(Minghui.org) Since the communist regime launched a brutal campaign to eradicate Falun Gong in 1999, the Dalian City government has invested heavily to carry out the persecution. Its investments have been used to bribe the law enforcement, related agencies and willing community collaborators to arrest, detain and imprison Falun Gong practitioners, as well as to ransack their homes, subject them to forced labor, force them to undergo brainwashing, deprive them of employment, and extort money from them. Some practitioners in Dalian City have been tortured to death, and others to the point of disability or mental collapse.

Building New Forced Labor Camps

In 2004, the Dalian government spent over 200 million yuan to build a new forced labor camp, the Dalian Re-Education Camp, on 175 Nanlin Street in Ganjingzi District. Right after constructing that facility, the government invested 227 million yuan more to build another forced labor camp at 300 Huibai Road in Ganjingzi District. This labor camp, built on 2,540 square feet of land, was named Dalian Rehabilitation Center. Construction of these two labor camps cost almost half a billion yuan in total.

According to Dalian police, the largest “transformation” center in southern Liaoning Province was established in Yaojia, Dalian, in 2005. Many Falun Gong practitioners from northeast China were detained there to be brainwashed and tortured. This center was eventually closed and combined with the Dalian Rehabilitation Center.

The Dalian government has distributed large bonuses to wardens working at the Rehabilitation Center. For example, for the Chinese New Year in 2006, each warden received 7,000 yuan in cash, 200 yuan in gift cards, and in-kind bonuses. Over 200 wardens were working at the labor camp at the time. Hence, the budget for bonuses was about 1.4 million yuan. In addition, the labor camp purchased luxury vans to take wardens to work.

Bonuses for arresting Falun Gong practitioners

In December 2001, Dalian police ordered each officer to arrest nine practitioners in order to be eligible for bonuses. Shihe Police Station offered an award of 1,000 yuan to police officers for the arrest of every Falun Gong practitioner. For these monetary benefits, officers tried their best to carry out the arrests.

The Ganjingzi Police Station and security guard companies instructed security guards to arrest anyone distributing Falun Gong materials. The guards were offered an award of 2,000 yuan.

In 2010, the Gezhenbao Police Station in Ganjingzi District paid people to become informers. These informers would pretend to be interested in knowing the truth about Falun Gong. They asked practitioners many questions and tried to gather bits of identifying information. Then they called and reported practitioners to the police. Many practitioners were arrested this way. For each practitioner who was arrested and sent to a forced labor camp, the local 610 Office awarded the police station 20,000 yuan, 1,000 of which was given to the informer who had reported the person.

Sun Jiawei was the Party Secretary in the Guangmingshan Township government. In that role, he was intensively involved in organizing and coordinating the arrests of Falun Gong practitioners by offering monetary benefits and bonuses to law enforcement staff carrying out the persecution. Sun is now the director of the Urban Planning Department of Zhuanghe City government.

Awards for reporting innocent Falun Gong practitioners

In December 2001, Wu Yuzhen from District 6, Zhenhai Village, Fuzhoucheng Town, Wafangdian City, reported seven Falun Gong practitioners to the local police, which resulted in the arrest of those seven people. Three of these practitioners were subsequently imprisoned for two years, and two others were detained for some time. For her reporting, Wu received 500 yuan from the police.

In 2005, the Dalian government and police raised the award for reporting practitioners who distributed informational materials about Falun Gong to 10,000 yuan.

In December 2011, the Political and Legal Affairs Committee of Wafangdian City and the city 610 Office instructed the governments of its affiliated townships to intensify the persecution of Falun Gong practitioners. To recruit more people to take part in the persecution, the government and 610 Office announced that people would receive 5,000 yuan for reporting each Falun Gong practitioner to the authorities. Fuzhoucheng Town was the first one to implement this activity.

Most active persecutors and their families rewarded with money

In 2006, the 610 Office in the new Development District was praised as a “role model” for persecuting Falun Gong practitioners, because its staff aggressively harassed and arrested practitioners. Each staff member who actively participated in the persecution was offered a bonus of 10,000 yuan. Many workers pursued opportunities to participate in the persecution for the money.

Police officer Zhao Zhenjin of the Huanghailu Police Station in the Development District of Dalian was a key persecutor. On September 9, 2006, Zhao died of a stroke in his office at the age of 55, after having a quarrel with his wife. The Dalian government forged evidence to show that Zhao had died in the line of duty, which positioned him as a “Hero and Model for the National Public Security.” As a result, Zhao's family were provided with compensation of over 1 million yuan. This reward encouraged more police personnel to harm innocent Falun Gong practitioners.

A family member of the director of a neighborhood committee in Dalian told others that working to persecute Falun Gong practitioners had earned the director 130,000 yuan in bonuses, in addition to his regular salary.

Awards for hiding the facts about Falun Gong

In 2011, Public Security guards in six neighborhoods of Wafangdian City were divided into groups of eight to search for and destroy Falun Gong informational materials in their neighborhoods. Each group would be rewarded 300,000 yuan if no Falun Gong materials were subsequently found in the neighborhood. They could also receive a bonus of 20,000 yuan if they found and arrested a Falun Gong practitioner.

Dalian Rehabilitation Center Hires Help to “Transform” Practitioners

In September 2012, the Dalian Rehabilitation Center started hiring former Falun Gong practitioners who have been “transformed” through brainwashing and turned against Falun Gong. These people were hired to brainwash detained practitioners who are steadfast in their faith and refuse to be “transformed.” These brainwashing assistants are getting a daily salary of 100 yuan, as well as accommodation and meals. In addition, they have been promised a bonus of 1,000 yuan for each practitioner whom they could successfully “transform” to give up belief in Falun Gong.
