Since 1999, Xijiao Police Station (XJPS) and its office have done enormous crimes to Falun Dafa and its practitioners.

1. Slander of Falun Dafa and Mr. Li Hongzhi

2. Persecution of Falun Dafa practitioners:

  1. Arbitrary searches of practitioners' houses and confiscation of their properties, illegal detention and sentencing of practitioners to detention centers and labor camps, destruction of peaceful families.
  2. Cruel torture and extorted confessions.
  3. Amassing of wealth by unscrupulous means.
  4. Threatening and implicating practitioners' family members, asking families to monitor and detain practitioners, thus breaking up families.
  5. Deceiving people, spreading falsehoods, and forcing kind Falun Gong practitioners to seem to oppose the government.
  6. Violations of the law and damage to the stability of society.

The responsible individuals are:

Shijiazhuang Police Department: Su (Head), Li, and Guo

Xijiao Police Department: Lu Yinhai (Director)

Xijiao PD office: Dong (the Secretary of the Party Committee)

The Staff (those marked with* are particularly vicious):

*Wu Jianguo (Vice-Director), *Huo Liping (Vice-Director), Guo Zhiping (local registration officer), and officers *Xiang Jinfeng, *Li Shuai, Zhang Huipeng, et al.

Part One: July 20, 1999

XJPS officers illegally detained a group of Falun Gong practitioners who had gone to Beijing to appeal. The duration of detention varied. The officers told the families to disown the incarcerated practitioners and told their employers to fire them. The officers forced the practitioners to write guarantees (to quit the practice), or sign pledges written by their employers or the police department. Practitioners who were involved include: Zhang Shengli, Zhang Lifang, Li Xiuxia, Wang Shucun, Wang Qinxiang, Zhang Yumei, Fan Qiuwen, Cheng Shuqi's family of three, Cui Shufang, Long Qinghua, et al.

Part Two: 2000

On May 13, Li Liya, Zhang Shengli, Wang Shucun, and Wang Qinxiang went to Beijing to confirm Dafa, and Cui Shufang planned to go (made a banner). They were illegally detained by XJPS for about a month and had to endure various tortures.

1. Mental tortures:

    Their houses were searched and their properties were confiscated. They were confined with hardened criminals. When they were severely injured by police beatings, XJPS did not allow their family members to visit them. Family members were threatened and pressured, which made them very frightened. Authorities attempted to induce citizen's complaints from their neighbors and thus isolate the practitioners; XJPS defamed them with the charge of "disturbing social order".

2. Physical torture:

On May 14, XJPS inquired about the source of the banner and did not get an answer. The city police department then ordered that the answer must be obtained before 8 a.m. on May 15. In the evening of May 14, XJPS divided all officers and trainees into 4 groups (3-4 people per group). Every group dealt with one practitioner. They hit practitioners' faces with shoes, whipped them with belts, and stabbed them with pins. Other torture included hand-cuffing practitioners' hands behind them while bending them forward, beating them with wooden and rubber nightsticks, piercing their fingers with needles and steel pen tips, stabbing pins through their eyelids and ears, burning their hands with cigarettes, etc. This brutal treatment continued for six hours.

Li Liya, Zhang shengli, Wang Shucun, and Wang Qinxiang had swelling and bruises on their eyes, faces and backs. Wang Qinxiang lost consciousness three times. The officers who beat her were: Wu Jianguo (Vice-Director), Xiang Jinfeng, and Li Shuai. While beating her, Wu Jianguo told Wang Jianguo, "If we beat you to death today, we will say that your practice of Falun Gong caused you to die". To this day, Wang Shucun and Wang Qinxiang still have unhealed injuries of their hips and legs. They suspect that Li Liya was the organizer of the beatings. On the next day, Xiang Jinfeng beat Wang's wounded body with an electric club and said he wanted to kill her. Li Shuai hit Cui Shufeng with an electric stick and struck her with his hands.

