(Clearwisdom.net) Since this Spring, the National Security Bureau and its subordinate office in Jinzhou City, Liaoning Province, have been dispatching many plainclothes agents to track and arrest Falun Gong practitioners in that city. In so doing, they seriously violate the Chinese Constitution and are violating the law while "enforcing" the law. Just since April, they have arrested at least seven Falun Gong practitioners: Liu Wansheng in the Guta District; Shao Minggang, Li Fengjun, Qi Mingli and Jiang Dawei in the Linghe District, Jinzhou Medical School teacher Liu Xueyuan, and Jinzhou Railroad No.1 High School teacher Wang Jiao. Several other practitioners, as well, were forced to abandon their homes, becoming homeless and destitute, in order to avoid being arrested at their homes.

The police and special agents of the Jinzhou City National Security Bureau use various means, such as tailing, tracking, monitoring cell phones, tapping phone lines, stealing relevant articles and prying information through undercover means. The types of vehicle they use include car, taxi, bus, bicycle and motorcycle. Sometimes, they just walk. Other times, a group will follow someone in relay fashion, taking turns, one agent at a time. When they identify a particular target, they do not make an immediate arrest but wait until the target leads them to the next person they meet or the next several associates they meet, who then become additional targets of surveillance. They use the method of conducting a sudden search of the target's home and then arresting them. When the target stays outdoors, the agents will catch the practitioner off guard by sneaking up on them from behind and suddenly putting a bag over their head. Then several plainclothes policemen lift the practitioner off the ground and throw him into a police vehicle. Working as special agents over the long term with the enticement of profits and personal desires makes these plainclothes police agents gradually lose their kindhearted side of human nature and degenerate into crafty, hardened gangsters. What follows is a brief testament to the despicable means they have employed while arresting Falun Dafa practitioners since April 2004.

One day in late April 2004, they arrested Mr. Liu Wansheng, a practitioner in the Guta District. Mr. Liu Wansheng's family runs an electronic goods shop that some practitioners often visit. Once the special agents of the National Security Bureau learned of this situation, they first began monitoring Mr. Liu Wansheng's cell phone and the store's business phone, through which they discovered that Mr. Liu frequently contacted Ms. Wang Jiao, a teacher at Railroad No.1 High School and Mr. Liu Xueyuan, a teacher at Jinzhou Medical School. After tailing all three practitioners for several days, the agents decided to deal with Mr. Liu Wansheng first. On the day they arrested him, they had taken his picture from a distance. At about 7 p.m., Mr. Liu went home from the store. Just when he arrived at the the multi-story City Medicine Building where he lived, several plainclothes police officers jumped him together, pushing him to the ground. Then they held up his coat to cover his head, carried him into their vehicle and forced him in. In the struggle, they also found Mr. Liu's keys in his pocket, so they went up to his home, illegally searched it and confiscated his property. They took away a bankbook, some cash, his computer, an MP3 player, some Falun Dafa materials, a game CD and even a new belt that belonged to his son. They took away everything that had any value. Following that, they went to Mr. Liu's store, pried open the cash register and took about 800 yuan (1). In addition, they also confiscated about 1,000 yuan in cash that Mr. Liu was carrying on his person. That same night, they took Mr. Liu to the National Security Bureau office in Jinzhou City and tried to force a "confession" out of him through torture. The following day, several plainclothes police agents went to Mr. Liu Wansheng's home again and, without revealing their names, attempted to extort money from his son, saying, "Bring 30,000 yuan in cash to the National Security Bureau tomorrow, and your father can go home at once." It was evident that these agents had an insatiable desire for wealth; they could easily release the practitioner, but only as long as they got some money. Three days later, Mr. Liu's family still had not given them any money, so they simply turned Mr. Liu over to the Jinzhou Police Department's Social Stability Maintenance Office, which immediately sent him to a forced labor camp.

On May 1, 2004, the day before their planned wedding, plainclothes police arrested Mr. Qi Mingli; his bride, Jingjing; and the bride's mother, Guo Yi, at the Anjuxia Residential Area. That morning, they crashed into Mr. Qi's home and made off with 7,000 yuan in cash, a laptop computer and some Falun Dafa books. Mr. Qi, and his bride had planned to hold their wedding ceremony the next day, on May 2, at the Dazhaimen Hotel on Renming Street. After arresting them, the plainclothes police sent them to the Jinzhou City Detention Center, where Mr. Qi Mingli has been detained ever since. The plainclothes agents had already been tailing Mr. Qi Mingli for several months. When someone asked them privately, "Since you have been tailing him for so long, why did you wait to arrest him now?" The answer was, "Directors Chen and Wang, who head the National Security Bureau, said, 'Arrest him, particularly on the day before his wedding, in order to ruin his life.'" They did not even attempt to suppress the looks of deceitful glee on their faces.

In early May 2004, police from the National Security Bureau in Jinzhou City arrested Falun Dafa practitioners Shao Minggang and Li Fengju in Bingzhou City, Shandong Province. Shao Minggang has been sent to a forced labor camp, and Li Fengjun's present whereabouts are unknown. After tailing and monitoring them for months, these special agents had already searched the practitioners' homes a month prior to their arrest, in April 2004, and had confiscated their valuables. Neither Shao Minggang nor Li Fengjun happened to have been at home at the time, and after hearing about it, they chose to become homeless and destitute in order to avoid being arrested at home, where their family members, friends and associates might also be implicated. However, the National Security Bureau's special agents kept pursuing the pair until finally abducting them in Shandong Province.

On the night of July 21, 2004, the special agents abducted Jinzhou City practitioner Jiang Dawei while he was half way home, in the Linghe District.

