His employer, ignoring the fact that Cao's infant was suffering from severe heart disease, forcibly took back their apartment. As a result, Cao and his wife were homeless for a long period of time. Their baby endured many hardships because of this and died before reaching his first birthday. On October 28, 1999, after Cao went to the National People's Congress to appeal, he was detained for one month at the Haidian Detention Center.
