THE FOLLOWING IS ONLY AN INCOMPLETE LIST. WE WILL UPDATE THIS AS WE RECEIVE MORE REPORTS.

Chinese government blocks the passage of information in all means, including:

1. Forcing domestic peoples to be silent by using their dictating power like army and police;
2. Preventing international media, even those physically in China, from obtaining the first-hand facts;
3. Spreading lies all over the world after cutting the contact between people and foreign media.

As early as before July 20th, Falun Gong practitioners had already been harassed, wiretapped, tailed. However, the situation became extremely severe after July 20th and the persecution towards Falun Gong was escalated as shown in the records below. Thus, this report is divided into two parts:

Part 2 From July 20th until August 28th

July 19th 1999

Shijiazhuang City, Hebei Province

• 11:00pm Mr. Duan Rongxin and Mr. Miao Yingzhi were arrested.

Since the early morning of July 20th (Beijing time), the Public Security Departments in different parts of China have begun to arrest Falun Gong key coordinators on large scale.

Harbin City, Heilongjiang Province

• Five key Falun Gong coordinators were arrested. They are Li Hongkui, Zhang Shengjie, Li Xiubo, Wu Hongzhu, and Wu Wenfang. Their homes were ransacked; and books and other material about Falun Dafa were taken away.

• Some Falun Dafa practitioners were arrested, including Mr. Wu Baolun, Mr. Zhou Wenliang, etc. Li Yuxia and her husband were arrested leaving their child at home.
• At 4:31am, Mr. Wang Hongbin and Ms. Feng Xiaomei were arrested at home. Around 5am, Mr. Xie Zhengyuan was arrested. When the report was written, his home was still being ransacked. Around the same time, Mr. Xu Xinmu was arrested.

• 4:15am, police arrested some Falun Gong practitioners. Those who are confirmed arrests are, Mr. Yu Xiaode, Ms. Gao Chunmei, Ms. Yang Liying, Ms Tang Qiaoyun, Mr. Yang Chuanjun, Ms Guan Shuqing and Mr. Li Fangjin.
• Upon learning of the above arrests and many more, numerous practitioners went to the Government Appealing Bureau in the afternoon.
• At 1:30pm, the Department of Public Security sent a large number of policemen to deal with the practitioners.
• Police began to drag the practitioners to cars while severely beating them.
• Many women had their hair pulled right out.
• Some makes were being choked, while others fell and stumbled police continued to beat them.
• There were even some young practitioners beaten twice, by four and five officers at a time.
• Children were dragged by their feet and thrown into cars
• A thirty-year old woman was dragged and beaten by three or four policemen.
• When a policeman dropped his radio, one of the practitioners even picked it up for him. During such treatment the practitioners have been silent and always thought of others first.
• 100 practitioners were being dragged and beaten. An 80-year-old on looker said " I have never seen police beat people like that".

Mainland China

• Police usually tried to disperse the gathering by intimidation, policemen began to grad people, especially young people out of the crowd and beat them brutally. " They pushed a dozen practitioners together, then kicked and hit them at will. Even children and old people were beaten as well."
• Police used high-pressure water pipe to disperse the crowd in front of the provincial government building in Taiyuan, shangxi Province.
• And violent police were deployed in the southern city of Shenzhen.

• More than 10,000 practitioners went to the Appeal Bureau located on North Huangchuan Street. It was estimated that over 2000 riot police were dispatched.
• At about 9:00am police began to drag and beat practitioners and throw them onto buses. Some police said that they enjoyed beating the practitioners very much and it seemed like a birthday celebration. They used shields to encompass the practitioners and beat them without restraint.
• At about 12:00, over 3000 practitioners were shipped to Fengtai stadium, where there were already 4000 to 5000 practitioners.
• At 2:30pm police began to register practitioners.
• At 6:30pm practitioners were violently forced back onto buses and send back to their homes.
• Two military police held an old woman in her sixties by the legs and threw her into the bus.
• An old woman over eighty years old was pushed down onto the ground and she almost fainted.
• Some were dragged for more than thirty meters by their feet.
• Practitioners did not fight back when beaten or talk back when verbally abused, In one of the military vans, a seventy-six year old woman gave her seat to a policeman. The practitioners gave their towels to the policemen to wipe their sweat. When it rained in the afternoon, they held umbrellas for the policemen on duty.

Beijing

• Between 500,000 to 60,000 practitioners gathered in Beijing. Students in Police Schools were dispatched due to shortage of police.
• Railways and train stations no longer sell tickets to Beijing.
• Practitioners have been travelling through rivers to avoid roadblocks to get to Beijing.
• Practitioners held in stadium are held with no water and no food.

