(Clearwisdom.net) I was illegally arrested on November 19, 2000, and was detained overnight at the Beijing Street Police Station in Changchun City. On November 20, I was sent to the First Division of the Changchun City Police Department. At around 8 o'clock that night, I was transferred to the Tiebei Detention Center in Changchun City. I was illegally detained there for 19 months even though the law clearly states that the maximum detention period is 48 days.
During this time, the First Division of the Changchun City Police Department established a new department called the Coordination Office, made up of policemen from the First Division. At around 2:30 p.m. on January 18, 2001, I was taken from the Tiebei Detention Center to a room in the First Division office building by police officer Liu Huibin and another officer by the nickname of "Big Eye." When I arrived in the room, there were five other policemen in the room. A division head surnamed Yang was in charge. There was a bench made of iron pipes (Tiger Bench) in the middle of the room.
At around 3:00 p.m., the policemen tied my hands and feet to the Tiger Bench. They put an iron plate across my abdominal area and fixed the two ends of the plate to the iron bench. My ankles were also shackled. I was immobile. After 9:00 p.m. that night, the policemen started to torture me to extort a confession. Policeman Gao Peng was taking notes.
Policeman Liu Huibin and "Big Eye" untied me from the Tiger Bench. My hands were then handcuffed behind my back. There were two ropes attached to the handcuffs. "Big Eye" pulled the ropes in front of me, while Liu Huibin ordered two other policemen to hold my arms tightly. I struggled with all my strength. Liu Huibin pulled my shirt up to cover my head and expose my back. He then used a high-voltage electric baton to repeatedly shock me from my neck to my waist, while "Big Eye" pulled on the ropes in front of me, and the other two policemen continued pressing hard on my elbows. It was very painful! Liu Huibin shouted, "Tell us what we want to hear. Don't waste your time saying anything else. You have to confess. Sitting on this bench, even if we charge you with raping your own mother, you have to admit to the crime."
I was able to sustain the torture for several minutes, and was sweating profusely from the excruciating pain. Liu Huibin then ordered the other policemen to apply more pressure. He poured ice-cold water on my back. "Big Eye" pulled the ropes even harder, and the other two policemen used their full strength to press on my arms. At the same time, I was continuously shocked with the electric baton. After a while, I passed out. They poured cold water on me to revive me. One of the policemen touched my feet to see if I would react. I could not move at all, and had lost feeling in both of my feet. Liu Huibin, however, insisted that I was strong enough and had adapted to the tortures. He said that they would use "Tying the Ropes" (1) on me if I still refused to "confess" to their false charges.
Before the third round of being "stringed," Liu Huibin ordered "Big Eye" to pull the ropes with more force. I was forced to lean forward, and my head almost touched my thighs. Liu then ordered the other two policemen to stand on the shackles that were on my feet and press down hard. Although the two policemen asked, "Is this ok? Let's not cripple him," they still followed Liu's order and stood on the shackles. I struggled with all my might. The weight of the shackles and the two policemen broke a bone in my left foot. The two policemen stepped down from the shackles and left the room. They never returned. "Big Eye" got very tired and his face was covered with sweat. His shirt was also soaked with sweat. I then passed out again from the pain.
When I woke up, my head was soaked with cold water, and my upper arms had turned black. "Big Eye" went downstairs to take a shower. Liu Huibin said, "More tortures will come if you don't follow our orders." He ordered policeman Gao Peng to take notes, and said, "Just say that he confessed. Use the confession statement we put together. We'll force him to sign the statement. If he refuses to sign, we'll torture him even more!" Then he lay down on a couch and fell asleep. Gao Peng said that I would suffer more if I didn't confess.
After a while, Liu Huibin woke up. "Big Eye" came back too. Liu Huibin became more ruthless. He used the electric baton to shock my neck and genitalia. He ordered "Big Eye" to force the electric baton into my mouth and shock me. He tortured me repeatedly in order to force me to confess to their fabricated charges and to verify the "confessions" of several other practitioners. This way, they could report that they obtained consistent affidavits from practitioners.
The torture lasted for two consecutive days, and caused severe physical and mental damage. I was bedridden for four months afterward in the detention center. I had several broken ribs, a broken bone in my left foot, unstable blood pressure, and breathing difficulties. My arms and legs were covered with black and blue marks. Stomach spasms caused unbearable pain. I have been throwing up a lot during the past 3 years. I didn't receive any medical treatment for the broken bone in my left foot, which didn't heal properly. Now, I have a limp because it hurts whenever I walk on it. Although it has been more than three years, I still have not fully recovered from the torture I suffered.
(1) Tying the Ropes -- The police tie up the practitioner with a thin rope, circle the rope around his neck, and tie his hands behind his back. Then the police use all the force they can muster to tighten the rope. The rope becomes tighter and tighter around the body of the practitioner, and makes it more and more difficult for him to breathe. The pain is so intense that the practitioner sometimes loses control of his bladder. There are instances when the rope was tightened enough to break a practitioner's arm.