In late April 2004, after arresting Mr. Liu Wansheng, the special agents continued tailing and monitoring the two practitioners who had once contacted him. One was Mr. Liu Xueyuan, a teacher at Jinzhou City Medical School, and the other was Wang Jiao, a teacher at the Jinzhou City Railroad No.1 High School. After tailing them for three months, on the night of July 21, 2004, with cooperation from officers of the local police station, the Jinzhou City National Security Bureau decided to take action on Mr. Liu Xueyuan, Ms. Wang Jiao and Ms. Wang Lige. At about 9 o'clock that night, they divided into three groups, all taking action at the same time. Mr. Liu Xueyuan was abducted from his residency at the medical school. A laptop computer and some Falun Dafa materials were confiscated. Ms. Wang Jiao was arrested at her home, located in the Xinjiyuan Residential Area, in the Lihe District. The agents searched her home and confiscated Falun Dafa books, a laptop computer, an electronic book reader, a tape recorder, a phone book and a pager. At the same time, they searched Ms. Wang Lige's home and confiscated a computer, a printer and some Falun Dafa books.

These plainclothes special agents go to such lengths to tail, monitor and abduct practitioners. Are they really responsibly protecting the safety of our country? Just take the character profiles of the three arrested teachers they are persecuting, for example, and the reader will clearly see the kind of persons from which they are allegedly safeguarding our country:

(1). Mr. Liu Xueyuan is a 32-year-old teacher at the Jinzhou City Medical School. He came from a village in Dalian City, Liaoning Province. His family is not rich, so when he was in college, he was very considerate of his parents' hardships and always lived very frugally. Because of his excellent scholastic achievement, he was assigned to teach at the medical school after graduation. Since he practices Falun Dafa, the principle of "Truthfulness-Compassion-Tolerance" tempers him. Mr. Liu works conscientiously, bears responsibility without grudge and is happy to lend a helping hand to others. He is honest and kindhearted, so students, colleagues and leaders hold him in high esteem and he is generally beloved by all. After he began working, he often sent money home to his parents in gratitude for their love and care in his childhood, and frequently sends them gifts.

(2). Ms. Wang Jiao, age 32, lives in the Xinjiyuan Residential Area in the Lihe District. She is a teacher at the Jinzhou City Railroad No.1 High School. Currently, she teaches English to three classes of Grade 12 and is the leader of the Grade 12 teachers group. She is additionally in charge of teaching the advanced Grade 12 class. She is a truly kindhearted woman who leads a thrifty and simple life. Because she practices Falun Dafa, she tempers herself with "Truthfulness-Compassion-Tolerance" in everything she does. At school, Ms. Wang Jiao works steadily and hard to maintain professional proficiency. She is a teacher for the textbook revision trial class in the national "Tenth Five-year Plan" and is also a key faculty member. She gets along well with her colleagues, gives precedence to others at every occasion and never cares for personal gain or loss. She is amiable and patient toward students and has developed very good relationships with them. At home, she respects her parents-in-law and is considerate of her husband. She is a good person whom everyone commends.

(3). Ms. Wang Lige, age 46, lives at Apartment 72, Building 11 of Wenzhenyuan Residential Area, in the Lihe District. She is an English teacher at the Jinzhou City No.2 High School, where she is currently the faculty leader of the English Department. In 1998, she authored three books that were published by the Liaoning Province Technology Press. In 2000, she was appraised as a key member of the teachers' guild in Jinzhou City. She is a highly responsible and proficient professional, who has been in charge of teaching Ninth Grade English for many years. She has developed a particular teaching style that makes her class very interesting, so she has made good achievements in teaching and is deeply loved by students.

When Ms. Wang Lige previously worked at Yifu High School, she suffered from many illnesses and the long-term treatments had no effect. Her condition deteriorated to the point of almost losing the ability to make a living. After she began practicing Falun Dafa, however, the persistent illnesses from which she had suffered for many years disappeared. She is more cheerful and kindhearted now, and she loves her students. For many years, she has purchased prizes with her own money to present to students who win intra-class achievement contests. She not only gives very good lectures but also gives frequent guidance to students who are in self-study classes. When some parents offered to pay her to privately tutor their children at their home, she graciously declined and consoled the parents, saying, "Let your children earnestly attend my lectures in the classroom. Then if they have any questions, they can just ask me at school." She also bought many teaching aids, such as charts and videos with her own money, and selflessly helps others. The entire teaching group shares her teaching materials; she never vies for personal profit. Although she does not live a rich lifestyle, she lives frugally, is considerate to the elderly and often mails money to her uncle and aunt who are having a difficult time. After she began practicing Falun Dafa, she actively resolved the enmity that had existed between her and her stepmother. She sincerely respects her parents and her family is very happy because of it. She gets along well with her neighbors and is always happy to help them.

On February 1, 2001, Ms. Wang Lige heard Auntie Ning living on the second floor crying, "Help!" She hurried up to the Ning home and saw the door slightly ajar. She entered the room and saw Auntie Ning lying on the floor. It turned out that Auntie Ning had been home alone and heard the phone ringing. When she tried to answer it, she accidentally tripped and fell, and had been unable to get up. It was all the elderly woman could do to crawl to the door, open it and shout for help. Although several people passed by, no one else answered her cries. After Ms. Wang helped her to get up, she telephoned Auntie Ning's son and daughter-in-law. Unfortunately, due to her age and the long time that she had been helplessly lying there, Auntie Ning had accidentally relieved her bowels in her clothing. Although the situation was most unpleasant, Ms. Wang Lige compassionately stayed until after she had helped Auntie Ning's daughter-in-law clean the poor woman.