• At 10:00am nearly 1000 Falun Gong practitioners appealed to the city government. During the appeal they dept good order carrying no posters or slogans.
• At 5:00pm police came and arrested 20 practitioners. Until July 25th, some have still not yet been released.

Harbin City, Heilongjiang Province

• At 4:00am 10,000 practitioners assembled in front of the Provincial Government office in Harbin and requested the release of four practitioners, They have been detained for more than 48 hours.
• At 6:00am, policemen started to force practitioners onto buses.
• At 7:30am, all practitioners were sent to the Provincial Stadium where they would read their books and do their exercises.
• At 9:30am, practitioners were once again loaded on buses. Military troops were also used sometimes.
• At 11:00am, practitioners were moved to schools.
• Despite this effort by the police a large number of practitioners still gathered outside the provincial government building.

• July 23rd, news from Haihou said that more than 500 practitioners were arrested.

Beijing

• Canadian friends received news that more than 1000 held in the Agricultural Institute in Beijing without water, food and electricity since July 22nd.

• Practitioners who went to Appealing Bureau were not allowed to go home for one week. They and their families were forced to stay in one place to attend brainwash workshop.

• Up to July 23rd, practitioners had been appealing for 4 days. Police arrested everyone who went for appealing. There were around 500 practitioners arrested.
• Head of Xinhua police station tore a young female practitioner's clothes and beat her like animal.

Heibei Province

• 10,000 Falun Gong practitioners held in Hebei Stadium since July 22nd without water and food.

• One train full of arrested practitioners has left for northeast China.
• Many practitioners were beaten. Some female practitioners were beaten with cloth torn.
• Yesterday Beijing reached its highest temperature 45C(113F), many arrested practitioners stayed in the sun light for a whole day.
• One practitioner who escaped the arrest reported that: " We are under police watch 24 hours. We couldnÂt go home nor sleep for hours for many days. Police interrogated us in turn and didnÂt allow us to sleep and asked us to sign written promise of quitting the Falun Dafa practice. Our neighbors were forced to urge us. If we continue to practice Falun Dafa, our neighbor will be fined 500 currency.

Beijing

• According to internal information, police were well prepared. Besides riot policemen, it is said that 38 troop has arrived in Beijing waiting for orders.

Beijing

• Beijing Bureau of Justice issued a notice setting a reporting procedure for all requests of consulting and legal representation related to Falun Gong. The notice set the regulation to disallow any contract for legal representation to be signed unless the case is pre-approved by the Office of Legal Administration. Besides all the contents of answers to litigants related to Falun Gong has to match the one from the Central Government.

• Xioujuan Song, Shuendi Shou, Dawei Wang were arrested. Currently, they may be under custody at home 24 hours. Also, 7:00AM on July 20, more than 500 Xi'an practitioners went to the provincial government to report the facts, but did not have any result. Three young practitioners were arrested. Xi'an practitioners were asked by their working units to write a promise to give up Falun Gong practice, otherwise they would be fired (retired practitioners would lose their pensions); and were asked by security department to turn in all Dafa materials or it may result in severe consequences.

 
• Right now, most detained Falun Gong practitioners have returned to their working units. They began to suffer further mental torment. They were forced to watch news from CCTV and write promise to give up Falun Gong. Their relatives also needed to write the same promise. If they did not write the promise, their relatives would get into trouble. This was used to provoke the conflict between practitioners and their relatives.

Jinan City, Shangdong Province

• The assistants at the practice sites were arrested and their homes were searched. About 9000 Dafa practitioners went to provincial, city governments and related institutes to appeal. Because there was policeman everywhere, practitioners were taken away by buses or dispersed by force even before they arrived at their destination. Since July 21, policemen scrutinized many practitioners homes. Their normal lives were interfered. They would be watched once they went out of their homes. Also, there was policeman everywhere near the train station.

Mainland China

• In the movement of suppressing the Falun Gong by the central government, governments at all levels and relevant departments have scared, beat and even used the police weapons to force the practitioners to write promise to depart from the Falun Gong organization. Those who did not write were detained. Different opinions are not allowed, and freedom of belief is not allowed. Every practitioner is forced to confirm to the central government. If you are different, you will be considered against the government.
• Falun Dafa practitioners in the rural areas were not only beaten, they were also punished monetarily to turn in 500 - 5000 Yuan. Electronic devices at practitioners' homes were taken away for those who could not afford it.

Yantai City, Shangdong Province

• In some villages and towns in Yantai City, Shandong Province, Falun Gong practitioners are put together to make them do hard labor under the scorching sun every day. Also, every practitioner was unreasonably required to pay 5000 Chinese Yuan as cash pledge. If there are several practitioners in one family, they need to pay 10,000 Chinese Yuan. To those families who are already very poor, paying this amount of money is like "snow plus frost". If any one still practices Falun Gong or goes to appeal, the cash pledge will be confiscated and the practitioner will be punished even harder.

