Around 1:00 a.m. on April 28, 2007, under the direction of the Taiyuan 610 Office and the coordination of the Taiyuan Municipal Police Station and Yingze Police Station, over ten police officers from the Yangqu County Police Station, Taiyuan City, Shanxi Province, pried open the door to the home of practitioner Mr. Zhao Junli, and confiscated his family's property. They then illegally arrested Mr. Zhao.

Later on, this same group of people went to the home of practitioner Ms. Du Guilan, 76, in Taiyuan to confiscate her family's property and arrest her. They also went to the home of Ms. Du's daughter, Ms. Cui Sufang, and arrested her. Several days later, Mr. Zhao Xikuan was also arrested at home.

The Yangqu County Procuratorate and Yangqu County Court tried Mr. Zhao Junli, Ms. Du Guilan, and Mr. Zhao Xikuan many times but never reached a verdict. Nevertheless,they continued to imprison Mr. Zhao Junli in Taiyuan Municipal Prison and Mr. Zhao Xikuan in the Yangqu County Prison. Ms. Du obtained a warrant and awaited trial at home.

After Ms. Cui Sufang was imprisoned for a month, she went back home in June 2007. In October 2007, she was sentenced to forced labor for one year and is now in Taiyuan Women's Forced Labor Camp.

Both Mr. Zhao Junli and Mr. Zhao Xikuan have been imprisoned for more than 11 months,
