Liaoning Man Jailed for His Faith Has Family Visitation Rights Revoked for Three Months After Being Placed in Solitary Confinement

(Minghui.org) The Jinzhou City Prison in Liaoning Province, revoked a local man’s family visitation rights for three months starting in early January 2026, because his loved ones talked about what prison authorities said were, “Inappropriate and illegal” things during previous family visits.

The so-called “offending” remarks were about Falun Gong, a mind-body practice that has been persecuted by the Chinese Communist Party since July 1999. Mr. Han Chunlong, 54, was arrested on October 2, 2023, for practicing Falun Gong. He was sentenced to four years on March 25, 2024, and admitted to the Jinzhou City Prison in August 2024.

Mr. Han was held in solitary confinement three times in recent months: October 13, 2024 – November 26, 2024; July 26, 2025 – August 9, 2025; and December 2, 2025 – January 2, 2026. His family was not allowed to visit him during each solitary confinement period.

On January 8, 2026, Mr. Han’s family called the prison and requested to visit him the next day. They were told that his family visitation rights had been revoked for three months. The receptionist asked them to stop calling the prison.

The family called the prison warden, who instructed Division 9 to give a response. They received a written response stating: 1) We listened to the recordings of Han Chunlong’s family visits during the past year and noted that his family had made some negative remarks that may have violated relevant regulations. We have contacted the Jinzhou City Domestic Security Office to help evaluate whether the remarks concerned Falun Gong contents. 2) Han Chunlong and his family violated Item 3 of Article 14 in the Implementation Rules for the Work of the Liaoning Provincial Prison Criminals Meeting and Communication Center. Some of the information exchanged during the family visits was detrimental to the rehabilitation of criminals. As such, we decided to revoke Han Chunlong’s family visits for three months.

While the prison may be using Falun Gong as an excuse to block family visits, Mr. Han’s loved ones believe that the prison may be trying to cover up their abuse of him. Gao Gexu, the newly appointed head of Division 9, admitted to them that Mr. Han developed high blood pressure after he was moved there in early December 2025.

On December 12, 2025, Mr. Han’s family went to the prison to see him, but they were told no meeting would be allowed. They then called the prison warden, who sent Gao out to meet them in about 10 minutes.

Gao ordered the family to remove their masks as he was recording them using the body-cam strapped on his left shoulder. He said they were not allowed to see Mr. Han because he was still in solitary confinement and subjected to strict management.

Gao next blamed the family for causing Mr. Han to be in strict management. He lashed out at them when he learned that they hadn’t applied for a prison-approved phone card to call him. He claimed that Mr. Han’s “disobeying” prison authorities was due to his family’s “bad influence” and that he was stressed out because his family did not call him for him to vent his frustration.

The family condemned Gao for talking non-sense as they had been visiting their loved one to show their support once a month until they were barred from doing so. Only then did Gao stop.

Gao then revealed that Mr. Han developed high blood pressure. His family said he was in good health before he was re-assigned to Division 9 on December 2, 2025, and put in solitary confinement that day. They suspected the strict management was causing his health decline. They asked Gao if he was aware that Article 7 of the Prison Law stipulates that prisoners’ personal safety must be protected in custody.

Gao did not answer the question, but asked if the family knew about Article 1 of the same law that says the purpose of the law is to punish and reform prisoners. He added that he talked to Mr. Han twice after the latter was placed in solitary confinement.

Mr. Han’s family felt pressured during their conversation with Gao and they suspected he was even harsher when he talked to their loved one. They felt it was not a surprise that Mr. Han developed high blood pressure just ten days after he was placed in solitary confinement (from December 2 to 12).

Gao accused the family of causing Mr. Han to develop high blood pressure. Now that they are prohibited from seeing him starting in January 2026, they worry that he might have been subjected to further abuse and his health will deteriorate further. They believe the prison revoked his visitation rights so they would not be able to see how frail he had become.