• Currently, the suppression of Falun Gong in China is escalating constantly. All Falun Gong practitioners are required to write the promise to depart from Dafa by different levels of the government from the central government to the local police departments. If the practitioners do not write the promise, they will use both hard and soft tactics coupling threats with promises. At the same time, they use the practitioners relatives and friends to shake the morale of the practitioners until practitioners unwillingly write the promise. These acts have seriously violated the International Human Rights Treaty and are against the will of the Falun Gong practitioners.
• All the people entering Beijing are kept under strict control. People who enter Beijing must present credentials issued by their working units to the local police departments. These credentials must also be verified by the police departments.

Beijing

• Security Department picks up some practitioners who are thought to be important and take them to police department to torture. Yesterday, a practitioner was released from police department. He told us that policemen knocked him with steel pipe, slapped his face, kicked his abdomen and forced him to tell information of contact persons.
• On the other hand, all enterprises threaten practitioners with Communist Party membership, working position, and student status. We are asked to write promise to separate ourselves from Dafa in our heart.

Haikou City, Hainandao Province

• In the morning of August 8, three to four hundred practitioners who practiced in All Green Garden were taken away by policemen by force.

Beijing

• Practitioners in some areas have gone to Beijing to appeal. After they were sent back by force, all of them were detained in local police stations for 15 days. By the end of 15 days, all of them were released.
• Also, it is like the Cultural Revolution, every working unit has a quota. In some places, the same practitioner has been arrested twice, because different police departments all have to meet their quota.
• Police use all kinds of means to interrogate practitioners. There was a practitioner from another town who did not want to expose and criticize. They used a plastic bag to cover his head to suffocate him.

Beijing

• One day after July 22, (maybe 25th), an employee in a cable TV station went to a hospital and found a patient. He gave the patient a note and asked him to memorize it. The note stated that his health deteriorated after his practice of Falun Gong. The patient said that he knew nothing about Falun Gong. The employee from TV station said: "It doesnÂt matter, just say what the note says." Later on, since the patient was too stiff with his recitation, he was asked to say in his own words to be video taped.

Wuhan City, Hubei Province

• The email correspondence of Falun Gong practitioners are under the control of public security department. Once they are found to receive or send out any email related to Falun Gong, their email service will be close down.
• Prisons disallow any visit to all detained Falun Gong practitioners.

• On July 21, policemen blocked airport, train station and interrogated and examined everybody closely in order to stop practitioners from going to Beijing, and capital of our province. Some practitioners personal freedom was restricted. On July 22, it was known that the assistant practitioner in our city was arrested. Lots of practitioners went to city government voluntarily to report facts with benevolence. Practitioners were so quiet and serene, but they were still labeled as making troubles. Policemen beat them up, threw them to some buses and sent them to suburbs. Many practitioners including some senior citizens were hurt. But nobody fought back. Some practitioners went back to city government from suburb, getting detained again, back and forth like this for many times.
• One male practitioner was beaten by electrical baton, because he showed his determination with Dafa. His mother in law, who is also a practitioner, was kept in the next room to hear his pitiful cry. Such insult and torture toward kind and pure practitioners are really inhuman.

Mainland China

• I went to the Central Appealing Bureau on July 23 and there I was verbally abused. Then I was taken to the Beijing Administrative office. I stayed in a courtyard with another 40~50 practitioners. The next day, the temperature in Beijing reached 42C (108F). The people who watched us asked us to sit in the courtyard under the sun until noon. There was a pregnant woman among us. Later, by our request, we were put in a cool place. The practitioners told me that they were beaten in the Fengtai Stadium. The situation was exactly the same as what was said on Minghui Net. Many practitioners' bodies have scars.
• My working unit sent people to take me back. I was arranged to live in the working unit and was not allowed to go home. Without any legal basis, my personal freedom was restricted for 10 days. I was forced to write promise to quit practicing Falun Gong. I was also told that if I do not write the promise, not to mention my life, the supervisors at the working unit must also resign.

Beijing

• Chinese government held countrywide emergency meetings on August 17th. In the meetings, Falun Gong practitioners were escalated from "illegal organization" to "anti Communist Party, anti-government organization". Decision was made that beginning on August 17th, the government would adopt high-handed measures that would be even tougher.
• From reliable source, the government will start with the Communist Party members. Especially for those who refuse to write the promise to quit practicing Falun Gong, more high-handed measures will be used on them. The government thinks these practitioners will "rebound" to fight back.

