(Minghui.org) A Yichun City, Heilongjiang Province, resident has remained in custody since he was arrested on December 4, 2024 for practicing Falun Gong. He went on a hunger strike in protest and was force-fed.
Mr. Feng Guoqing, around 59, is currently held at the Yichun City Detention Center. The police ransacked his home several times after his arrest. Over 200,000 yuan in cash were confiscated during the raids.
Xie Xueyi, head of the Jinlin District Police Department, and Zhou Cheng, head of the Jinlin District 610 Office, ordered the police to interrogate Mr. Feng through torture. He refused to answer their questions and held a hunger strike for over 40 days. The police stripped him naked and restrained him on a bed in a spread eagle position, then force-fed him. He also had to relieve himself on the bed. Mr. Feng suffered failure in both kidneys. It’s not clear whether the torture continues.
Past Persecution
This isn’t the first time that Mr. Feng was arrested after the Chinese communist regime ordered the persecution of Falun Gong in 1999.
Mr. Feng’s first arrest was on February 6, 2000, when he went to Beijing to appeal for the right to practice Falun Gong. The 345 yuan in cash he had with him was confiscated by police officer Xiao Jingyu. He was detained for two days in Beijing and then taken back to Yichun, where he was given three back-to-back 15-day detentions for a total of 45 days straight (the police did so to comply with the 15-day limit of administrative detention). They released him in mid-March 2000. His family were extorted 1,000 yuan by the police.
Mr. Feng was arrested again in late April 2000 and detained for 54 days. Although he was given only a very thin dumpling soup every day for two meals and was forced to work in the farm fields without pay, the detention center still required that he pay 500 yuan for the food (around 10 yuan each day). His monthly salary back then was only 173.9 yuan.
Mr. Feng’s third arrest was towards the end of 2000. He was held at a brainwashing center for 27 days and released the day before the eve of the Chinese New Year.
His next arrest was on April 10, 2002. Officers Kang Kai, Zhang Yanbin and Qi You beat him in the police station. They handcuffed him, forced him to crawl on the floor and then placed a chair on him. While officer He Jingdong sat on the chair, the other officers took turns beating him with PVC pipes for hours.

When the police finally stopped the torture in the evening, Mr. Feng was having trouble breathing and was unable to walk. Officer He dragged him to the police car and took him to the local detention center. The officers returned three days later and dragged him to a room, as he was still unable to walk. They pinched him all over, causing him excruciating pain. They then tied his feet together and extended his arms, before restraining him on a wooden cross for 12 days. His hands gradually lost feelings and the police also injected him with unknown drugs.
The police arrived again on June 10, 2002. They tied him up tightly and then loosened the rope. They repeated the tying torture several times and they tied him tighter and tighter each time. He was unable to hold anything with his hands for a year after that.
Mr. Feng was later sentenced to four years. He was first taken to the Xianglan Prison on December 6, 2002 and then transferred to the Jiamusi Prison on January 14, 2003. Each time his mother went to visit him, she was intimidated by prison guard Shi Junfeng. Succumbing to the mental distress, she died a year later.
Mr. Feng was subjected to constant torture in the prison, including forced-feeding, electric shocks, beatings, sleep deprivation and verbal abuse.
When he was released in 2006, his wife divorced him, and his employer, the Jinshantun Forest Survey and Design Team, also fired him.
