The Shandong Labor Station is located in the township of Wangcun, District of Zhoucun, Zibe City, Shandong Province. Currently approximately 300 male practitioners are being held in the 3rd substation of the labor camp, and 400 female practitioners are being held in the 4th substation of the labor camp. The practitioners have to get up at 5:30 a.m. and are not allowed to rest until 10:30pm everyday. In between, the practitioners are tortured with every method imaginable, such as being locked up in isolation chambers, being forced to run for long periods of time, being hit with electric batons, and being placed in handcuffs and foot chains. Even after the tragic death of practitioner Zou Songtao at the labor camp, the so-called "transformation squad" from the Masanjia Labor Station in Liaoning Province still came to the Shandong Labor Station in the beginning of December, and held a 5-day "intensive transformation" session there.

In the evening of December 11th, starting at around 10:30 p.m., a clear, peaceful, yet powerful radio broadcast program was played outside the high walls of the 3rd and 4th Substations. The program described how Master Li attended the Western U.S. Falun Gong Experience Sharing Conference on October 21st. It then played a recording of some of the new Jinwen (short articles) by Master Li and summarized the latest outlook on Falun Gong as a whole. The voice of the true law of the universe shook the night sky, and no words could describe how excited and moved the jailed practitioners felt when they heard the voice of Falun Gong, the voice that they had not heard for so long. The guards were frightened and did not know what to do. They went everywhere looking for the source of the radio broadcast and tried to stop practitioners from listening to the program. The local residents living nearby came out of their homes and stood outside listening to the program quietly. The program lasted for close to half an hour.

On the same night, Falun Gong flyers were posted everywhere on the streets of Wangcun and the surrounding areas. It provided a great deal of encouragement to both the practitioners being held in the labor camp and the local practitioners, and touched the hearts of many.

Since July 1999, like the rest of China, the practitioners in the Wangcun region have been the targets of a great deal of persecution. Police cars can be seen everywhere. Many roadblocks have been placed with police officers on duty 24 hours a day to prevent practitioners from going to Beijing to appeal for Falun Gong. In spite of this, many local practitioners have insisted on cultivating themselves and using the Fa as their teacher. Wanting to spread and protect the Fa, many practitioners went to Beijing to appeal for Falun Gong, and as a result, they have received even more persecution than before. They have been fined, beaten, detained, and sentenced to terms in labor camps and prisons. Many people have been forced to pay heavy fines ranging from 3000 Yuan (Chinese dollars, the monthly salary of an averaged worker in cities of China is about 500 yuan) to more than 10000 Yuan. Three practitioners have been sentenced to three years in the labor camps each.

Around July 20 of 2000, Li Jiayu (the general secretary of the town's local Communist Party branch), Liu Tiaogang and Wang Jiasheng (the two mayors of the town), Wang Jiasheng, Xu Wei (the head of the local militia), and the head of the local Politics and Law Commission personally oversaw the torture of more than 40 local practitioners. The practitioners, including Peng Yanru, Wang Kongmeng and his wife, Lu Zeshan, Zhang Yuping, and Bi Lanying, were locked into the local government compound after 9 p.m. They were forced to stand on one leg and their arms wrapped around a tree. The trees had been previously splashed with sugary water and thus crawling with ants. The practitioners were forced to endure the painful bites from the ants, and anyone who moved would be brutally beaten.

After eating a lavish dinner, the local officials and their subordinates came back and began to beat the practitioners. If a practitioner dared to say that he would continue to practice Falun Gong, seven or eight people would surround him and start to beat and kick him. They first splashed water on broomsticks and used them to beat the practitioners. After the broomsticks broke, they started to use wooden bats and boards to beat the practitioners. For those practitioners who were beaten so badly that they could no longer stand up, the local officials would pull their hair, throw boiling water on them, or kick them viciously. They would then splash cold water on the practitioners who were on the verge of losing consciousness. One official said, "He is faking death. Do not be afraid of beating him to death. There are orders from the higher-ups. During this special period of time, anyone who is killed dies in vain." They also lewdly beat the lower bodies of the practitioners. Some female practitioners could no longer urinate, stand or lie down for days afterwards. The bodies of some practitioners were completely swollen and turned purple or black. The evil people used their fists to hit the lips of the practitioners, which became so torn that the tissue underneath was exposed. They held the hair of the practitioners in their hands and twisted their heads around dozens of times, until big clumps of hair fell off. They also grabbed the heads of practitioners and hit them against the wall and threw cold water on them.