Mainland China

• Because the government suppresses Falun Gong using all means, every practitioner has to face the possibilities of sentence to imprisonment, loss of job, loss of salary etc, this tribulation is indeed not small. Now the situation is like this: Every type of Qigong is allowed except Falun Gong. Every person can go to appeal except Falun Gong practitioners. Any practitioner who goes to appeal will be arrested.
• See how Chinese Security Departments violate laws by persons in charge of executing it, and severely violate human rights.
1. Involve all relatives
• Some practitioners were summoned. Because they were out of town, their whole family including non-practitioners were detained to force the practitioners to come back. For some practitioners, all of their relatives were summoned and interrogated. A practitioner was threatened that if he refused to quit practicing Falun Gong, his brother would lose his job.
2. Policemen blackmail practitioners for money
• During the time practitioners were detained, they had to pay more than 100 Yuan every day (It is not known whether it's the fine or for the living expenses in prison). When they were released, they had to pay several thousands to ten thousands Yuan of cash pledge.
3. Policemen threaten practitioners by force in prison
• When practitioners went to Beijing to appeal, policemen cheated practitioners. They said: "Come on, the supervisors in the Appealing Bureau are waiting for you." They lured practitioners onto the buses and sent to the stadium for detention.
• Practitioners said: " Aren't we here to see the supervisors of the Appealing Bureau?" Nobody cared. If someone said more, he would be beaten. Most practitioners who were beaten are male, but some female practitioners and small children were also beaten. A little boy's chest was hurt. When practitioner asked in the prison: " Why I'm detained?" , his head was hit one time and two times on his chest and he was knocked down.
• During the several days of detention, there were no clothes to change and wash. The temperature in the summer reached more than 40C (104F) in Southern China. It can be imagined that there is no electrical fan in the prison. The rooms being used are usually for most serious political criminals. Some practitioners were put together with drug users, prostitutes, and economic criminals.
• Everyday, practitioners were forced to watch the TV programs which slander Falun Gong. Practitioners were forced to write self-criticism and promise to quit practicing Falun Gong. A practitioner was asked to write statement to say that he hates Master Li bitterly otherwise he would be sent to reform-through-labor farm.

Mainland China

• I went to Beijing on July 22. I was arrested on July 23 and was sent by train to a city. In that city, the city police department sent me back to my hometown by bus. After I was back, I was detained for 15 days by the so-called reason "Using feudal superstition to disrupt social order", and should be released on August 8. But because we all expressed that we would cultivate Dafa with firm resolution, they would not release us. Until August 19, under their "education", we wrote the "promise", then some of us were released. Until now, there are still more than 20 female practitioners who are not released. Also, 12 Dafa practitioners, both male and female are changed to be " criminal detention and it is said that they are waiting for the sentence to imprisonment.

Reuters, August 24 News:

• This Tuesday, Chinese government said for the first time that the key members of Falun Gong spiritual movement will face prosecution.

• Chinese government has ordered the Chinese lawyers not to plead for Falun Gong practitioners. This order comes from the notices of Bureau of Justice to attorney offices in major cities. The notice also asks every attorney office to report immediately detailed information about every Falun Gong related applicant or inquirer and all answers have to match the one from the central government.
• Cui Yuqi, a Beijing officer from Bureau of Justice has confirmed the existence of the notice, but said it is used to collect statistical information.

Southern China

• Practitioners at a practice site at southern China were forced to write first "personal understanding", then "exposure and criticism". One practitioner was sent to mental illness hospital, since he refused to write anything and insisted on practicing Falun Gong.

Mainland China

• Recently, a practitioner was arrested when he was practicing Falun Gong in a quiet place early in the morning. Policemen asked his family to turn in one thousand Yuan in exchange for his release. I remember a grandma's saying "Our teacher is being criticized, but he doesn't ask us for a penny. You ask for so much money." I see that policemen are taking this as a good chance to earn money.
• A practitioner in another province said that practitioners there were beat up and handcuffed; some practitioners refused to sign the "quit Falun Gong promise" by fingerprinting it, and they were forced to do so.

(... the situation is still developing. Due to the severe blockage of communications networks (telephone/fax/email/web sites), we have no news from the villages and many more other cities where there are significant numbers of Falun Dafa practitioners. All we know is that the Central government has ordered that the whole country forbid the practice of Falun Dafa. People who dare to continue to practice Falun Dafa will be dishonorably dismissed from the Communist Party, from school and from their jobs. All this because Falun Dafa is a traditional, high-level Qigong practice that focuses on Truth, Benevolence and Forbearance and offers people better physical and mental health and has attracted millions of people all over the world are learning and practicing it now.)
