Arrested, Detained and Money Extorted

Zhang Wen, a police officer from the Qinzhou District Domestic Security Division, is in charge of this case.

On the morning of July 19, 2011, Bai Xiaoying (Police ID: 022350), Zhao Baojuan (female), Ma Dongjun and Wen Bo from the Tianshuijun Police Station went to Mr. Li's rental residence, and asked the landlord which room he occupied. The door was locked. When the police officers saw a computer inside, they pried the lock, broke the window glass and then ransacked the unit. At that time, Mr. Li was at his own home harvesting wheat. Bai Xiaoying had obtained his cell phone number from Mr. Li's son's school and asked the landlord, He Xiaoping, to call Mr. Li. The landlord fooled Mr. Li by telling him, "There was a electrical short in your room. The entire building doesn't have any power and a electrician has been asked to come fix it." By asking in this manner, the landlord was trying to get Mr. Li to come immediately. Mr. Li said that he was too busy harvesting wheat and he would ask someone else to take a key to the landlord. He Xiaoping would not agree and repeatedly asked him to come. Mr. Li agreed and went to the rental unit on his motorcycle. At 4 p.m., when Mr. Li entered He Xiaoping's door, the four waiting police officers arrested him. They tore his shirt and his head was pushed to the cement floor. At 4:30 p.m., he was taken to the Tianshuijun Police Station. His computer and other items were confiscated.

At the police station Mr. Li was bound to an iron chair for an entire night without any food. At 11:00 a.m. on July 20, 2011, Du Li, director of the Qinzhou District Domestic Security Division, and Zhang Wen, a police officer, went to his rental residence to take photos. They ransacked the house again and confiscated more property. Later, Mr. Li was taken to the Qinzhou District Domestic Security Division. There, Mr. Li was bound to an iron chair for two days and a night and Du Li slapped him on the face twice. Mr. Li was taken by Zhang Xiaofeng (instructor) and Yang Yongzhou to the No. 407 Hospital to have a physical exam on July 21, 2011. He was made to pay the hospital fees. At 7:00 p.m., on July 21, 2011, Mr. Li was taken to the Qinzhou District Detention Center.

He was held at the detention center for 26 days. Because of the autumn wheat harvest, this was a busy time for Mr. Li. Nothing was found on his computer. He was released on the afternoon of August 16, 2011, after 2,000 yuan was extorted from him.

Mr. Li has been sentenced to forced labor twice

Mr. Li started practicing Falun Gong in 1996. He benefited both physically and mentally from the practice and lived according to the principles of Truthfulness-Compassion-Forbearance. He has a reputation for being an honest person. On July 20, 1999, Communist Party leader Jiang Zemin started the persecution of Falun Gong. Mr. Li was sentenced to two years of forced labor at the end of 2000 because he went to Beijing to appeal. In April 2008, he was again sentenced to one and a half years of forced labor because Falun Gong informational materials were found in his home. Personnel in charge of the sentencing include Wang Qian and Shi Chenggang, police officers from the Wangchuan Police Station, Qinzhou District. In October 2009, Mr. Li finished his term.

As a result of being persecuted, Mr. Li became very poor. To support his two sons, one in high school, the other in elementary school, he sold vegetables in Tianshui City where he rented a room. He got up very early and worked very hard.
