Mr. Lu Shoulu faced constant harassment after completing a four-year prison term on May 7, 2021, for his faith in Falun Gong. The Jinan City, Shandong Province, resident suffered declining health in his final years. He once took a fall while walking on the street and needed help to get up. He died in July 2024.

Mr. Lu took up Falun Gong in August 1996 and gained a new outlook on life. He used to feel it unfair that he was unable to afford fancy houses like well-to-do people, but Falun Gong helped him see that there was more to life than just material wealth. His heart became light and his life was full of joy after he began practicing.

After the communist regime started the persecution of Falun Gong in July 1999, Mr. Lu held firm to his faith and was repeatedly targeted. He was arrested in Beijing on December 30, 1999, and brought back to Jinan. He was put in the Zhangqiu District Detention Center on January 2, 2000, and held there for over one month. Once, during his detention, he and other detained Falun Gong practitioners were paraded through the streets for a whole morning, with big signs hung around their necks.

After another arrest in July 2000, Mr. Lu was taken to the Zhangqiu District Detention Center. The guards cuffed his hands and hung him up on a door frame by the handcuffs, with his feet barely touching the ground. They didn’t let him down until the next day. Another time, four inmates hit him on the head with shoes until he had blood all over his head and his face swelled terribly.

Mr. Lu was given three years of forced labor in August 2000 and transferred to the Liuchangshan Labor Camp. The guards stripped him naked and forced him down into a pool of water on the ground. They then poured sand into a rubber hose one inch in diameter, and used it to whip him. They also shocked him with four electric batons simultaneously. He was later forced to sit on a small stool for over 10 hours every day for four to five months straight.

Officers from the Xiuhui Police Station arrested Mr. Lu again on May 11, 2005, and confiscated his CD burner (worth over 3,000 yuan), more than 1,000 blank CDs, and three staplers. He was held at the Zhangqiu District Detention Center for a few weeks before being transferred to the Wangcun Labor Camp in June 2005 to serve a one-year term. There, he was forced to make cement bags.

Mr. Lu was arrested on December 28, 2015, for filing a criminal complaint against former Chinese dictator Jiang Zemin for launching the persecution of Falun Gong. He was released 15 days later.

About five officers broke into Mr. Lu’s home on May 10, 2017, and confiscated 15 satellite cables, over 30 Falun Gong books, two printers in good condition and four broken ones, one laminator, a laptop, and other valuables. After being held at the Chengguan Police Station for seven hours, he was taken to the Zhangqiu District Detention Center that night.

Mr. Lu was issued a formal arrest warrant on May 19, 2017. His lawyer visited the local police chief on June 13 that year and urged them to release him. The lawyer also made the same request to the local procuratorate. The staff there said they had to follow orders to prosecute Mr. Lu. He was sentenced to four years in early January 2018, and admitted to the Shandong Province Prison.

The prison guards forced Mr. Lu to do hard labor. For a period of time, he had to work until 1:30 a.m. every day. He was exhausted and felt so dizzy that he couldn’t go up stairs.

In 2019, Mr. Lu showed symptoms of cerebrovascular disease and was rushed to a police hospital. During his hospitalization, he was given only one steamed bun and some vegetable soup for every meal.

The local 610 Office agents kept harassing Mr. Lu after he was released on May 7, 2021. His health, already severely compromised, continued to decline and he died in July 2024.
