(Minghui.org) Twelve residents in Longkou City, Shandong Province, were arrested on July 17, 2025 because they practice Falun Gong. Four of them were indicted and face trial.

The group arrests were orchestrated by Lyu Bing, Wang Qi, and Guo Fudui of the Longkou City Domestic Security Office. They started monitoring the targeted residents at the end of 2024. On the morning of July 17, 2025, officers from the Donglai Police Station, the Xufu Police Station, the Beima Police Station, the Xinjia Police Station, the Longgang Police Station, the Shiliang Police Station, the Longkou Economic Development Zone Police Station, and the Haidai Police Station were given a list of the targeted practitioners and instructed to arrest them at their homes or local fairs that they frequented.

The police hired jobless locals to wait outside the practitioners’ homes or at the local fairs in their private cars to assist with the arrests.

Details of Arrests

Ms. Fu Qiurong’s son opened the door around 6:30 a.m. to go to work, only to have six officers from the Donglai Police Station barge in. They handcuffed Ms. Fu so tightly that the cuffs cut into her flesh and there were still marks on her wrists two weeks later. She demanded to see a search warrant and they flashed it in front her and quickly put it away. She noted there was no signature of the police chief as required by law.

Ms. Zou Shuqing was working in her own hair salon around 8 a.m. when six plainclothes officers showed up. One of them asked if she was Zou Shuqing. She said yes and they immediately began searching her shop. After that, they raided her home. They tossed her comforters and clothes everywhere on the floor. Her Falun Gong books, computer, printer and other items were confiscated. Her husband returned home from work that night to a big mess.

Ms. Li Yufang, around 70, and Ms. Luan Yanping, in her 50s, were arrested together at the Dawang Fair around 9 a.m. Two male and one female officers in civilian clothes raided Ms. Li’s home and confiscated her Falun Gong books and portrait of Falun Gong’s founder. She was taken to the Xinjia Police Station for interrogation. Ms. Luan’s home was also searched. The police left a huge mess with items tossed everywhere in the house.

Ms. Liu Haiyan, around 60, was arrested at home by officers from the Economic Development Zone Police Station. According to an eyewitness, the confiscated items were scattered everywhere before the police hauled them away. Ms. Liu was limping due to her leg injuries sustained in a car accident earlier this year. The police put her in a wheelchair and took her for a physical exam. They called her two daughters, who both worked out of town, and ordered them to persuade her to write statements to renounce Falun Gong. Ms. Liu said that she’d never give up her belief.

Ms. Cui Xiuju, around 70, was arrested at the Dawang Fair by plainclothes officers. Her home was raided and all her Falun Gong books and the portrait of Falun Gong’s founder were seized.

Also arrested on the same day were Ms. Wang Hongyu, Ms. Wu (first name unknown), Ms. Han Cuiying, Ms. Diao Chunfeng, Ms. Li Meiqin, and Mr. Yao Jianlu. The police also targeted Ms. Li Yujun but failed to arrest her since she was not at home when they came.

All eleven female practitioners were taken to the Yantai City Detention Center around 11 p.m. on July 17, 2025. Yantai oversees Longkou.

Ms. Diao was found to have a systolic blood pressure reading of 220 mmHg (when a normal range is 120 or lower). She was released that night after being denied admission to the detention center.

Ms. Li Meiqin was given seven days of detention and released on July 24. Ms. Fu, Ms. Wang, Ms. Zou, Ms. Han, and Mr. Yao were detained for 15 days and released on August 1.

Ms. Wu’s situation is unknown. Ms. Li Yufang, Ms. Luan, Ms. Cui, and Ms. Liu remained in custody. It was reported that Ms. Liu went on a hunger strike. Ms. Cui’s lawyer said her systolic blood pressure registered at 180-190 and she felt muddle-headed. She also became forgetful. Her cellmates isolated, detested, and verbally abused her for being slow to eat and to take showers.

Four Indicted

Ms. Li Yufang and Ms. Luan’s families visited their respective police stations numerous times in mid-August 2025 to inquire about the case status. They were finally referred to officer Guo who orchestrated the police sweep.

Guo claimed that the Ministry of Civil Affairs labeled Falun Gong a cult so they could crack down on practitioners at will. He also warned them not to keep consulting lawyers as the police knew exactly whom they talked to.

Guo completed the “investigation” and submitted the case to the Longkou City Procuratorate on August 18, 2025. Ms. Li Yufang and Ms. Luan’s families went to the procuratorate but were told the case had not been received. The staffers there also refused to disclose who the prosecutor in charge was. On August 20, the families were told that the procuratorate finally received the case. They immediately submitted two relatives’ requests to serve as non-lawyer defender and review the case file but were told the practitioners themselves must sign power of attorney.

The families returned to the procuratorate with the power of attorney on the afternoon of August 22. Prosecutor Lyu Shasha said she finished investigating and indicted Ms. Li Yufang, Ms. Luan, Ms. Cui, and Ms. Liu. The case now rests with the Longkou City Court.

The practitioners’ families filed a complaint against prosecutor Lyu for barring them from reviewing the case file and failing to response to their requests to investigate the police officer’s violation of legal procedures in arresting their loved ones. The complaint was submitted to the Central Commission for Discipline Inspection and the Supervisory Commission, the National People’s Congress and its Supervisory and Judicial Committee, the Supreme People’s Procuratorate and other government agencies.
