On February 25, 2003, prior to the "Two Congresses," personnel from Xingtai City's "610 Office" once again arrested over 20 Dafa practitioners from Wei County, Guangzong County, and Pingxiang County, and Xingtai City, and tortured them. The people primarily responsible are: Li Jianfang, director of the Political & Judiciary Committee, Liu Shucang, the supervisory person in charge, and Li Yanfei, from the City Committee.

[Baoding City, Hebei Province] Cruel Torture of Dafa Practitioners Involved in the TV Signal Tapping Event
During the night of August 27, 2002, eight Dafa practitioners from Baoding City broadcast Dafa truth-clarifying programs on TV. They were later arrested by personnel from Baoding City's Police Department and are now being detained at the Xushui County Detention Center. They are interrogated daily, beaten, and locked in solitary confinement, and are not allowed to wear clothes, even in winter. These practitioners are: 58-year-old Ms. Fu Shuling, 32-year-old Mr. Niu Junjie, 14-year-old Mr. Cao Zhi, Mr. Tang, Mr. Wang, Mr. Liu, Mr. Xu and Mr. Li.

[Northeast China] A Dafa Practitioners' Family Member is Brutally Tortured for Appealing
Eight Dafa practitioners from a county in Northeast China have been detained for almost three months since their arrest for distributing truth-clarifying materials. Family members are not allowed to visit them. The non-practitioner husband of one of the practitioners went to the detention center several times, hoping to visit his wife, but was refused every time. He went to see the officials of the detention center and police department, and reiterated his request to see his wife and bring her some clothes. After he was refused many times he told the officials of the police department, "If you don't let me see my wife, I will go to appeal in Beijing. Even murderers have the right to see their family members. My wife committed no crimes at all by practicing Falun Gong. What right do you have to not let me see her?" A few days ago, he went to Beijing to appeal but encountered the same treatments as Falun Gong practitioners. He was first arrested, then detained and later escorted back home by local police, from their Beijing liaison office.
[Changchun City, Jilin Province] Persecution of Practitioners Kong Fanrong and His Wife
On January 14, 2003, over a dozen police officers including Huang Huichen and Shi Yongliang from the Anqing Road Police Precinct arrested practitioner Kong Fanrong and his wife at their temporary living place at the plant room of the "City of Automobile" in Changchun City, Jilin Province. That same night, the couple was sent to the Tiexi Detention Center. Mr. Kong Fanrong was tortured so severely that his left leg was black and swollen, and became crippled. Mr. Kong Fanrong's wife did not give her name to the police and went on a hunger strike to protest the mistreatment and abuse. Three days later, she was sent to the hospital inside the labor camp to receive a powerful drug treatment. After 35 days, on February 21, she was released and now has trouble walking. She is very emaciated. Mr. Kong Fanrong was transferred to the Shulan City Detention Center in Jinlin Province.
[Fushun City, Liaoning Province] Persecution of Practitioners in a Brainwashing Class
According to a secret order from the upper level government, officials from Fushun City Forced Labor Camp set up a brainwashing class to persecute practitioners. They arrested steadfast Dafa practitioners from their homes, ransacked the Dafa books, Dafa materials and personal property.
[Changtu County, Liaoning Province] Arrest of Practitioner Tian Defu
At midnight on February 25, 2003, four local policemen, including Wang Jinxiang, and led by the chief of local police office, Zhang Shiliang, arrested Dafa practitioner Tian Defu from Baoli Town/Changtu County/Liaoning Province, and detained him in the Changtu County Detention Center.
[Zhengzhou City, Henan Province] Arrest of 70-Year-Old Practitioner Zhao Guihua
On February 23, a 70-year-old Dafa practitioner, Ms. Zhao Guihua, was arrested while she distributed truth-clarifying materials in Houzhai Village and is now detained at Zhengzhou City's No.3 Detention Center. At around 11:00 p.m., personnel from Ruhe District's Police Precinct ransacked her home and confiscated some Dafa books.

On December 26, 2002, police corralled Dafa practitioner Liu Shuzhen from Heilongjiang Province while she was clarifying the truth of Falun Dafa to people in a market. She has been sent to a forced labor camp.
[Changsha City, Hunan Province] Personnel from Furong District's Brainwashing Class Have Persecuted Dafa Practitioners for Over Two Years
Since the beginning of 2001, personnel from the Furong District's brainwashing class have routinely detained and tortured Dafa practitioners. At present, five Dafa practitioners are still being detained.
Ms. Liu Peilan has been detained from the beginning of 2001 to present.
Mr. Lu Dijia has been detained from the beginning of 2001 to present.
Mr. Gong Xianghui has been detained from the beginning of 2001 to present.
Ms. Liu Yunhua was detained at the beginning of 2001. She was released in April 2002 after writing a "Guarantee Statement."(*3) Prior to the Spring Festival of 2002, she was again arrested for newly declaring herself to be a Dafa practitioner. At present, she is still being detained.
Ms. Ren Liyun was sentenced to forced labor at the beginning of 2001. She was released ahead of schedule, before the Spring Festival of 2002. But because she didn't cooperate with the evil, she was again arrested in May 2002 and is still being detained.
Mr. He Yingqin was detained at the beginning of 2001. He was released after writing a "Guarantee Statement." In September 2001, he was again arrested for newly declaring himself to be a Dafa practitioner. In October 2002, he was sentenced to one year of forced labor.
Note: (*1) "610 Office" [An agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.]
(*2) The so-called "Guarantee Statement" [A statement to declare that he or she is remorseful for practicing Falun Gong and guarantees not to practice Falun Gong again, not to go to Beijing to appeal for Falun Gong, and never again associate with any Falun Dafa practitioners.]
(*3) "Tiger Bench" [ Practitioners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall, with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead. They are not allowed to turn their heads, close their eyes, talk to anyone or move at all. Several inmates are assigned to monitor the practitioners and force themáto remain motionless while sitting on the bench.