3. Financial punishments:

If the employer and family failed to write guarantees and pay fines to the office and make deposits to the department, these evil people would refuse to release the practitioners. The bills are the following (in Chinese Yuan, the monthly salary of an averaged worker in cities of China is about 500 yuan):

XJPS is the model in carrying out Jiang's order (to make Falun Gong practitioners) "bankrupt financially, notorious politically, and broken physically".

Around July 20, 2000, XJPS illegally detained the following practitioners:

Yu Fengqu (went to Beijing to confirm Dafa, went on a hunger strike while in custody), Wang Lizhi and Zhang Mingxiao (distributed truthful materials about Dafa), Zhang Shengli (was detained for three days without reason).

Around 10 p.m. on October 4, Director Lu et al. illegally brought Zhang Shengli, Wang Lizhi, Fan Qiuwen, and Cui Shufeng to the office and detained them for "study" for four days. They had no freedom, no beds and no food.

Beginning October 5, Zhang Mingxiao was detained in the station for 10 days because he went to Beijing to confirm Dafa.

On October 23, Officer Li, with Station Director Lu Yinhai and trainee Xiang Jinfeng abducted Cui Shufeng from her workplace because they suspected her of possessing Dafa materials. They searched her dorm at work and her home and confiscated some Dafa books and exercise tapes. She was illegally detained at the station. At that time, her husband was out off town and her 13-year-old child was left alone at home. Next day, Guo from the department and Xiang Jinfeng searched her office at work and asked about the source of the materials. Unable to get an answer, they sent her to the Second Detention Center in the city and detained her there for a month. On November 24, she was brought back by XJPS and illegally held again for 20 days. They threatened that if she refused to write a guarantee, they would send her to a labor camp. She started a hunger strike without drinking water on December 7. Seven days later, her family members brought her home. She had no freedom at home either since her house was searched again before she was released and her husband was forced to watch her. She finally found an opportunity to leave home and has been homeless since.

Around December 6, 2000, XJPS illegally detained the following practitioners:

Wang Lizhi, Fan Qiuwen, Chai (female, went to Beijing to protest carrying a banner), Yu Fengyun, Zhang Mingxiao, and Zhang.

When Yu Fengyun was arrested and taken from home without a warrant, her 13-year-old daughter was left alone at home.

On December 7, Yu Fengyun and Wang Lizhi started a hunger strike, going without food and water. On December 11, Fan Qiuwen also started a hunger strike. Nine days into the hunger strike, Wang Lizhi was brought home by her family. However, she was given no peace at home. She had to leave home after some time for recovery; her two daughters also become homeless.

Fan Qiuwen was fined 6000 Yuan by his employer and is said to have been sent to a labor camp.

In the meantime, Wang Qinxiang's family was forced to write a guarantee for her and detain her at home. Wang Shucun had to leave home and became homeless.

In conclusion, among the practitioners detained by XJPS, some families were broken up and some people were killed (Tao Hongsheng was tortured to death in labor camp. His wife, Yu Fengyun became homeless and no one could take care of their two children); some were sent to labor camps (Hu Bin and Fan Qiuwen); some became homeless (Li Liya, Wang Shucun, Cui Shufeng, and Zhang Shengli); some had no peace at home (Zhang Mingxiao et al.; Zhang might be arrested at any time and his wife, Hu Bin became very sick while being held in a detention center); some were held under house arrest (Wang Lizhi and Wang Qinxiang's family members were ordered to watch them); some employers were involved (Fan Qiuwen's employer was fined 6000 Yuan; Cui Shufang's employer was deprived of the the qualification for "Advanced Group" and her husband was denied promotion, etc.)

Kind people, please measure these cases with your ethics and morals. Who has destroyed the peace of these families?! Who has disturbed the stability of society?! Any one with a clear view can see the truth of these things!

Latest information:

On January 21, Zhang Shengli was illegally arrested while at work and imprisoned. His wife, Li Liya was caught by police at her sister's and has not been heard from since.
