(Clearwisdom.net) (From Epoch Times) Ms. Huang Zhao of Wuhan City, Hubei Province, was abducted in April 2004 by local police and the "610 Office," and died two weeks later. Her mother is now seeking state compensation through legal channels.

Huang's mother believes her daughter's death was caused by the injuries received during her illegal detention at Qiaokou District Police Department of Wuhan City. The staff members of this police department are suspected of extorting a confession through torture, which caused her death. This police department cannot deny the facts of this case of being illegal detention and extortion of confession by torture, and other illegal activities. There is a logical connection between the illegal activities of this police department and the death of Huang Zhao.

According to "Law of the People's Republic of China on State Compensation," Article 2, Section 4 of Article 15, Article 6, Article 9, and Article 12, she applied for compensation. The requested compensation amount is 480,800 Yuan (1).

Huang Zhao, 32, was abducted on April 1 by the Qiaokou District Police Department of Wuhan City and the Qiaokou District "610 Office." Her family received the death notice on April 16. The cause of her death was listed as "by stabbing" on the official paper. Afterwards, the local residence committee gave her family 30,000 Yuan as relief.

Use the Law to Protect Oneself

According to Chinese media reports, from May of this year to June of next year, the Chinese prosecutors' offices are holding nationwide activities to discipline government department personnel for the crimes of abuse of power violating inmates' human rights, including cases of illegal detention, illegal search, extortion of a confession by torture, obtaining evidence by force, and mistreatment of detainees.

Currently, there are still many Falun Gong practitioners being kept in jails, labor camps, detention centers, and mental hospitals who suffer from unscrupulous beatings, humiliations, and even murders by police officers, jailors, and instigated inmates.

Clearwisdom.net calls on Falun Gong practitioners and their relatives in Mainland China to use the law to protect themselves and their relatives, which is their basic right as Chinese citizens.

According to Clearwisdom.net July 30 reports, Falun Gong practitioner Li Lizhuang and another Falun Gong practitioner, who had been jailed in Daqing City Prison, have delivered lawsuit papers to the high level prosecutor's office. It is said that the prosecutor's office has began to process the case.

Li Lizhuang, 32, was a surgeon of Harbin Medical University. Because of his persisting in practicing Falun Gong, he was jailed in Section 1 of Daqing City Prison, and suffered brutal and inhumane humiliations and tortures. Another Falun Gong practitioner, Zhang Zhong, from Daqing City of Heilongjiang Province, was taken home by his father on July 23, 2004, after he had been in a coma for three days, and required oxygen to maintain his life. A fellow formerly weighing 70 kilograms (154 lb.) was reduced to skin and bones.

In addition, in May of this year, Falun Gong practitioner Gao Rongrong of Liaoning Province was shocked with electric batons by guards Tang Yubao and Jiang Zhaohua at the Longshan Forced Labor Camp of Shenyang City for nearly seven hours, which seriously damaged her face. Gao Rongrong's family members have filed a complaint suit with the prosecutor's office charging Longshan Labor Camp and the cruel guards with these crimes. Photos of her face disfigurement after being shocked with electric batons were included in the materials filed. It is reported that the prosecutor's office has accepted the case.

Application Purpose: Apply for compensation for the death of applicant's daughter, Huang Zhao, due to illegal activities by the government administration. Total amount of compensation plus funeral cost is 480,800 Yuan.

Reasons for the Application: Huang Zhao was the applicant's daughter, born in 1972, and was an employee of Qiaokou District Grain Department of Wuhan City, living in Shangzha Community, Hanzhong Street, Qiaokou District, Wuhan City. She began practicing Falun Gong in 1995. She was summoned without court order by homeland security unit of Qiaokou District Police Department of Wuhan City on April 1, 2004, and she died two weeks later. Huang Zhao's body was cremated on April 21. During her farewell ceremony, applicant's family members saw that Huang Zhao's face and head were swollen, and her face appeared black and purple. After her body was cremated, when Huang Zhao's brother Huang Xiaozhong was signing the cremation papers, he discovered that the cause of death entry was listed as "by stabbing." Afterwards, the staff took back the paper Huang Xiaozhong signed and put it in a file.

The responsible people of Qiaokou District Police Department of Wuhan City stated that Huang Zhao's cause of death was "suicide" at the beginning, and stated they had asked the best doctors to rescue her, which created more than 700,000 Yuan in medical expenses. However, they could not provide any patient records, medical invoices, rescue records, legal medical expert records, report on the cause of death, or other related evidence and legal documents.

Furthermore, the staff of Qiaokou District Police Department of Wuhan City violated related laws and rules. During the two weeks of interrogation before her death, they not only did not inform her family with written notice on the cause and location of her detention, as required by law, but also hid the fact of her hospitalization for injuries when family members made inquiry, by saying that they had transferred her to the city police department, who was allegedly handling her case.

The applicant believes a citizen's freedom and life should be protected by the law. The applicant's daughter died of injuries during her illegal detention at the Qiaokou District Police Department of Wuhan City.
