(Minghui.org) A 65-year-old man in Shenyang City, Liaoning Province is serving a three-year term for his faith in Falun Gong. The local appeals court has repeatedly declined to accept his motion to reconsider his case.

Mr. Jin Xiaofeng was arrested on July 13, 2024 and sentenced to three years on March 31, 2025. After the Shenyang City Intermediate Court rejected his appeal on May 28, 2025, he was admitted to the Shenyang City First Prison on July 28.

As soon as Mr. Jin was transferred from the Dadong District Detention Center to Division 14 of the Shenyang City First Prison on July 28, 2025, his family submitted two requests to the prison management, including an in-person visit request and a request to ensure Mr. Jin’s safety in prison.

The family also submitted to the warden and deputy warden Mr. Jin’s motion to reconsider his case.

The prison finally allowed the family to visit Mr. Jin while he was still held in Division 14, which is for newly admitted inmates. The guards searched the family’s bags to make sure they did not bring in any paper or documents. They also barred the family from mentioning Falun Gong or discussing his case.

The family filed a complaint against the guards. A prison official met with the family. He suspected them of recording their conversation and inspected their phones. He eventually promised to not deprive Mr. Jin of his right to file his motion to reconsider his case. He, however, confiscated the legal documents pertaining to Mr. Jin’s rights that the family carried with them.

After the orientation period, Mr. Jin was moved to Division 15 on August 8, 2025. His family again requested to see him but was rejected. They approached the prison management and were eventually granted a meeting with Mr. Jin on August 18. A guard with the badge number 2101422 kept interrupting the conversation and warned the family to not mention anything related to the legal process.

Mr. Jin is currently in good spirits, thanks to his family’s advocacy. He continues to struggles to recover from a stomach condition, which relapsed after his arrest. He is still very weak.

Mr. Jin’s family also visited the Shenyang City Intermediate Court many times to submit his motion to reconsider his case. The receptionist refused to accept the document, citing orders from higher-ups. After the family’s persistent efforts, the receptionist relented. Wei Zengkui, the court vice president, met with the family.

Wei attempted to make the family give up their efforts to file a motion to reconsider the case. He claimed that he had legal basis to label Falun Gong as a cult, but failed to provide any proof. He said he needed to consult with the court president, Shen Ying, before producing the legal basis. He still has not called back the family as promised.

Several other local practitioners were also unable to have their motions to reconsider their cases accepted by the intermediate court.
