900 yuan; Wang Cuilan paid 3,000 yuan; Li Shujuan paid 2,500 yuan; Mr. Yang Lin's wife paid 6,000 yuan; Sun Shufang paid 3,000 yuan; and Liu Yuzhen paid 1,250 yuan.
Chai Yuchun paid 11,000 yuan to Liu and the deputy head of the police station. Ms. Yang Shurong paid 1,000 yuan, and is still being held at the police station. Ms. Liu Yuhuan, her husband, and Yang Chunfu's wife have also had money extorted from them.
On November 12, 2011, Liu and officers Liu Jianjun and Zhao Runjiang arrested Ms. Zhang Fengxia. They confiscated her Falun Dafa books and other personal belongings. She was detained for 15 days and was forced to pay 6,000 yuan.
Liu and his subordinates arrested Mr. Ling Xiangdong on November 18. They confiscated his Falun Dafa books and extorted 1,000 yuan from him.
Ms. Liu Guihua was forced to become homeless in November to avoid persecution. Liu extorted 2,000 yuan from her family.
Ms. Zheng (68) from Jinzhangzi Village was arrested on December 1. Liu detained her for a day and extorted 2,000 yuan from her.
Liu extorted 5,000 yuan from Yan Cuiyun on December 18, and then 3,000 yuan on another occasion.
On December 19, Liu arrested Mr. Yang Yibao from Zhangzi Village and extorted 3,000 yuan from him.
Liu arrested Ms. Yang Sulan on December 20. He detained her in the police station for a day and extorted 4,000 yuan from her. Liu also went to the house of her brother-in-law, who is not a practitioner, and found a calendar with the words “Falun Dafa Is Good” on it. Liu arrested him and extorted 5,000 yuan from him.
Ms. Ge Yanxia was arrested on December 24 and was detained in the police station. Liu confiscated her Falun Dafa books and posters and extorted 4,000 yuan from her.
On December 25, Liu went to Dahexi Village to arrest Ms. Zhao Xiuzhi. He confiscated two MP3 players and extorted 7,000 yuan from her.
On December 26, Liu went to Mr. Liu Hongwei's house and arrested his wife. He extorted 5,000 yuan from them. Liu also arrested Mr. Ling Xiangdong in December and extorted 3,000 yuan from him.
Liu repeatedly went to Ms. Mao Fengqin's home to harass and threaten her family. He extorted 2,000 yuan from them.
When Liu went to the home of Mr. Luo Shan, a non-practitioner, he found a truth-clarification leaflet. Liu then extorted 8,000 yuan from him.
Liu and his subordinates repeatedly went to Mr. Li Zhen's house in an attempt to arrest him. Mr. Li's elderly parents treated the officers hospitably every time, but they kept coming back to harass and threaten them. Since then, Mr. Li has had to leave home to avoid persecution.
Liu has threatened practitioners' family members and forced them to pay to have their family members released, otherwise he would to send them to labor camps or detention centers. Liu extorted 5,000 yuan from Miao Chunsheng and confiscated Dafa books, two MP3 players, and other personal belongings. Liu extorted 800 yuan from Miao Chunyu and 4,000 yuan from Ms. Liu Xiangyan. Liu and his subordinates frequently went to Ms. Liu's house to harass her family and extorted money from them. As a result, Ms. Liu was forced to leave home to avoid being arrested. Liu extorted 5,000 yuan from Mr. Yang Zhanchun's family when Liu could not find Mr. Yang. Mr Yang was forced to leave home to avoid persecution. Liu extorted 3,000 yuan from Ms. Dou Chunyan's family, when she was forced to leave home. In less than two months, Liu has extorted 77,800 yuan from 20 practitioners, and 13 practitioners were forced to leave their homes to avoid persecution.
